Release with Redirect to T- is an inter*R#T mo'ilit( function that pro"ides 'asic mo'ilit( foran T-*capa'le ;- from CD4# to T-. Redirection to T- is controlled '( the network andcan 'e initiated at se"eral tri!!er points5 which can 'e indi"iduall( turned on and off in each

;TR#N cell. # redirection to T- can 'e initiated from the acti"e states C-<DC)5 C-<%#C)or ;R#<C).

It complements the feature T- Cell Reselection 8FAJ 121 14749 and assures mo'ilit( to

T- for an acti"e ;-. # ;- that is "er( acti"e can spend "er( little time in Idle mode orin state ;R#<C) where T- Cell reselection can 'e performed. ithout Release withRedirect to T- feature5 such ;- ma( remain in CD4# for an unnecessaril( lon! time.

CD4# R#N capacit( is enhanced '( faster unloadin! of T-*capa'le users to the T-

network.

&er"ice performance for an indi"idual T-*capa'le ;- is enhanced '( impro"in! the

possi'ilit( for the end user to ha"e access to T- ser"ices.

&er"ice performance for an indi"idual T-*capa'le ;- is enhanced '( the a'ilit( to

pro"ide fast return to T- after a C& %all'ack to CD4#. # user that arri"ed in CD4#due to a C& %all'ack from T- can5 with this feature5 'e returned to T- immediatel(

when the C& session is completed in CD4#.

The redirection to T- can 'e tri!!ered at different points in time. This ena'les tunin!

the feature for 'est end user performance.

In a ;TR#N s(stem with multi*operator Core Networks 8CNs9 usin! the &hared Network

feature 4ulti*,perator Core Network 84,CN9 8FAJ 121 97495 each CN operator candefine their own tar!et T- frequencies to which the ;- is redirected.

In a ;TR#N s(stem with shared networks usin! the feature &hared Network &upport

8FAJ 121 24695 controlled interopera'ilit( 'etween networks is possi'le '( selecti"e

redirection of ;-s to desired T- networks.

The feature uses a 'lind redirection and does not require ;- support for T-

measurements in acti"e mode. B( a"oidin! measurements there is no throu!hputde!radation due to compressed mode patterns.

The ;- chooses the 'est T- cell at time of arri"al to T- 8there is no pre*allocation ofresources in the tar!et T- s(stem9. The redirection to T- is fast when T- co"era!e isa"aila'le.

Release with Redirect to T- supports redirection to T- %DD and T- TDD.

The feature requires a 4ulti*R#T capa'le 8CD4# and T-9 ;- supportin! 3 2+.331release =.$.6 or later.

This feature does not impact the mo'ilit( of a non*T- capa'le ;-.

2Feature Operational Description

This section descri'es the feature Release with Redirect to T-5 FAJ 121 2174 in more detail5includin! network confi!uration requirements.

2.1Network Requirements

This is a CD4#*T- radio network inter*workin! feature. It is applica'le for CD4# networks

with partial or complete o"erlappin! T- co"era!e.

fulfilled7

* The ;- needs to 'e T- capa'le and support the frequenc( 'ands of the nei!h'orin!T- network.

* The ;- su'scription needs to allow access in the T- network.

Before acti"atin! the feature5 ensure that the feature T- Cell Reselection5 FAJ 121

14745 is installed and acti"ated in the RNC.

2.2 Technical Description

%eature Release with Redirect to T- ena'les R#N controlled mo'ilit( of a ;- in a connected

state from ;TR#N to T-. %or each ;TR#N cell5 or for each Iur ink in case the ;- has passedan RNC 'order5 the operator selects which tri!!er points are ena'led and which T- nei!h'orfrequencies are used for redirection from this cell. The 'est cell of the acti"e set is used whenselectin! T- nei!h'ors and e"aluatin! tri!!ers. The 'est cell is the acti"e set cell with the 'estqualit( 'ased on the latest reported primar( CIC) measurement.

2.2.1 "edirection

one nei!h'orin! T- frequenc( of the 'est cell is allowed for redirection accordin! to the&hared Network &upport filterin! procedure. %or more information5 refer to &hared

o hen a ;- is redirected from T-5 RNC is read( with determination of the

reason.

o hen determination is read(5 RNC checks that the ;- is not redirected from T-

due to co"era!e or load. This check is not done for tri!!er ?normal release?.

hen all criteria are fulfilled5 the R#N orders the ;- to mo"e to T- '( sendin! RRCConnection Release messa!e with redirection information. The messa!e con"e(s from one up

to ei!ht -*;TR# tar!et frequencies.

hen the ;- recei"es the order in an( of the acti"e states C-<%#C) or C-<DC)5 itreleases its resources in CD4# and !o to search for an T- cell on an( of the con"e(edfrequencies. #s soon as it finds a suita'le T- cell5 the ;- re*esta'lishes its radio connection toT- '( sendin! a Trackin! #rea ;pdate messa!e to the eNodeB.

2.2.2 &apa'ilit$ (andlin)

hen the RRC connection is esta'lished5 RNC e"aluates and stores the ;- capa'ilities. RNC

checks if the ;- is T- %DD or T- TDD capa'le5 or 'oth. #n T- capa'le ;- also reports thesupported T- frequenc( 'ands. -ach -*;TR# frequenc( 'and contains a specified set of -*;TR# #'solute Radio %requenc( Channel Num'er 8-#R%CN9. hen it is time to decide whetherto redirect a ;- to T-5 a filterin! of the confi!ured nei!h'ors is done. The ;- is onl(redirected if the ;- capa'ilities support at least one -*;TR# frequenc( confi!ured as anei!h'or in the current 'est cell.

If the FAJ 121 '96'7 T- Cell Reselection for #d"anced T- Deplo(ments feature is ena'led5multiple frequenc( 'ands for the correspondin! primar( -*;TR# nei!h'or frequencies are

confi!ured in RNC. hen the ;- does not support the primar( -*;TR# nei!h'or frequenc(5RNC performs an additional check to find if the ;- supports an( alternati"e 'and confi!ured in

the multiple frequenc( 'and list. The -#R%CN correspondin! to the first suita'le 'and that isfound is included in the RRC Connection Release messa!e.

2.2.3 #*+ Nei),'or Fre-uenc$ &onfi)uration

The tar!et -*;TR# nei!h'or frequencies used at Release with Redirect to T- are confi!uredfor each ;TR#N cell with the 4, EutranFreqRelation. The same relation is also used to

identif( the -*;TR# frequencies that are 'roadcast in &IB 1@. The parameterredirectionOrder controls how an EutranFreqRelation is used. The alternati"es are as

follows7

# "alue of A6A means that the EutranFreqRelation is not used for redirection to T-. In

this case the EutranFreqRelation is onl( used for 'roadcast in &IB 1@.

The "alue ran!e 1..= means that the EutranFreqRelation is also used '( Release

with Redirect to T- feature. The "alue ran!e 1..= controls the order in which the -*;TR# frequencies are listed in the RRC Connection Release messa!e. # -*;TR#frequenc( with a lower "alue of redirectionOrder appears first in the frequenc( list in

the messa!e.

The eutranFrequencyRef parameter5 'elon!in! to the EutranFreqRelation 4,5 refers to the

EutranFrequency 4, that contains the downlink -#R%CN 8earfcnDl9 used in -*;TR#N

nei!h'or cells. hen the FAJ 121 '96'7 T- Cell Reselection for #d"anced T- Deplo(mentsfeature is ena'led5 two new attri'utes7 multiFreqBand and measBandwidth are introduced to

the EutranFrequency 4, for the o"erlappin! T- frequenc( 'ands. In this case5 the

eutranFrequencyRef parameter5 as an instance of EutranFrequency 4,5 also presents the

correspondin! information on the multiple frequenc( 'ands.

rerequisites for release with redirection to T- to 'e tri!!ered o"er Iur are that -*;TR#nei!h'or frequencies are confi!ured in the DRNC and that the -*;TR# nei!h'or frequenc(information is transferred from the DRNC to the &RNC when the ;- mo"es. Concerns for -*

;TR# nei!h'or frequenc( confi!urations o"er Iur are as follows7

The transfer of -*;TR# nei!h'or frequenc( information o"er Iur is turned on '( settin!

the DRNC parameter 4, Iur ink eutraNeighborReportSrnc  to "alue ?,N?.

The "alue of parameter redirectionOrder controls the order in which the -*;TR#

frequencies are listed in the RRC Connection Release messa!e also in the Iur case.

In case the shared network feature &hared R#N 84,CN95 FAJ 121 974 is ena'led in thenetwork the followin! applies7

%or each CN5 it can 'e confi!ured5 which T- networks that users connected to this CN

can 'e redirected to. This is confi!ured with the parameter 4, Cn,peratoriphoNetworkRefsEutra.

In case that certain -*;TR# frequencies are e>cluded for redirection for users connected

to a certain CN operator this is confi!ured '( parameter 4, -utran%reqRelation

barredCnOperatorRef.

In case the feature &hared Network &upport 8FAJ 121 2469 is ena'led in the network8parameter seloSup in 4, ando!er is set to ?TR;-?95 the followin! applies7

The RNC will anal(e the 4N*id part of the I4&I 8home 4N*id95 and filter the list of

nei!h'orin! frequencies of the 'est cell 'efore the list is sent to the ;-. The home4N*id must match either the "alue of plmn"dentity or an( "alue in

alias#lmn"dentities in 4, EutraNetwork in order for redirection to 'e performed. If

a match occurs5 then redirection is allowed to the T- nei!h'orin! frequencies

'elon!in! to the 4, EutraNetwork. ,therwise5 redirection is not performed. Note that

support for T- nei!h'orin! frequencies recei"ed o"er Iur is possi'le5 in which case the

same filterin! mechanism applies. %or more information5 refer to &hared Network.

hen a tri!!er point occurs a filterin! takes place to determine which -*;TR# frequencies toinclude in the Release with Redirect messa!e. In case no -*;TR# frequencies are a"aila'le5 noredirection messa!e is sent to the ;-.

The tri!!er parameters are confi!ured separatel( for each ;tran Cell. ,ne or se"eral tri!!erparameters can 'e ena'led in a cell. -ach tri!!er is e"aluated separatel(5 and as soon as onetri!!er is fulfilled5 the redirection is performed.

The tri!!er parameters are confi!ured separatel( for each Iur ink. Tri!!er fach$o%ra is not

applica'le for an Iur ink5 since a ;- cannot 'e in state C-<%#C) when connected to aDRNC.

2.2.+ Detection of &. Fall'ack

,ne of the possi'le criteria to redirect a ;- to T- is that the ;- arri"ed in CD4# R#N due to

a C& %all'ack from T-. # C& %all'ack occurs when a ;- is redirected to CD4# from T- toset up a C& speech call. The RNC e"aluates at RRC connection esta'lishment if a ;- isredirected from T- due to a C& %all'ack. There are two wa(s to determine this dependent on

the release of the ;-7

Indication met,od7 %or a Release*16 ;- or later it is mandator( to support the I-

?C&%B Indication?5 for a ;- of Release*@ support of this I- is optional.

#t RRC Connection Request the presence of the I- ?C&%B Indication? indicates that the;- has arri"ed from T- due to a C& %all'ack. If ro'ustness support is ena'led it is alsorequired that the ;- within a short time esta'lishes a C& R#B in CD4# R#N to allow

the C& %all'ack tri!!ers.

In this case R#N first decides if the ;- is redirected from T- which is the case whenthe ;- is T- capa'le and did not include the I- ?pre*redirection info? in RRCConnection Request. If a ;- that is redirected from T- within a short time esta'lishes aC& R#B in CD4# R#N5 then R#N assumes that the ;- arri"ed due to C& %all'ack fromT-.

2.2. "o'ustness .upport

Release with Redirect to T- e>pects that there is T- co"era!e5 since redirection is donewithout an( precedin! T- measurements. This means that in areas with uncertain T-co"era!e5 the feature must 'e used with care to a"oid poor end user performance5 see the

-n!ineerin! uidelines chapter.

hen a ;- is in an T- network and e>periences 'ad co"era!e5 the T- network can redirect

the ;- to ;TR#N5 refer to LTE #eature (oerage+Triggered 3(A )ession(ontinuit"Reference =. If ;TR#N redirects this ;- 'ack to T-5 there is an increased risk offailure in findin! a suita'le T- cell. To a"oid these failures and the correspondin! out ofser"ice time5 ;TR#N has Ro'ustness &upport to not redirect such a ;- to T-. This Ro'ustness&upport is controlled with the parameter 4, Rnc%unction robustRwrEutraEnabled.

hen Ro'ustness &upport is ena'led and a ;- is determined to ha"e arri"ed due to 'adco"era!e all tri!!ers e>cept normalRelease are 'locked for redirect to T- 5 see also

description of criteria for redirection.

hen Ro'ustness &upport is ena'led and as lon! as the ;- onl( has si!nallin! 'earers5 no R#Bhas 'een esta'lished5 all tri!!ers are 'locked for = seconds. This is to a"oid redirectin! a ;-

that onl( performs a re!istration or other si!nallin! onl( acti"it( in CD4#.

The detection of a co"era!e redirected ;- is 'ased on the same methods as Detection of C&%all'ack. hen a ;- is redirected from T- 'ut not determined to 'e due to C&%B5 then the ;-is assumed to ha"e arri"ed due to 'ad T- co"era!e or load sharin! in T-. #s for C& %all'ack5the detection mechanism requires correct usa!e '( the ;- of the I- ?re*Redirection info? andthat the ;- supports the R#N2 CR $222 8R2+114674 ,(lari#ication o# the re+Redirection in#osetting a#ter the redirection #ro E+$TRA.

If the CR $222 is not supported5 the ;- can erroneousl( appear to 'e redirected from T-. In

this case the onl( tri!!er that can occur is normalRelease. If the ;- is "er( acti"e5 neither

tri!!er normalRelease nor Cell Reselection to T- in Idle or ;R#<C) mode can happen. If

that is common it can 'e 'eneficial to disa'le the Ro'ustness &upport.

2.2.0 Adaptation of "elease wit, "edirect to #*+ after Incomin) I"A* Offload from#*+

FAJ 121 14745 T- Cell reselection needs to 'e installed and acti"ated in the

RNC.

To use redirection to T- at %ast Dormanc( the feature %ast Dormanc(

)andlin! 8FAJ 121 15529 needs to 'e installed and acti"ated.

To use the counters and e"ents related to C& %all'ack the feature C& :oice

%all'ack from T- 8FAJ 121 16109 needs to 'e installed and acti"ated.

It is recommended to ha"e T- co"era!e in the entire cell to acti"ate Releasewith Redirect to T-. In case of unsuccessful redirections to T-5 the ;- will'eha"e accordin! to 3 T& 2+.331 and mi!ht 'e out of reach for aconsidera'le time 'efore returnin! to access in an( suita'le cell.

The tri!!er point csFallbackCsRelease preempts an on!oin! &*session.

;sin! this tri!!er in areas with uncertain T- co"era!e could 'e moredistur'in! to the end user than the other tri!!ers. ith this tri!!er the &*session can ha"e on!oin! acti"ities which are interrupted durin! a failed

redirection. -"en if the C& %all'ack ;- ori!inall( had T- co"era!e 'efore
