SHRP2 Implementation

• What are we after?– Routine use of SHRP2 products– Carried out by users - State DOTs, MPOs,

resource agencies, other stakeholders – Taking high-priority products to the tipping

point of national adoption• Implementation assistance• Outreach/marketing• National leadership

Reliability Implementation Priorities

Coordinated Training for Traffic Incident Management Responders and Managers (L12/32)• Product is multi-disciplinary training for traffic incident

first responders • Four elements

– Classroom training for responders – Developed and being delivered

– Train the Trainer workshop – Developed and being delivered– e-training course – Under development– Post course evaluation tool - Under development

• Part of FHWA Every Day Counts 2 initiative4

Reliability Implementation Priorities

Coordinated Training for Traffic Incident Management Responders and Managers (L12/32)

• High level support secured from the law enforcement and fire communities– Ongoing outreach and collaboration

• Overall goals by end of 2014– Conduct at least 1 train-the-trainer workshop in each State,

and in most of the 75 largest metropolitan areas– Train 50,000 responders

• Status– 26 States reached through 47 Sessions– 18,000 + Responders Trained

Reliability Implementation Priorities

Organizing for Reliability Tools (L01/06/31/34)• Suite of products to assist States/MPOs in evaluating

and improving their capabilities for effective and sustained systems management & operations programs– CMM workshop and follow-up to assist agencies in better

organizing to focus on transportation system management and operations

– Reliability business process guidance– Outreach material

Reliability Implementation Priorities

Organizing for Reliability Tools – CMM Workshop and Technical Assistance• 27 States/MPOs selected for implementation

assistance in Spring 2013• Goals for selected DOTs/MPOs:

– Dec 2013 - Local champion team established & committed to applying SHRP2 Reliability products (nearly complete)

– Summer 2014 - CMM Assessment workshop conducted (being scheduled now)

– Dec 2014 - Action plan developed and vetted through their leadership (1 to 2 months after workshop)

– Dec 2016 - 2-year implementation of their action plans completed

• FHWA HQ, Division, Resource Center staff engaged8

Reliability Implementation Priorities

Organizing for Reliability Tools – all efforts underway• Business Process Guidance

– Developing capability frameworks for non-recurring congestion

• Outreach material– Presentation materials– Prep Kit– Tool Kit

• Updates to CMM web-based tool

10

Page 11: RELIABILITY IMPLEMENTATION ACTIVITIES – …shrp2.transportation.org/Documents/Presentations/AMPO...- L07 Reliability by Design - L08 Reliability and the Highway Capacity Manual -

Reliability Implementation Priorities

Framework for Improving Travel Time Reliability (L17)• Primary product was a Knowledge Transfer System (KTS)• Implementation plan developed, approved by AASHTO and

FHWA• Current implementation efforts – all recently underway

– Develop enhanced version of the KTS– Develop overall framework for deploying SHRP2 Reliability products– Primer on incorporating reliability into the congestion management

process

• Implementation of KTS will eventually include: – L13A Reliability Data Archive– L36 Regional Operations Forums

11

Page 12: RELIABILITY IMPLEMENTATION ACTIVITIES – …shrp2.transportation.org/Documents/Presentations/AMPO...- L07 Reliability by Design - L08 Reliability and the Highway Capacity Manual -

Interim KTS Website

• Focuses on SHRP2 research products– Abstracts and synthesis

• Includes other reliability-related knowledge resources– Gap reports – Business case resources

• Provides links to key external operations website links (FHWA, ITS JPO, ITSA, etc.)

• Customized search by topic• Additional features:

– Calendar/FAQs/Glossary/News and Recent Publications

12

Page 13: RELIABILITY IMPLEMENTATION ACTIVITIES – …shrp2.transportation.org/Documents/Presentations/AMPO...- L07 Reliability by Design - L08 Reliability and the Highway Capacity Manual -

Enhanced KTS Website• Expands Technology Transfer function:

– Establishes a forum to share experiences, best practices and lessons learned (peer exchange)

– Broadens focus of database to TSM&O resources– Continues assessment and update of knowledge gaps– Enhanced marketing and outreach materials

• Additional features:– Subscription-based email newsletter, project profiles,

current practices interchange and archive• Staff/consultant support needed for updates, content

development, management of peer interactions including social networks

13

Page 14: RELIABILITY IMPLEMENTATION ACTIVITIES – …shrp2.transportation.org/Documents/Presentations/AMPO...- L07 Reliability by Design - L08 Reliability and the Highway Capacity Manual -

Framework for Expediting Deployment

• Develop a framework for deploying SHRP2 Reliability products and other TSM&O tools to:– Facilitate and expedite deployment– Equip agencies to deploy multiple products and strategies to

gain synergies and maximize benefit

• Capture the interrelation, value, and potential applications in the real world – Show how Reliability products can integrate with existing tools,

methodologies, and products– Show how agencies can use the products to achieve their goals

(Use Cases)

14

Page 15: RELIABILITY IMPLEMENTATION ACTIVITIES – …shrp2.transportation.org/Documents/Presentations/AMPO...- L07 Reliability by Design - L08 Reliability and the Highway Capacity Manual -

• Multi-state regional operations forums– 4-day training session for transportation agency staff– Transfer knowledge of Reliability products and other TSM&O

resources, foster peer exchange• Five Pilots:

– Nashville, TN: held Sept 2013– Seattle, WA: Nov 2013– Phoenix, AZ: Jan 2014– Concord, NH: Apr/May 2014– Milwaukee, WI: Jun 2014
