SECTION 1

INTRODUCTION

This technical memorandum presents the results of Subtask 2.2:

Sensitive Receptor Survey, for the Remedial Investigation/Feasibility

Study (RI/FS) of the First Piedmont Rock Quarry/Route 719 (FPRQ) site.

This technical memorandum is provided to the U.S. Environmental Protection

\ Agency (EPA) Region. Ill, as a project deliverable in accordance with the

Consent Order (Docket No. III-8S-13-DC) dated December 31, i988. -"

V .

j , 1.1 OBJECTIVES

*. According to the RI/FS Work Plan the objectives of this task are to:

1. perform an inventory, of potential receptors in the vicinity ofthe site, and

] 2. Identify potential migration pathways by which these receptorsi- may be impacted. >

1 This assessment of potential receptors includes both human

environmental, receptors.*•- Based on the May IS, 1988 meeting between the U.S. EPA, Principal

! Responsible Parties (PRP's) and Westinghouse Environmental Services, the

scope of this subtask was expanded to include a wetlands delineation. The

wetlands delineation was to be made based on vegetation, soils, and

hydrology only.

1.2 METHODS

The size of the human population is based on data from a variety of

sources. These sources include aerial photographs from the Virginia

Department of Transportation (VADOT) and Dewberry and Davis, Inc., a U.S.

Geological Survey (USGS) topographic map, county

reconnaissance, and previous site documents.

Information describing environmental receptors

tax records, a site

was obtained from the

Virginia Department of Game and Inland Fisheries (VDGIF), and the Soil

Conservation Service (SCS) of PIttsylvania County.

The wetlands delineation included topographic map and aerial

photography analysis and a field mapping program (Appendix A).

1.3 BACKGROUND INFORMATION _.

The FPRQ site is located at 36°39'28" north Latitude and 70°19'22"i >

west Longitude, in Pittsylvania County, Virginia (Figure 1). The site,

located along Route 719 about six miles north of Danville, Virginia, is

bordered by wooded areas to the north and east, by Lawless Creek to the

west, and by Route 719 and the community of Beaver Park to the south.

The four acre site is part of a 182-acre parcel of land owned by Mr.

and Mrs. Richard Lacey Compton of Blairs, Virginia. The FPRQ site was

leased from the Comptons by Mr. Ben Davenport, President of First Piedmont

Corporation (FPC), located in Chatham, Virginia. FPC leased the four acre

site as First Piedmont Rock Quarry from April 1, 1970 until April 1,

1975. Disposal occurred in approximately two acres from April 1970 to

July 1972 under the" supervision of the Pittsylvania County Health

Department. " ... -.-, ... ...-. .._.._-_ , = - -.

In a letter dated June 1, 1981 Mr. Davenport of FPC was notified by

Goodyear Tire & Rubber Company that some of the wastes generated atj

Goodyear's Danville plant and deposited at the FPRQ site were hazardous.

Mr. Davenport filed a "Notification of Hazardous Waste, Site" form with the

U.S. EPA on June 5, 1981 listing solvents as one of the wastes disposed of

at the site. Subsequently, the U.S. EPA Investigated the site pursuant toi

the National Contingency Plan (NCP). The site received a hazardous

ranking score of 37.51 in 1985. Goodyear Tire and Rubber Company, FPC,i

and Corning Glass Works were identified as the Principal Responsiblei

Parties (PRP's). The site was rescored to 30.16, just above the score of

28.5 required for listing, based on comments received by the EPA. The

site was listed on the National Priorities List on July 21, 1987 pursuant

to Section 105 Comprehensive Environmental Response, Compensation and

Liability Act (CERCLA) of 1980 as amended by the Superfund Amendments and>

Reauthorizatlon Act (SARA) of 1986. A Consent j Order (Docket No.

III-88-13-DC) was signed in December 1987. In February 1988, Westinghouse

Environmental Services of. Gary, North Carolina, was contracted by the

PRP's to perform a RI/FS of the site.

SENSITIVE RECEPTOR INVENTORY

Section 2 presents an inventory of sensitive receptors which may be

impacted by wastes disposed of at the FPRQ site. The survey Includes an

assessment of the human population and environmental receptors. Human

receptors are identified for the immediate vicinity (Beaver Park), and

one- and two-mile radii around the site. Due to limited data,

environmental receptors are considered in terms of the general vicinity of

the site. _

2.2 ENVIRONMENTAL RECEPTORS

Information concerning environmental receptors In the vicinity of the

FPRQ site was obtained from the Virginia Department of Game and Inland

Fisheries (VDGIF)-. VDGIF provided a breakdown of species typically found

in aquatic and wetland, woodland, and edge /agricultural habitats. The

total number of species was tallied by category. Individual population

i , counts were not available. Lists of species classified by habitat are

; • provided in Appendix C. According to the VDGIF, there are no threatenedf

*' and endangered species known to'occur In the area.* ta

2.2.1 Aguatic and Wetland Species *iI VDGIF classified streams in the vicinity of the site (Edwards Branch,

Fall Creek, and^ Lawless Creek) as upper perennial, first or second order

u- streams. None of the streams are trout waters. VDGIF listed 56 fish

«-' species, 17 amphibians, 10 reptiles, 44 birds, 20 mammals, one aquatic

*~ siollusk, and four aquatic crustaceans occurring within the U.S.G.S. Blairs

| quadrangle. The entire list Is presented In Appendix. C.I. Fishk*

collection records are also provided for Lawless, Fall, and Little Fall

L Creeks. Fishes collected in these creeks are primarily shiners and chubs

which are non-game species. Though these species are not likely to be

,i_ consumed by humans, they probably are an important source of food for

non-human carnivores such as hawks, egrets, ftferptiBy gj^ne-yiTturtles, minks,

and otters which inhabit the area. "

woodland habitats of the Blairs quadrangle. A. field tally listed 17

amphibians, 16 reptiles, 60 birds, 38 mammals, and four terrestriali

invertebrates. A complete list of species observed in the area is

provided In Appendix C.2.

•2.3 Edge/Agricultural Species

VDGIF _ provided a oreakdown for species associated with the

pasture/woodland interface of the Blairs quadrangle. The dominant species

in this habitat were birds, with 63 tallied. Other species Included ten

amphibians, 12 reptiles, 36 mammals, one terrestrial insect, and five

other terrestrial Invertebrates. A list of species found in edge habitats

is provided in Appendix C.3. '

SECTION 3

WETLANDS DELINEATION

A preliminary wetlands delineation was performed at the FPRQ site to

determine the occurrence of any areas which may be classified as

wetlands. This delineation was made based on soils, vegetation and

hydrologlc data collected from a field reconnaissance, topographic maps,

and aerial photography. Appendix A presents the detailed procedures and

results of this effort. Drawing #2 presents the results of the mapping

effort. - . . -_

Within the quarry, hydrophytic vegetation was observed adjacent to

both the north and south ponds. The occurrence of the vegetation Is due

to the high ground water level within the landfill. The high ground water

level is in turn due to the quarrying and landfllllug operations. These

areas are not considered to be wetlands.

.^ An area with hydrophytic vegetation occurs along .the main site

drainage northwest and downgradient of the site. This area is

-- characterized by cat-tails, giant cane, knot weed, and spike rush in dense

stands or as a narrow band along the channel (Drawing #2). Upland

hardwoods occur within or immediately adjacent to the hydrophytic

' vegetation. Soils are typical of upland areas (non-hydrlc) and includeAt

recent sediment deposition. Small seeps are also p'resent. Aerial

fj photography Indicates, that the hydrophytic vegetation in this area was not

present prior to landfllling.

11

Page 17: REMEDIAL INVESTIGATION/FEASIBILITY STUDY · Reference: Technical Memorandum - Subtask 2.2 Sensitive Receptor Survey* First Piedmont Rock Quarry/Route 719 Site Westinghouse Job No

FPRQ Subtask 2.2Westinghouse Project No. 4112-88-902B

Revision 1October 17, 1988

These data indicate that the occurrence of hydrophytic vegetation and

the dead upland hardwood trees in this area are due to a change In the

hydrologlc regime caused by the quarrying and/or landfIlling operations.i

It appears that the quarrying and landfilling operations have Increased

local recharge, thereby raising the water table surface and causing ground

water to discharge to the main site drainage.

The area along the Lawless Creek flood plain that is not in pasture is

a bottomland hardwood forest. Soils are derived from alluvium and are

considered hydric by the SCS (1988). Evidence of periodic inudation wasI

observed. Within the bottomland hardwood forest a small riverine emergent

wetland (cat-tail marsh) occurs at the point where the main site drainage

enters the floodplain (Drawing #2). The soils in this area are hydric and

saturated. As this wetland area is not visible In aerial photographs

taken In 1963 and 1971, it also may have been caused by to a change in the

hydrologic regime caused by the quarrying and/or landfill operations.

SECTION 4

IDENTIFICATION OF MIGRATION PATHWAYS

There are four pathways by which contaminants can migrate from the

site. These pathways Include ground water, surface water, soil, and air.

Transportation and migration of compounds through these pathways are

complexly interrelated. Complex pathways Include:

o Soil to air or surface water, or direct contacto Ground water to surface water or vice versa

4.1 GROUND WATER

Ground water is estimated to be the chief potential contaminant

migration pathway at the site. The preliminary assessment presented In

Westinghouse*s Task 3 technical memorandum dated September 9, 1988

Indicates that the potential extent of off site ground water impacts is

; limited. As the site is located near a ground water divide, and

recharging and through flowing ground .water likely discharges to Lawless

! Creek, the ground water potentially affected by . the site Is probablyU

limited to a narrow area from the site to Lawless Creek. There are not •

known private wells downgradlent of the site. Private wells in the

vicinity of the site are upgradient of the site.

*•< Contaminant migration via ground water occurs in the dissolved state.

![ In general, metals potentially at the site (I.e, lead, chromium) have a

very low solubility and will be readily absorbed onto the soil matrix,

- 13

flR300550

Page 19: REMEDIAL INVESTIGATION/FEASIBILITY STUDY · Reference: Technical Memorandum - Subtask 2.2 Sensitive Receptor Survey* First Piedmont Rock Quarry/Route 719 Site Westinghouse Job No

FPRQ Subtask 2.2 - - - - : " " - : Revision 1Westinghouse Project No. 4112-8S-902B October 17, 1988

Organic compounds potentially at the site (tetrachloj-oethylene and methyl

isobutyl ketone) are soluble and relatively mobile:. The compounds will

also be affected by isorption, and biodegradatlon.

4.2 SURFACE WATER

There are two main surface water drainages by which contaminants mayi

migrate from the site; the main site drainage and the southern drainage

(Westinghouse, 1988). Discharge from the north pond and leachate seep

enter the main site drainage. Runoff from precipitation events is

discharged _ to both the main and southern drainages. These drainages also

receive some ground water discharge downgradient of the site.

Both drainages enter Lawless Creek about 1,400 feet to the west.

Lawless Creek in a tributary of Fall Creek.

Surface! water may carry dissolved and entrained contaminants from thei _.__. . .site. The concentration of soluble contaminants that may leave the site

would decrease as they__.._become diluted in surface .water. In addition,

contaminant migration would be further limited by sorption, oxidation,i

volatilization and biodegradatlon.

4.3 SOILS —- : . _ . . . — \

Contaminated soil could migrate from the site If carried off by

individuals or on the tires of vehicles entering and leaving the site.

Access to the site is now limited following installation of the chain link

14

fence along the front of the site. The remainder of the site has been

posted with no trespassing signs. Consequently, the potential for soil

being carried from the site Is minimal.

4.4 AIR

Contaminants can migrate from the site via the air route as chemicals

volatilize or as contaminated soil particles are entrained in wind. The

prevailing wind direction In the vicinity of the site Is southwest

(Suffner and Balr, 1987). Contaminants carried by a southwest wind would

move away from the community of Beaver Park to forested and agricultural

land northeast of the site.

SECTION 5

RECEPTOR PATHWAY ASSESSMENT

Target populations may be exposed to contaminants by the migration

pathways discussed In Section 4. The level of exposure experienced by the

receptor population will be a function of the concentration of potential

contaminants at the exposure point and the duration .off exposure.

6.1 GROUND WATER

No exposure to contaminants in ground water is currently expected.

Wells in the community of Beaver Park are upgradient from the site.iWithdrawal of water from these wells Is not likely to reverse gradients.

i

5 . 2 SURFACE WATER _ . . . . - -

Humans could be .exposed to "contaminated surface water t&rough wading,

fishing or ingestlon of livestock using Lawless Creek as a water source.

The fish species observed in Lawless and Fall Creeks are not likely to be

used as a food source by the local human population. Non-human

carnivorous species "at high levels in the food chain could potentially be

affected by potential contaminants in Lawless Creek, particularly by those

substances that bio-magnify such as chromium. This exposure route will be

limited by dilution, sorptlon, volatilization and biodegradatlon along the

migration route.

S.3 SOIL

Exposure to contaminated soil by direct contact is likely to be

minimal given the installation of a security fence limiting access to the

site.

5.4 AIR

Human exposure to fugitive dusts will depend on the soil contaminant

level, amount of contaminant adsorbed to the soil, the size of the dust

particle, and how far into the respiratory tract it penetrates (which is a

function of particle size).

Inhalation of volatilized compounds will be limited by the amount of

internal gas generated at the site and the amount of wastes dissolved In

or mixed with water at the site.

This exposure route Is also considered to be minimal. >

INTRODUCTION

A preliminary wetland delineation was performed at the First Piedmont

Rock Quarry/Route 719 (FPRQ) site to determine if there are any areas In

the vicinity of the site which would be classified as wetlands. The

purpose of the preliminary delineation was not to define the exact

wetland-upland boundaries, but to determine the location and type of

wetlands, If any, in the vicinity of the site which may be influenced by

actions occurring at the quarry. The scope of work is based on the May

IS, 19SS meeting between the U.S. EPA, the Participants and Westinghouse,

and subsequent correspondence with the U.S. EPA.

METHODS

A.2.1 GUIDANCE DOCUMENTS

The basic guidance document utilized in determining wetland areas wasi

the Wetland Identification and Delineation Manual, by William S. Sipple,

Office of Wetlands Protection, Office of Water, U.S. EPA, April 1986,

Interim Final. To determine the indicator status of plant species, the

National List of Plant Species that occur In Wetlands, Region I -

Northeast; found In the Corps of Engineers Wetlands Delineation Manual,

Appendix C, Technical Report Y-87-1, January 1987, vas used. Terminology

to describe the wetland areas was taken from Classification of Wetlands

and Deepwater Habitats of the United States, by L.M. Cowardin, et al.

(1979).

A,2.2 PRELIMINARY DATA GATHERING

Preliminary data were collected to help determine where the wetlands

areas would be likely to occur. The U.S.G.S. Blairs, VA quadrangle

topographic map, a preliminary soils map from the Soil Conservation

Services (SCS) (1988), and black and white and, infra-red aerial

photographs were examined to determine potential wetland areas.

A.2.3 WETLAND DETERMINATION TECHNIQUES

A.2.3.1 Criteria

Three criteria were considered in determining if an area was to be

classified as a wetland. These criteria were hydrophytic vegetation,

hydric soils, and wetland hydrology. The simple jurlsdictlonal approach

as outlined In the EPA (1988) wetland manual was used In performing the

wetland delineation. In summary, all three of these criteria need to be

met for classification as wetland.

A.2.3.2 Vegfttational Analysis

The site and nearby downgradient areas were inspected and classified

into different broad vegetational units. The dominant plant species in

each vegetational unit was determined by the following steps:

1. Visual estimates of percent areal cover of individual herbaceousplant species, were recorded. Cover was defined as*" the verticalprojection of plant crowns onto the ground.

2. Each herbaceous species was given a cover class and acorresponding midpoint of the cover class. The cover classes(and midpoints) were: Trace <1* (none); 1-1-5* (3.0); 2-6-15*(10,5); 3-16-15* (20.5); 4-26-50* (38.0); 5-51-75* (63.0);6-76-9S* (85.5); 7-96-100* (98.0).

3. Species were ranked according to midpoints.

4. The midpoint values of all species were summed.

5. Total midpoint values were multiplied by 50*.

6. A cumulative total of the ranked species was performed until 50*of the sum of the midpoints for all species was reached. Allspecies contributing cover to the cumulative 50* threshold wereconsidered dominants.

BR300560

7. These steps were repeated for shrub species and samplings. Fortree species, relative basal area was used instead of percentaerial cover to calculate cover classes.

Once dominant - plant species within a vegetational unit were

Identified, their indicator status was determined using the Region 1 -

Northeast wetland plant list (Corps of Engineers, 1987).

A.2.3.3 Examination of Soils

Pittsylvania County SCS soil maps (1988) were examined to determine

the soil series for the vegetational units. A list of hydric soils was

consulted to determine If the soil series for the vegetational units were

classified as hydric.

Soils cores were obtained' from each vegetative unit and examined for

indications of hydric soil conditions. Hydric soil Indicators include:

' >1. Organic soils (Hlstosols) or mineral soils with a histic

eplpedon.

2. Gleying or mottling of mineral soils.

3, Sulfidic materials.

A soil was considered to be a hydric soil if any of the above

conditions were encountered.

A.2.S.4 Hydrologlc Observations

Evidence of surface inundation, such as sediment deposits, standing

water, surface scouring, drainage channels, and seeps were recorded.

Plant morphological adaptations, such as adventitious roots and buttressed

tree bases, were also used as indicators of saturated soil conditions.

A.2.4 AERIAL PHOTOGRAPHS

A series of aerial photograph was also examined to determine the

historical presence of wetland areas. Black and white aerial photographs

from 1963, 1971, 1972, 1982, 1986, and 1988 and an infrared 1982

photograph were examined.

FINDINGS

Three main areas exhibiting some wetland characteristics occur within

or downgradient of the site. Two areas consisting of small pools of water

and associated hydrophytic vegetation occur in the quarry. Another area

Is located along the main drainage that exits the quarry to the

northwest. The third area is located along the Lawless Creek flood plain

west of the quarry. Drawing #2 depicts the locations of these areas.

A.3.1 - QUARRY AREAS

In the quarry, there are two areas with hydrophytic vegetation

(Drawing #2). These areas are not natural but have been created by the

landfill activities that occurred In the quarry.

A.3.1.1 South Pond L _ - _ -:..--. ..... ; >

The south pond is actually two small pools of water that occur alongi

the south-southeast edge of the quarry. Each pool is approximately 8 by 4

feet -in size. ;

"A. 3.1.1.1 Vegetation Each of the small pools have persistent

emergent wetland vegetation around their edges. The vegetation is growing

in a clay fill material along the edge of the pools and does

not extend away from the water's edge by more than a foot. The vegetation

consists primarily of several species of rush (Juncus spp) and aider

(Alnus serrBlata.).

A.3.1.1.2 Soil The soil is not a hydric soil but fill material

placed in the quarry during landfill activities. As such the soil does

not exhibit any characteristics of hydric soil. ._ . ..._.

A.S. 1.1.3 Hydrology The pools do not appear to dry out during

periods of low rainfall and, therefore, provide a constant supply of

moisture to the hydrophytic vegetation along the edges of the pools. Data

presented in the Task 3 technical memorandum (Westinghouse, 1988) suggests

that these pools reflect ground water levels.

A.3.1.1.4 Aerial Photographs The aerial photographs confirm that

1 the pools were not present prior to the landfill activity. The 1982,i .19S6, and 1988 photographs show the south pond.

r A.3.1.1.5 Animals Frogs were observed living In the pools. The

~ species of frog was not determined, but is likely to be of the genus Rana.

isurrounded by an area of hydrophytic vegetation. This area is not natural

but was created by the landfill activities In the quarry.

A.3.1.2.1 Vegetation Vegetation around the north pond consists

primarily of cat-tails (Typha latifolla). small amounts of umbrella-sedgei

(Cyperus sj>.)» and a grass In the drier areas. There are also large

patches in which no vegetation is growing.

A.3.1.2.2 Soil The soil within, this area ie not a hydric soil but

consists of clay fill material as well as a coarser mixture of sand,

gravel, and waste debris.

A.3.1.2.3 Hydrology The north pond consists of a shallow open water

area, as well as areas that are frequently inundated, but dry out between

precipitation events. There Is a small seep on the southwest edge of the

area that also contributes moisture to the western edge. Water in this

area is maintained by ground water discharge (Westinghouse, 1988).

A.3.1.2.4 Aerial Photography In the 1963 photograph the whole

quarry consisted of a small lake. By 1971 landfill activities were

occurring in the quarry. The 1982, 1986 and 1988 photographs show the

north pond area as It currently exists.

A.3.1.2.5 Animals Frogs were observed living In the pond. The

species of frog was not determined. Eastern Fence lizards (Sceloporus

undulatus hyacinthInus) were observed in drier areas along the perimeter

of the ponds.

A.3.2 ADJACENT AREAS

i The north pond drains to the north-northwest along the main site

drainage (Drawing #2). The drainage channel starts as a man-made cut

through the side of the quarry. The channel Is well defined for only a

short distance before it fans out due to the surface topography andt •( becomes undefined. A second drainage (southern) to the west of the main

drainage serves as an overflow outlet during periods of heavy rainfall.

** This area is characterized by a narrow open clearing that extends north

|" and west, and is surrounded by trees on both sides.L >

A.3.2.1 Vegetation

Hydrophytic vegetation occurs sporadically, In dense stands In areas

L of pooled water, seeps, and along the edge of the main drainage channel.

t Indicative species In this area include cat-tails, giant cane (Phragmites

^ communis), knot weed (Polygonum sp), spike rush (Eleocharis sp.) umbrella

L sedges, and several species of Carex. The area of hydrophytic vegetation

along the main site drainage is about 1,700 square feet.

s These obligate species usually occur in clumps separated from other

clumps by facultative and upland plant species. Dense stands of commonrt.

ragweed (Ambrosia artemisllfolia). and several grasses are the dominants

in the drier areas. - ,

The vegetation adjacent to the drainage consists of typical upland

woods dominated by beech (Fagus grandifolia). Virginia pine (PInus

virglnlana). oaks (Qurcus spp), hickories (Carva spp.), sweetgum

(Liquidamber styracifua). and sourwood (Oxydendrum arboreum). There are

many dead trees within the drainage. These trees were unidentifiable

except for several Virginia pines. It is most likely that these trees

died because of the increase in soil moisture due to ground water

•discharge from the site.. , . . _ . . . .. -.... ._. _" , n

A.3.2.2 Soils -.— -------- ::-

Soils In this area do not display any well defined hydric

characteristic. Toward the quarry end of the drainage the top layer of

soil consists of 3-4 Inches of orange clayey sand, similar to*that used as

fill material in the quarry. The Jeposits jthin downgradient from the

quarry.

A.3.2.3 Hydrology _ _= ;

At the upper end of the main site drainage there is a well defined

channel with apparently perennial flow. Downgradient the water

Infiltrates and the channel looses definition. The channel is not present

in certain areas. Several seeps from the valley sides occur in this area

as well.

In the 1963 photograph this area is completely wooded. The open area

In the drainage where the hydrophytic vegetation occurs (Drawing #2) is

not present. The 1972 and 1982 photographs were taken during the early

spring and it is not possible to make any conclusions about the vegetation

In this area. In the 1986 photograph it appears that some of the trees

within this area are dead, but the stands of cat-tails and giant cane arei ,

not evident. The 1988 photograph shows the area as seen during the

SECTION A.4

CONCLUSIONS

Within the quarry, hydrophytic vegetation occurs around the north and

south pond. This vegetation is due to the high ground water levels at

these locations. The high ground water levels are in turn due to the

quarrying and landfill operations. These areas are not considered* ' • , •! wetlands as they do not exhibit hydric soils and are solely due to man's

activities.

Similarly, the area of hydrophytic vegetation along the main site

' drainage Is due to the change in the hydrologic regime caused by the

quarrying and landfilllng operations. This area was once upland woods.

Landfilling at the quarry; combined with ditching to drain the north pond,i . * -

changed the hydrologic regime and caused the vegetation in these area to»

adapt. Heavy sedimentation combined with changes In the hydrology of thisf-

area killed the upland trees creating a more open habitat In which the

L emergent hydrophytic vegetation developed on the wetter sites.

r The Lawless Creek flood plain, not In pasture, contains two types of

^" areas. The flood plain is primarily a bottomland hardwood. However a

* cat-tall marsh occurs in an area that is locally wetter than the

surrounding flood plain. As the cat-tail marsh area was not present prior

to landfilllng, it may also be influenced by the change in the hydrologic**

regime.
