Section 5.1.3 of the EAHCP

•Requires the EAA to:

− Conserve 20,000 ac-ft/yr of Edwards Aquifer withdrawals

− One-half of the conserved water (10,000 ac-ft) will be committed to

remain in the Aquifer unpumped

•Establishes “Initial Commitments”

− Allows for the understanding that it will take time to achieve 20,000

ac-ft of conservation and initially water in the program will be loaned

from participating entities to realize an immediate benefit
