The amount involves 90% Grant and 10% loan component . Therefore, the Department

should restrict schematic expenditure on 90% grant component only .The concerned departments

may process their schemes/proposals for obtaining Finance concurrence immediately.

Release of funds uncler One Time ACA ancl SPA

In continuation of this clepm1ment's U.O. of even number dated 31sl

December, 2005 communicating approval of schemes under One Time ACA and SPA, itis to inform that the Ministry of Finance, Government of India has now conveyedsanction and payment of grant comppnent of ACA and SPA for Rs. 4574.70 lakhagainst total sanction amount of Rs.5983.00 lakh. Further, it is also intimated that 10%loan component of each sanctioned scheme is to be raised by the State government fromthe market directly in line with the recommendation of Twelfth Finance Commission.The detail break-up of 10% loan component and 90% grant component against eachsanctioned scheme is indicated below:-

The issue of raising of adequate resources from market for financing 10% loancomponent is under examination by the Finance Department and it may take considerabletime to find out an appropriate solution. In the meanwhile, the departments dealingwith One Time ACA and SPA should restrict the schematic expenditure on 9O<Yo

Grant component only and in no case exc<:ss expenditure will be entertained. It isdesirable that all out efforts may be made to implement the above schemes within currentfinancial year.
