Flight Information Region and Control Area

The sky of Japan, which is theairspace assigned for control,consists of one Flight InformationRegion (FIR) : Fukuoka. Thisregion is controlled by Air TrafficManagement Center (ATMC) ,Sapporo, Tokyo, Fukuoka andNaha Area Control Centers(ACC).

Remote Air-Ground Communication Service

The Remote Air-Ground communication service is to providing the safety information for the flying aircraft around the airport.

The service area is designed as class E, and is named “information zone” with a radius of 5NM below generally 3,000ft.

All aircrafts within Information zone are obliged keeping the communication with R-AFIS Unit and collecting necessary information from the Unit.

This requirements is described on the Civil Aeronautics Act.

1. FSC: Flight Service CenterFSC is placed at the eight major airports as AFIS/R-AFIS Unit

2. Mission of FSCFSC is providing the services as followings;

- Remote Air-Ground communication service,- Flight Information service for Enroute-flight by radio communication,- Acceptance of Flight Plan and Pre-Flight Briefing,- Flight Monitoring for SAR, - Automatic Terminal Information Service,- Aerodrome Operations

For 24 hours.

Remote Air-ground Communication Service was introduced in 1974. (40years experience)

Airport Air-ground Communication Service was migrated to Remote Air-ground Communication Service at 11 airports ( ) since 2002.

BenefitsSince 2002, JCAB changed Airport Air-ground Communication Service to Remote Air-ground Communication Service at 11 airports taking account primarily the safety.

〈Benefit〉・The reduction of the staff is possible. (It brings reduction of staffing cost)・Overall maintenance costs are less expensive

〈Weak point〉・Air to ground communication may not be available.There is not a substitute of the air to ground communication in R/AFIS.
