Towards 2050

Malaysia, along with the rest of the world, is urbanising at an exciting pace. It has been estimated that by 2025, almost 60% of the world’s population will be living in urban areas.

However, increasing urbanisation implies urban sprawl will only grow. This leads to the question: how bad will the sprawl be, and what kind of life will people be living then?

Experts have predicted that the future will be characterised by the prevalence of megacities - cities with population over 10 million. While cities offers many opportunities, they also pose

a host of challenges in an era where climate change is an important part of the equation.

What is for certain is that demand for travel and personal mobility will increase in the near to medium term as travel and economic activities are inseparable. That said, what does the future hold for us? How many more years of gridlocked traffic that burns fossil fuels can the nation bear? How many more millions of man-hours can we afford to lose by being stuck in slow moving cars?

For urban and transport planners, doing the wrong thing, or failing to do the right thing when it comes to public transport, will have grave consequences. There is an urgent need to curb carbon emissions from human activities, and this has to go beyond just widespread use of renewable energy, and increasing energy efficiency.

Shaping Future Mobility

The ability to move people and goods quickly within and between cities is the hallmark of a developed nation. In this regard, Malaysia has been putting in a lot of investments into improving its public transport network as increasing focus is being placed on moving people, instead of moving private cars.

Over the past ten years, more than 700km of double-tracked intercity rail has been put into place, contributed by the double tracking project between Gemas and Padang Besar on the west coast of Peninsular Malaysia. Over the next few years, the 197km stretch from Gemas to Johor Bahru should be double tracked as well.

The other project that is now generating a lot of excitement is the 350km Kuala Lumpur-Singapore high speed rail project targeted for completion in 2026. When complete, it will enable a nonstop journey between the two cities to be made in 90 minutes. Other than this, it will greatly shorten travel time between – Bandar Malaysia, Bangi-Putrajaya, Seremban, Melaka, Muar, Batu Pahat, and Iskandar Puteri.

The other major intercity rail project will be the 688km East Coast Rail Link (ECRL), which will provide fast rail services for those in the east coast of the peninsula by shortening travel time

from Kuala Lumpur to Pahang, Terengganu and Kelantan.

Within Greater Kuala Lumpur/Klang Valley, 85km of urban rail has been laid under the LRT Extension Programme (34km) and the completion of the 51km Sungai Buloh-Kajang MRT line. Another 89km of urban rail will be added to the network by 2022, when the 37km LRT3 and the 52km Sungai Buloh-Serdang-Putrajaya MRT lines are completed by 2020 and 2022, respectively. Massive rail building is only part of the equation in moving people and goods efficiently. The government is also cognisant of the need to improve the bus services, in particular, the stage buses that are so crucial in the suburban and rural areas, in particular for those who are unable to afford private vehicles. The cornerstone for stage bus transformation is the Stage Bus Services Transformation Programme (myBAS), which is being rolled out in phases nationwide

And to ensure that the last mile is well bridged, the government also unveiled the Taxi Industry Transformation Programme to ensure that the welfare of taxi drivers is protected, while putting in place a system to regulate the entry of e-hailing into the market.

On another level, efforts are being made to bring relevant stakeholders together to bridge the gaps in the first-mile-last-mile connections. This includes putting into place performance standards for stage bus operators, and ensuring adequate route coverage.

Moving About Seamlessly

This book is but a glimpse of the many ideas and aspirations out there on what should or could be done under National Transformation 2050 (TN50), which is the blueprint for the country’s direction from 2021 to 2050.

As far as mobility is concerned, the Land Public Transport Commission tried its best to reach out to a cross section of society in order to find

out what the people really want to see from public transport, by inviting them to share their dreams and aspirations.

We are not claiming that this is the most authoritative or scientific study on public opinion, but we are nonetheless confident that the voices captured here are representative enough of the deepest yearnings of Malaysians.

The invitation is still open to everyone to put on their thinking caps so that we can collectively find meaningful ways of moving forward together as a nation, while ensuring no one gets left behind.

Behavioral changes take time, but if you don’t design the physical spaces and infrastructures to incentivise change, you are just wasting money building public transport systems that are not very accessible, or which many find too cumbersome to use.“

There is the need to improve maintenance of all public transport infrastructure at all levels, from cost management to user management, to making public transport hotlines more accessible. There has to be an app with bus schedules, wait times, network coverage, including locations of bus stops, sheltered pedestrian paths to encourage walking, and more bike paths to make people feel safer about cycling.

No doubt, behavioral changes take time, but if you don’t design the physical spaces and infrastructures to incentivise change, you are just wasting money building public transport systems that are not very accessible, or which many find too cumbersome to use.

Currently, it is tough for me to go carless as I have to make at least two transfers (one of them very pricey), excluding the walk from home to the station, which is uninviting due to safety reasons, just to get to work. Agencies need to collect data on all these and do something with this data to improve planning and implementation.

I’d like to see more Malaysians utilise land public transport as it plays an important role for a low carbon future. Mainstreaming public transportation is one thing, but educating the public on its significance is another. I have no doubt that Malaysia will flourish in terms of public transportation, and perhaps move forward in terms of lowering motorised vehicles on the road.

I envision a future where cycling is facilitated at every level, and having extensive bike rental facilities should foster this healthy activity. Everyone should give cycling a try, despite our warm and humid climate. Other than having zero carbon emission, bicycles may even get you to your destination faster than a car because you will never get stuck in traffic.

Note: As an undergraduate, Jasmin successfully pushed for a bicycle sharing project in the University of Nottingham Malaysia Campus, which subsequently agreed to host an electric bicycle rental project.

I am wishing that KL can be a leading regional, if not global, centre for cycling. At the moment, there are still a lot of barriers – institutional, mindset, lack of vision, other than obvious physical barriers – that hinder cycling from being a truly practical means of moving about the city. It is time we think about the role of active mobility (or what architects call soft mobility), where people can move using their own strength or energy, in the overall land public transport masterplan to keep the city humming. It should not be about moving cars, but moving people, and doing so on two wheels has to be part of the solution.

Our land public transport system needs to up its game as far as conveying visual information to the deaf is concerned as they need to depend on visual information to know when the train is approaching, the next station it is stopping at, and the onward destination. Likewise, the deaf also depend on visual notification to be informed of delays and emergencies.

So far, the signage at the MRT and newer LRT stations are okay. We hope all the coaches will be equipped with good visual announcement of approaching stations so we will be aware when to disembark. So far, the newer trains are okay in terms on conveying visual information, but the older trains are far from satisfactory.

Other than providing on board information, we would also like to see trained personnel that are sensitive to the needs of the deaf. As the umbrella body for the disabled, the Malaysian Confederation of the Disabled has the Disability Related-Service Training that could be offered to them. There is the need to instill awareness, sensitivity and competence among operators on how to properly serve persons with disabilities.

Law enforcement also has to be firm as there are too many incidences of indiscriminate parking at bus stops, making it difficult for buses to pick up or drop passengers.

Otherwise, we also welcome Grab and Uber as e-hailing operators as even the deaf face no barriers in becoming e-hailing drivers in order to have a decent livelihood like others.

Currently, I have to do background checks of each new destination that I have to go to in order to be sure that it is wheelchair accessible. Barrier-free access remains very much a work in progress here, and there are practical difficulties for a wheelchair user like me. When all these things are in place, perhaps I can think about giving up my special motorcycle.

There has to be a broad understanding of what true barrier-free access, or universal design, means. As far as the visually impaired is concerned, it is not about merely installing tactile tiles on the ground and then consider the job done. The direction, length, and actual placement of the tactile tiles are just as important as there are many instances where the tiles end up short of the boundaries. And for the partially blind, it is important that the colour of the tiles be as contrasty as possible from the floor colour so that those with poor vision, including senior citizens, may use them. It is clear to me that we still have a long way to go in providing safe and efficient access for the visually impaired.

Disabled toilets also need much attention, as even the newer ones in train stations are not necessarily compliant with the MS 1184:2014 (Malaysian Standard for Code of Practice on Universal Design and Accessibility in the Built Environment).

We have been voicing out our concerns and needs for the past decade, but change has been slow. For example, the recently built LRT/MRT train platforms are still not level with the train floor, resulting in difficulties in boarding. Some older stations are still without lifts, and even then, there is no guarantee the lifts are in order. Disabled toilets also need much attention, as even the newer ones in train stations are not necessarily compliant with the MS 1184:2014 (Malaysian Standard for Code of Practice on Universal Design and Accessibility in the Built Environment). We hope these meaningful changes will come so that wheelchair users can have truly unhindered mobility.

I currently drive, and getting to places stresses me out more than the job itself. However, I think that building more roads is not a sustainable solution. Neither is having all forms of self-driving or autonomous cars going to solve the problem of congestion. There has to be a drastic rethinking on how to move people in the future. Perhaps emerging technologies like Hyperloop and so on can offer a way out? Future mobility is all about harnessing smart technology to save travel time, and I envision a future where we move like the folks in The Jetsons (space age version of The Flintstones). Whizzing about in pods and capsules may not be far-fetched, and I don’t even rule out teleportation. By then, mobility would be something so slick - way beyond what we have now. And perhaps by then, my grandchildren will grow up without any understanding of what “traffic” means.

More resources have to be allocated to bridge the first and last mile of MRT and LRT usage, i.e. providing more covered walkways and encouraging the use of foldable bicycles on trains.

By 2050, I aspire for the use of public transport to be the norm in our society. For that to happen, subsidies for fuel and private cars should be removed and at the same time, we need to widen the coverage of our public transport and feeder buses. More resources have to be allocated to bridge the first and last mile of MRT and LRT usage, i.e. providing more covered walkways and encouraging the use of foldable bicycles on trains. Lastly, I believe that more forms of disruptive technology (like e-hailing apps) have a role to play in improving public transport.

I am hoping that there will be more overlapping of rail lines to create more connected townships. There are various suburbs in the country that should be linked with each other via the LRT. And there should be Bus Rapid Transit systems serving individual townships. Ticketing and payments should also be as hassle-free as possible so that the commuting public will not have any confusion. Even better is cashless options such as flashing your smartphone, and the fare will be deducted

Connectivity between the east coast and west coast states in Peninsular Malaysia have improved over the decades through extensive road building, making it easier to go from one place to another. The upcoming East Coast Rail Link from Kuala Lumpur to Kota Bharu will also improve connectivity between Klang Valley with those in Pahang, Terengganu, and Kelantan.

While such connectivity has definitely benefited many people, dependable public transport system is still lacking. For example, Kuala Terengganu is a small town which doesn’t have a large or extensive bus network.

Although transport infrastructure provides access and is essential for economic growth, roads and rails are also double-edged swords for the environment and wildlife. Such developments could cut across forests which harbour important populations of endangered wildlife, leading to habitat loss and fragmentation as well as the isolation of populations. While almost all development will have some impact, environmental concerns are not always considered a priority during the design and construction of infrastructure projects.

I hope that under TN50, strong effort will be made to ensure that the development of transportation infrastructure is not at the expense of natural resources.

In future, it would be nice to see developments like LRT and MRT in Sarawak.

I would like to see more land transport developments in Sarawak, so that it is closer to the kind of developments we see in Peninsular Malaysia. The gap is huge. Right now, bus service in my town is characterised by poor service. The attitude of the drivers is poor, and so is the condition of the vehicles. The same goes for the condition of the roads, though I am glad to note that the construction of the Pan-Borneo Highway is beginning. In future, it would be nice to see developments like LRT and MRT in Sarawak which is more environment friendly.

I retired after having served KTMB for 31 years. I began my career as a track worker, laying the track on wooden sleepers, and saw how things progressed until we moved to using concrete sleepers, and now electrification. Did you know that Thailand’s passenger train services are still using diesel locomotives, while Malaysia has moved to fully electric services such as the ETS? In this regard, we are quite ahead, and I am happy to see the improvements to the intercity network. The new MRT line is definitely fancy, and I love it. The connection between places around KL and Selangor has become better since 2014, when I first arrived at Subang Jaya to start my college education. However, my concern has never been where the line could reach, but more on how to get to the line, and how to get off from the line. Unfortunately, pedestrian pavements aren’t really a thing that we pay attention to when we talk about public transport. I used to need to walk for 40 minutes in the hot sun, crossing multiple roads, in order to get to the nearest KTM station. Of course, things have improved and the walk became 15 minutes after the Kelana Jaya LRT line extension started operating. When getting to/from public transportation becomes inconvenient, it seems that it is much easier to skip it as it would be less attractive. I hope more effort will be put into making public transport more accessible to encourage people to use it. Bring walking back into fashion, and public transportation will definitely be fashionable.

I use the stage coach service to get to my college every day. And I also use the MRT to travel from my home in Sungai Buloh to the city centre for my shopping and recreational needs. As such, public transport is something very important for me. As a daily public transport user, I would love to see seamless integration of both the physical infrastructure, as well as that of policies, into our everyday lives. Our current development plan seems to be growing our cities horizontally, making it more costly to connect these developments (which previous policies have chosen to do so by cars and highways). Even though our public transport has improved over the years, we still remain car-reliant. It is not just about building the MRT and LRT, but also buses, cabs and other alternative modes to bridge the final mile. If public transportation system offers connectivity, comfort, safety, efficiency and affordability, Malaysians will not think twice about relying on public transport. I know I won’t.

As the minister in charge of the Land Public Transport Commission (SPAD) since 2013, I have had the privilege of witnessing the full gamut of work involved in making our public transport system humming. The people who keep the system running day in, day out, are often invisible; but their dedication is boundless. Take, for example, the large group of people involved in keeping our bus network operating, night and day.

They report to work when so many of us are still asleep, while another group keeps on working way past our normal bedtime. Of particular importance are bus drivers, without which our buses will not be able to run. I am pleased to note that driving a bus is one of the tasks that is open to people of all races and gender. Driving a bus provides a great livelihood even for women as their competency and sense of responsibility, even under difficult conditions, shine through.

My aspiration is that as the government expands the bus network in both urban and rural areas, more people will step up to be bus drivers so that there will not be any shortage of drivers to operate our fleet of shiny, modern buses that promises a fuss-free commuting experience for all.

I would like to see all bus terminals being upgraded until they resemble airports, just like the experience I get when using the Terminal Bersepadu Selatan (TBS) in Kuala Lumpur. TBS is so clean, organised and classy, and I feel like going to the airport, even though I am just there to board a bus. There is no haggling or touting, and information is clearly displayed at the various ticketing counters, where I can just browse and compare at my own convenience, without any pressure or obligation. The same cannot be said of other bus terminals in the country. For taxis, perhaps there could be a special pricing for students, who often rely on them to bridge the last mile of the journey.

I will be 100 years old in 2050 if I am still alive by then. With the advancements in science and technology, changes over the next 33 years will probably be more than what I have witnessed for the first 66 years of my life.

What will transportation be like by then? Although population will increase, the percentage of people commuting to offices would be reduced as work could be done anywhere, anytime, and performance easily monitored and measured.

It is time for Kota Kinabalu (KK) to seriously think about making rail as part of the public transport equation. KK and anywhere within a 20km radius from it is now a mini KL, with traffic jams getting worse every day. All I can see are flyover constructions at major junctions. If the public transport system is not improved, people will resort to buying cars, and no improvement will be seen even if more flyovers are built.

The new Aeropod integrated main station near Tg Aru/KKIA can surely accommodate higher volume of passengers. And as we also have the new bus station - KK Sentral – perhaps we can also extend the railway to connect to it? Like San Francisco’s famous tram, wouldn’t it be nice if KK folks are serviced by train too? And I am sure this will be a big tourist attraction, too. Let Jabatan Keretapi Negeri Sabah have a say in KK’s public transport.

It would be great if the entire Peninsular Malaysia is connected by high speed rail, and the proposed Kuala Lumpur to Singapore high speed rail is a good start. Elsewhere, we should also add more tracks and coaches so that we are prepared for a future where more people are likely to use public transport.

I would like to see Penang island connected with the mainland via rail as this will save time as passengers do not have to change their mode of transportation when they want to go to the island, and vice versa. I also wish to see more improvements in train punctuality so that users can look forward to a reliable system.

As far back as I could remember, I think public transport here is pathetic and sadly, is getting worse. Unless one owns a car, one could hardly go anywhere. The only consolation since Aug 2016 is the availability of Grab and Uber.

Terengganu is a very beautiful and unique state. However, when it comes to public transport, Terengganu is still lacking. Even though we have unique wooden city buses, they are still insufficient. It is a huge burden when people have matters to take care of in Kuala Terengganu. Traffic jams, lack of parking lots and irresponsible drivers drive us crazy.

Even though Grab and Uber are available in Kuala Terengganu now, they don’t seem to solve the problem at all. What we hope in the future is for Kuala Terengganu to have LRTs and Monorails like Kuala Lumpur does. These will lessen traffic jams and make our lives easier and more convenient.

There is an urgent need to look into the sustainability of the logistics industry, especially trucked freight, as it is one of the most carbon-intensive ways for moving things around.

In relation to this, the current dual licensing regime has to go as it is contributing to a grossly inefficient freight system, to the detriment of the environment and businesses. Malaysia is the only country in the world that insists on separating container haulage from the general cargo trucks. In doing this, the nation loses out by the millions each year from wasted empty return trips by both the container haulage and general trucking operations. Within our context, even the most modern truck averages 2.5 km per litre of diesel, which is a rather substantial footprint.

In the larger scheme of things, there is also a need to incorporate more rail into moving goods, both from a green freight point of view, as well as to reduce congestion on our roads as well as overall carbon footprint.

Going forward, I wish the government would take heed of the various proposals and feedback that we had sent to the various departments and agencies over the years. One of the things we were looking forward to is the setting up of a “one-stop” agency that can cater to all of our needs. Right now, there are still way too many parties with a say in our livelihood, ranging from the Economic Planning Unit, to the Transport Ministry, to the Road Transport Department, and all the way to the Land Public Transport Commission. Beyond this, we really wish for sympathetic listening ears, as many of our complaints over the years have yet to be attended to. The world has evolved rapidly, and what Malaysia is seeing nowadays is the presence of many Free Independent Travelers, especially from China. While there is no shortage of luxury hotels in Malaysia, the support infrastructure for tourism transport is still not up to mark. For example, the availability of luxury tour vehicles, especially for small groups and family, is not up to par.

In this regard, regulatory authorities must also move with the times to assist the industry as it seeks to attract more high nett worth and high-spending tourists. MATTA has asked for waiver of import duty for luxury tour vehicles, as well as for excise duty exemption be extended to all classes of tourism vehicles.

There is no looking back as far as attracting high-spending visitors are concerned as Malaysia will eventually hit the limit on capacity. In this regard, MATTA also wishes to see the continued granting of incentives and funding to the tourism industry as these investments offer the highest return for the government. The spillover effects benefit many industries, as many markets and services overlap with tourism.

On top of our wish list for our tourism industry is for visitors to Malaysia to enjoy a warm and welcoming experience upon their arrival at various entry points. At airports, arriving passengers must be able to spot and understand signage that guide them clearly to where they are heading, such as baggage claim area. The experience at the initial contact is important as it shapes people’s impression of our country. After exiting the airport, the transport infrastructure and system must be seamless and user-friendly so that the overall travel experience will be positive.

I would love to see huge improvements in the etiquette displayed by public transport users in the TN50 period.“

We hope that we will see sustainable fare revisions for the benefit of express bus operators, as well as the commuting public. Over the years, our operational costs have increased, while fares remained stagnant. We are wedged by the removal of fuel subsidies, increasing maintenance costs, and the consumption tax introduced in 2015, which we are unable to pass on to our customers when we sell tickets to them.

I dare not predict what awaits us by 2050. All I can say is that bus operators in the peninsular are facing tough times, and a few of our members are ready to fold up very soon, even though bus services is indispensable to the country. In the immediate term, the government must render some form of assistance, or allow for some form of fare revision.

Better consideration for others, as well as the adoption of the mindset that promotes a crime and vandalism-free environment will make taking public transport the number one choice in everyone’s minds, no matter where they are going.

is built to cater for the masses, so it is up to us to ensure that what is given to us would last for the next 30 years and more for the benefit of future generations.

Lastly, public transport companies should also conduct in-depth studies about human behaviour and preferences so that a personalised experience can be provided for each public transport user, rather than being merely being focused on “operational matters”.
