CAWV SCHOLARSHIP GOLF OUTING FRIDAY, JUNE 1, SANDY BRAE GOLF CLUB

The annual CAWV Golf Outing will be held Friday, June 1, at Sandy Brae Golf Club in Clendenin."Over 300 CAWV members and guests played in last year’s event, which sold out very early," said GolfChairman Bob Brookover. "Due to the tremendous number of golfers in recent years, we are limited to 20"Sixsomes" for both the 7:30 a.m. and 1:30 p.m. starting times." For morning golfers, a luncheon will beheld immediately after play. For the afternoon golfers, dinner will be held immediately after play.Awards will be presented at the luncheon for the morning flight and at dinner for the afternoon flight. Allproceeds from the Golf Outing benefit the CAWV Scholarship Foundation. Members are encouraged tofill out the attached reservation form and return it to the CAWV office as soon as possible. To holdreservations, a check must accompany the form. Reservation forms, which are attached to this week'sNewsletter and available at www.cawv.org, are due by May 18. THREE CAWV MEMBERS RECEIVE NATIONAL SAFETY RECOGNITION

The CAWV would like to congratulate A.L.L. Construction, Inc., Mt. Storm, Snyder EnvironmentalServices, Inc., Kearneysville, and Tri-State Roofing and Sheet Metal, Charleston, for winningCertificates of Commendation from the 2011 National Associated General Contractors Safety AwardsProgram (NASA). This year over 2,000 general contractors and speciality contractors participated in theprogram which enables contractors to be recognized for a quality safety record as well as comparingindividual contractors against national averages for members of similar size and type. The three winnersachieved a zero incident rate or an incident rate 25% below their division’s average. Each January theCAWV Safety Committee distributes the CAWV and AGC safety questionnaire to contractor andassociate members. CAWV CONGRESSIONAL FLY-IN SCHEDULED FOR MAY 31

The 24 annual CAWV Congressional Fly-In will be held Thursday, May 31. President Gene Thompsonth

will lead a CAWV-member delegation to Washington, D. C. to meet with West Virginia’s congressionaldelegation on issues critical to the construction industry. “It is important that our senators andrepresentatives see us in their offices, meeting with them face-to-face, to discuss the issues that areimportant to our members,” said President Thompson. This year’s Fly-In will be held in conjunctionwith the Transportation Construction Coalition (TCC) which will include hundreds of industry peoplewho will urge Congress to complete action on a long-term transportation bill. AGC of America andARTBA are co-chairs of TCC.

Participants can fly to Washington on USAir out of Yeager Airport on Thursday morning and return thatevening, or drive and meet the delegation in Washington. STOLEN EQUIPMENT ALERT

The CAWV is able to activate our extensive communication database to assist members trying to locatestolen equipment, aiding in recovery. Should you experience a theft, contact Wendy Long at (304) 342-1166 or [email protected] to activate the CAWV’s network.

This week a 1997 John Deere 410D 4x4 Rubber Tired Backhoe S/N 820296, equipped with a 91”general purpose bucket on the front and a 24” hoe bucket on the rear, was stolen from Route 127in Hampshire County. The rear stick is an extend-a-hoe. The front tires are 12-16.5 and the reartires are 21Lx24. The hour meter has over 7,200 hours on it. It is also equipped with an EROPS.It is in good condition and appearance. It is further identified with two Belt Paving Inc. decals oneach side of the machine along with an internal asset number #10-115. The equipment wasstaged on WV RT 127 in Hampshire County approximately 2 ½ miles from the Virginia Line. Itwas last seen on Monday. AGC RELEASES NEWLY UPDATED WEST VIRGINIA FACT SHEET

The Associated General Contractors of America (AGC) compiles data on the role of construction in theeconomy and employment in the United States. Each state is independently profiled. The AGC hasrecently updated fact sheets profiling each state and Metro Statistical Area. Key findings include:

• Construction employment in West Virginia in February totaled 34,400, an increase of 6.5% fromFebruary 2011 and a decrease of 15% from the state’s peak in December 2006.

• Construction workers pay in West Virginia averaged $47,255, 28% more than all private sectoremployees in the state.

• West Virginia had 3,800 construction firms in 2009, of which 93% were small (<20 employees).

IN CASE OF TROUBLE

The moments after an accident are stressful. Will your jobsite staff know what to do?

No doubt, most people would rather talk about accident prevention and zero tolerance for safety risks,than consider the idea of preparing for an accident. But, no safety program is complete without a postaccident response plan. Simply dialing 911 is not enough. Here are some ideas that will help you puttogether an accident response plan:

1. Take a detailed look at where you are placing your workers every day. Ask yourself thesequestions. If any worker has a medical problem, for example a heart attack, can they be reachedby rescue personnel quickly? And if so, is there enough room to perform the necessary medicalfirst aid where they are, or would the worker need to be removed from the his/her work area to betreated?

2. Not all rescue or medical treatment for workers is a result of some construction or industrialaccident. Planning for medical emergencies outside the scope of an actual accident on yourjobsites will go a long way toward helping be prepared for an accident related injury.

3. Be prepared with the necessary equipment and employee training, to get to a worker, respondto the medical needs, if there are any, and perform a rescue of the worker from the accidentscene, if there is one. Simply think ahead. Take that detailed look at the job being performed andask yourself, what will we need to do to rescue, treat and evacuate workers from where they are,if an emergency arises?

4. Use safety meetings to instruct all employees how you want them to perform. If you havepeople working in trenches, instruct equipment operators how you want them to respond, instructsupervisors what emergency personnel you will need to respond. You may have personnel in amultitude of potentially dangerous work places at the same time. Give thought to how you willrespond to an Ironworker 100 ft in the air, on a steel beam, bolting up a connection. Do you havea man basket or personnel cage ready and rigged up to put on the hook of a crane to get to them?Do you have crane that will reach them? Have you talked with the crane operator(s) to give theminstruction on what to do in an emergency?

5. Have you contacted the local first responders, invited them to your jobsite and given them anoutline of the work you will be performing? If not, do so. Fire and rescue folks love being giventhe chance to look over the place and having a plan to help you if they are needed. They alsobring some invaluable ideas and workable solutions to you to help you put together your postaccident response plan.

TRANSPORTATION REAUTHORIZATION NEGOTIATORS NAMED - SEN.ROCKEFELLER, REP. RAHALL AND REP. CAPITO ALL ON CONFERENCE COMMITTEE

The U.S. Senate and House of Representatives have taken the next step toward surface transportationreauthorization by naming conferees. Senator Jay Rockefeller will join seven Democrats and sixRepublicans to represent the Senate. Reps. Nick Rahall and Shelley Moore Capito have been selected aspart of the 33 member House team. The two groups will work together to negotiate a final surfacetransportation bill. Each chambers’ conferees must approve, by majority vote, a final version of the bill.The House and Senate will be in recess until May 7. The group is expected to begin meeting in mid-May.

Rep. David McKinley was successful in inserting an amendment to the House version his bill that wouldprevent federal regulators from labeling coal ash as hazardous waste. A stand alone bill passed theHouse but died in the Senate. West Virginia’s delegation have supported the bill but this week, Sen. JayRockefeller told Politico that he had an “evolution” on the issue and the coal ash provision was “goingdown.” Rep. McKinley argues that coal ash, which is used as a filler material, could cost billions ofdollars and tens of thousands of jobs if EPA declares the ash “hazardous.” Sen.
