REMOTE, REAL-TIME ENVIRONMENTAL MONITORING Among Emilcott’s comprehensive support services is our community (perimeter) air monitoring service utilizing Emilcott’s proprietary GreenlightTM Environmental Monitoring System. This is a computer-based system using wireless telemetry to relay real-time air monitoring data to a dedicated computer server. Our server hosts your project database and has a suite of software applications that provide graphical user displays, perform alarm calculations and notification, and produce summary reports.

Each field station is housed in a rugged fiber case mounted on a tripod, suitable for outdoor operation. Alternatively, the stations can be housed in secure metal enclosures. The field stations can be powered by AC power, or by batteries for standalone operation during the site work shift. Optionally, solar panels can be provided to eliminate the need to swap and charge batteries, if site conditions support permanent locations for the field stations. The field station contains one or more direct-reading instruments and our Greenlight RTU Communications Controller. The RTU includes an embedded computer that manages the data collection within the field station and a wireless modem that transmits the data to the server. The local computer also provides redundancy, reducing the risk of lost data. A single full-feature weather station is typically provided for each project, often located near the site office or trailer. In addition, the field stations can be equipped with dedicated real-time wind speed and direction sensors to aid in the determination of upwind/downwind characteristics of the project site and in understanding complex airflow patterns. The Greenlight system’s software integrates wind-direction data with environmental measurements. Consequently, the system will identify real-time values of upwind (background) levels of environmental measurements, then calculate adjusted downwind action levels. We believe this is an effective and robust approach to community/perimeter air monitoring because it allows the project to maintain operations when wind conditions are favorable. This also eliminates the need for field personnel to manually assess the prevailing wind direction and relocate monitoring stations to suit; instead, the system continuously calculates the prevailing wind direction and tags all data accordingly.

All user applications are web-based, making them available in any browser connected to the Greenlight server. All access is password protected and enabled at the discretion of the client. The user applications include tabular views of both live and historic environmental data; map views of the data; plots of the data; a standard daily summary report; alerts and alarms tables; and user-defined data export to external file, e.g., for Excel. These applications can be routed to any web-enabled devices (PCs, laptops, smart-phones, tablets), as desired by the client, and with suitable security controls in place. This capability allows for great flexibility in providing remote access to the system.

Alert and alarms are communicated by the system in several ways:

On a tabular web display available over the network, for example at a PC or smart-phone.

With text message and/or email to designated cell phones/email addresses.

With flashing light and/or audible annunciator at each field station (optional).

A standard daily summary report is included among the system’s user applications. Data export to file of any system data tags and time period is also included. Custom reports and/or data export can be readily configured for the client by Emilcott on a consulting basis.

Emilcott supplies the Greenlight system on a rental basis, providing all equipment and associated software. Emilcott will provide mobilization and demobilization of the Greenlight system. This includes delivery, installation and commissioning of the system, and site training for the client’s personnel. Subsequently, Emilcott will provide basic technical support and maintenance of the system, commensurate with ordinary usage and wear, as part of the system rental. Such technical support may involve site visits, as warranted, or may be performed via remote Internet connection when appropriate.

Options for System Configuration

The following options are available for the Greenlight system at additional cost:

Tripod-mount vs. Fixed Metal Enclosure: The measurement instruments and communication components can be supplied in a

secure metal enclosure suitable for mounting on a fixed structure.

The key issue is whether the monitoring locations will change over the course of the project and/or whether the equipment must be brought in at night for security reasons.

The advantage to fixed locations is that only the batteries must be brought in each night (for charging) rather than retrieving the full complement of equipment.

Solar Power Option: Solar panels eliminate the need for removing and charging batteries each night

Assumes a fixed location for the monitoring station

Multiple Particle Size Measurement: TSI model DRX: Simultaneous PM-1, PM-2.5, PM-4 and PM-10 and Total Dust in real-

time

TSI model DTII: PM-10 and Total Dust in real time

Can help distinguish constituents among particulates, e.g., diesel exhaust, water vapor; may help in eliminating exceedances by creating a more sophisticated background profile of particulate concentration by size

PID with PPB Sensitivity The typical offering of RAE Systems model MiniRAE-3000 (or equivalent) provides for

ppm-level sensitivity in measuring TVOC’s

If greater resolution is required, the model ppbRAE-3000 (or equivalent) can be substituted

Vibration Monitoring The Greenlight™ monitoring platform is configured to integrate with the Instantel

Minimate Pro-4 vibration monitor

Receive parameters from the Instantel Blast Report in real-time

Professional Services

We offer the following professional services associated with the configuration, deployment and operation of the Greenlight environmental monitoring system. While the mobilization service is required for all deployments of the Greenlight system, other services are optional, depending upon project needs and client preferences.

System Mobilization/De-Mobilization. Emilcott will be responsible for delivery, installation, startup of the system, and training of site personnel in the use of the system. This task will also include de-installation and removal of the system at the end of the project.

Operational Staffing. For day-to-day project operations, the Greenlight system is typically operated by an air monitoring technician (AMT). Emilcott can supply experienced and qualified AMTs on a project basis. Our AMTs are capable of all aspects of air monitoring, including the use of hand-held detectors, analytical sample collection and report writing. (Alternatively, if the client supplies the AMT, training in the use of the Greenlight system will be provided by Emilcott as part of the mobilization phase.)

Baseline Air Monitoring Study. An evaluation of background levels of environmental parameters will be conducted prior to soil-disturbing project work to establish baseline values for these parameters at the jobsite. Such a study is typically conducted over several non-consecutive days, for approximately 8 hours each day to simulate the duration of the work shift. Emilcott will supply personnel and equipment to record the environmental data, and will issue a summary report at the conclusion of this study.

Preparation of Air Monitoring Plans. We are experienced at preparing perimeter air monitoring plans (PAMP) and Community Air Monitoring Plans (CAMP) which are often required by regulatory authorities for hazardous waste remediation projects. These plans include a summary of the hazardous substances of interest for air quality, calculations of real-time action levels, and specifications of confirmatory analytical sampling to be conducted.

Engineering Site Review. This a project planning service generally needed only for large-scale projects and/or sites with complex terrain or layout. Site conditions and infrastructure will be reviewed and agreed upon with the client concerning location of field monitoring stations, possible use of electric power, connections to the client’s IT networks; and other matters relating to the configuration of the environmental monitoring system at the jobsite.
