That the Committee:

confirms the minutes of the Regional Transport Committee meeting held on 1 September 2020 as a correct record, and notes that the recommendations were adopted by the Council on 22 September 2020.

REGIONAL LAND TRANSPORT PLAN, 2021 DEVELOPMENT: UPDATE Report No 20-171

Ms Shirley (Senior Transport Planner) introduced the item which provided members with an update on the progress of development of the Regional Land Transport Plan 2021 (RLTP) and advised of key steps in the process moving forward. Ms Shirley highlighted a change to the consultation period for the RLTP mentioned in the report; which would now be from 9 February 2021 - 17 March 2021. The section numbers mentioned in the recommendation were amended to align with the report.

a. receives the information contained in Report No. 20-171.

b. acknowledges and supports the agreement reached regarding the process for prioritising significant activities (section 10);

c. acknowledges and supports the agreement reached regarding inclusion of headline targets in the Regional Land Transport Plan (section 11);

d. notes the proposed consultation dates as amended to 9 February-17 March 2021 at the meeting, and hearing dates (section 12);

e. notes the proposed consultation plan (section 12);

f. notes the updated timeline provided in (section 13).

ROAD SAFETY UPDATE Report No 20-172

Ms Hewitt (Manager Transport Services) provided an update on road safety trends in the region and advised members of road safety education activities undertaken by Horizons Road Safety Coordinators.

APPROVED ORGANISATION QUARTERLY UPDATE Report No 20-173

This report updated Members on significant regional roading, public transport, road safety and planning activities within the Horizons region. Mayors and representatives of the local authorities in the region introduced their reports, highlighted activities of note and responded to questions of clarification.

Resignation – Inspector David White

Inspector David White announced his resignation from the Regional Transport Committee and introduced the new representative from New Zealand Police, Ashley Gurney. Chair Rachel Keedwell and Mr Shirley (Group Manager Regional Services and Information) thanked Inspector White for his time and input as an Advisory Member on the Committee.

GENERAL UPDATE - KEY POLICY DOCUMENTS AND SUBMISSIONS Report No 20-174

Ms Hewitt (Manager Transport Services) introduced this report which provided members with updates on various documents and consultation items released by Central Government and Agencies. On discussing the Arataki Version 2 document discussion was had regarding the health implications of dust on our roads. Mayor Smith challenged the dated information in the document.

Ms Speight (New Zealand Transport Agency (NZTA)) spoke to a powerpoint presentation which provided Members with an update on the Waka Kotahi NZTA’s regional and national activities and introduced the first version of the Regional Road Safety Dashboard which summarised information and data regarding the annual road deaths in the region.

Decision Required

ADOPTION OF DRAFT REGIONAL LAND TRANSPORT PLAN, 2021

1. PURPOSE

1.1. The purpose of this item is for the committee to adopt the draft Regional Land Transport Plan, 2021-31 (RLTP) attached as Annex A to this report and to agree the consultation plan outlined in this item.

2. RECOMMENDATION

That the Committee recommends that Council:

a. receives the information contained in Report No. 21-01 and Annexes.

b. approves the list of significant activities and their rank as outlined in Section 9 of this report and Section 6.1 of the draft Regional Land Transport Plan, 2021-31 attached as Annex A to this report.

c. adopts the draft Regional Land Transport Plan for consultation.

d. approves the consultation plan outlined in section 11 of this report.

3. FINANCIAL IMPACT

3.1. There is no financial impact associated with this report. Development of the RLTP is budgeted through the Long Term Plan process.

4. COMMUNITY ENGAGEMENT

4.1. Public consultation on the draft RLTP will occur from Tuesday 9 February 2021 to Wednesday 17 March 2021.

5. SIGNIFICANT BUSINESS RISK IMPACT

5.1. Should the committee choose not consult on the draft RLTP there may be a risk of judicial proceedings.

6. CLIMATE IMPACT STATEMENT

6.1. This item does not directly impact climate change. However, it is acknowledged that transport has an impact on carbon emissions and climate change. The Regional Land Transport Plan is a regulatory document guiding land transport planning and investment. Climate change and carbon emissions from transport have been addressed as part of the plan development with the view to improving the level of carbon emissions being produced in the region.

7. BACKGROUND

7.1. RLTPs are the primary documents guiding integrated land transport planning and investment within a region. The RLTP sets the strategic direction for the region’s transport network over the next 10 years. It describes the long term vision and identifies the short to

medium term regional investment priorities to achieve this vision. The RLTP also includes a regional programme of transport activities proposed for funding over a three-six year period.

7.2. The RLTP is a statutory document that must be prepared every six years as required by the Land Transport Management Act (LTMA). The current RLTP was originally adopted by the Regional Transport Committee in March 2015, with an updated RLTP adopted in June 2018 following a year three review.

8. RLTP PROCESS OVERVIEW

8.1. There are several key steps in developing a RLTP which require consideration, discussion and confirmation from the Committee. These are:

Confirmation of problems/issues and benefits for the region (Investment Logic Mapping (ILM) exercise). Complete.

Guidance on setting the scene and confirmation of the strategic direction and context (which will feed into the strategic priorities and overall front end of the RLTP). Complete.

Confirmation of the strategic ‘front end’ of the RLTP i.e. the vision, issues, objectives, and strategic priorities. Complete – confirmed at 1 September 2020 meeting

Prioritisation of the work programme (10 year programme of investment activities to be undertaken by AOs). Complete – undertaken at 1 December workshop and to be confirmed at 1 February 2021 meeting.

Adoption of the draft RLTP for consultation – To be completed at 1 February meeting.

Hearing and deliberation on submissions – scheduled for 8, 9 and 12 April 2021.

Confirm the final RLTP for adoption by Council.

9. DRAFT PRIORITISATION WORKSHOP

9.1. A workshop was held on 1 December 2020 to rank the significant projects that meet the definition of significance and therefore must be prioritised. The Regional Advisory Group (RAG) proposed a ranking order prior to the workshop. The list of prioritised projects is in section 6 of the draft RLTP.

9.2. To recap, significant projects were assessed against the five transport investment priorities which the RTC earlier confirmed in September.

9.3. The transport investment priorities in order of importance are:

1. Connectivity and Access: Provide better transport connections and options to enable efficient and safe movement of people and freight, and improve access to health, social and economic opportunities.

2. Safety: Improve the transport network to create a safe transport system for all users.

3. Better Travel Options: Make active and public transport, and alternative freight modes safe, attractive and viable options for more trips throughout the region.

4. Environment: Reduce environmental impacts and carbon emissions from the transport system.

5. Resilience: Build resilience into the region’s transport network by strengthening priority transport lifelines.

9.4. The list of 19 significant projects and their priority rank as determined by the RTC in December are summarised in the table below. For more detail on each activity, please refer to section 6.1 of the draft RLTP attached as an Annex to this report.

9.5. There are a number of important transport based projects proposed or underway that do not appear on the above list. These projects include Te Ahu a Tūranga, KiwiRail Regional Freight Hub, Ōtaki to North of Levin highway, Marton Rail Hub and Route 52 upgrades, to name a few. In some cases, these projects already have funding committed via the 2018-21 RLTP and NLTP, or are being funded by external sources such as the Provincial Growth Fund which means they are not subject to funding via the 2021-24 NLTP (which this RLTP relates to). However, in recognition of the importance these projects play in the overall transport picture for the region, they have been included in their own table (under section 6 of the draft RLTP) and discussed throughout the document. In addition, it is expected that advocacy and support for these projects will continue via the Accessing Central New Zealand Governance Group and Accelerate 25.

10. THE DRAFT RLTP – KEY POINTS

10.1. The following key points apply to the draft RLTP that is attached to this report:

The draft strategic ‘front end’ of the draft RLTP was circulated to members and the RAG on 18 November 2020.

Feedback was sought from both RAG and RTC members prior to Christmas closedown – including the RTC meeting and workshop on 1 December 2020.

Feedback from members has been considered and included in the draft attached.

Annex B outlines the key changes made to the draft RLTP following feedback.

Any amendments to the draft RLTP after circulation of this report, will be discussed at the 1 February meeting and the plan amended prior to its release for consultation on 9 February.

All reasonable attempts have been made to use the most up to date statistical information available and officers have worked closely with Palmerston North City Council advisors who hold regional level information economic performance, population and employment data.

11. CONSULTATION PLAN

11.1. A high level overview of the proposal for consultation was presented to the Committee in December. The consultation plan proposed includes:

Provision of a summary document and submission form outlining key information on the draft RLTP and how to submit;

Provision of the summary document and full Plan on the Horizons website, with a link being made available for TAs to put on their websites;

An online submission form, able to be filled out and completed online as well as printed and submitted in paper version;

Social media promotion via facebook and twitter;

Newspaper adverts;

Media release; and

Hard copies of the draft RLTP will be available on request.

11.2. Copies of the draft consultation summary document, submission form and newspaper advert are attached as Annex C, D and E for the Committee’s information.

11.3. An email and supporting summary was circulated to all iwi on 17 December. The purpose of the email was to advise iwi of the draft plan and invite early engagement prior to formal consultation. The email and summary document were developed with guidance from Horizons iwi liaison officers. To date no responses have been received.

12. HEARING PANEL – QUORUM

12.1. Hearings and deliberations are scheduled for 8, 9 and 12 April 2021. Depending on the number of submissions received and submitters wishing to be heard, all three days may not be required.

12.2. A separate item is being presented to the Committee at this meeting to establish a quorum of RTC members to hear and deliberate on submissions.

13. TIMELINE / NEXT STEPS

13.1. The diagram below outlines the key activities and meeting dates between now and completion of the RLTP development process:

Set terms of reference for the Subcommittee.

Confirm appointments to the Subcommittee.

2. RECOMMENDATION

That the Committee recommends that Council:

a. receives the information contained in Report No. 21-02 and Annex.

b. establishes the Regional Land Transport Plan 2021-31 Hearing Subcommittee.

c. confirms the appointment of the following five members to the Regional Land Transport Plan 2021-31 Hearing Subcommittee:

6. CLIMATE IMPACT STATEMENT

6.1. As this is an administrative report, there is no climate change associated with the decision required by this report.

7. BACKGROUND

7.1. The draft Regional Land Transport Plan 2021-31 (RLTP) is being publically consulted on between 9 February and 17 March 2021, in accordance with the special consultative procedures set out in the Local Government Act 2002.

7.2. The draft RLTP has been prepared by the Regional Transport Committee as is required by the Land Transport Management Act 2003 (LTMA).

7.3. In order to hear and deliberate on submissions received, it is proposed that a Regional Transport Plan 2021-31 Hearing Committee (Subcommittee) be established.

8. SUB-COMMITTEE TERMS OF REFERENCE

8.1. The proposed Terms of Reference set out in Annex A provide for:

8.1.1. There being at least five members of the Subcommittee, as appointed by the Regional Transport Committee and approved by Horizons Regional Council

8.1.2. Subcommittee members being selected from members of the Regional Transport Committee with voting rights.

8.1.3. One member being Chairperson of the Subcommittee, and this person being the Chair of the Regional Transport Committee.

8.1.4. Submitters having the option of speaking to their submission by remote participation.

8.1.5. The Subcommittee Chair to have a deliberative vote; and, in the case of an equality of votes, does not have a casting vote (and therefore the act or question is defeated and the status quo is preserved).

8.1.6. Subcommittee members should be present for the substantial part of the hearings and deliberations in order to participate in decision-making of the Subcommittee.

8.1.7. The Subcommittee having a quorum of three members.

9. KEY DATES

9.1. Key dates for the RLTP statutory process:

Monday 1 February 2021 The Regional Transport Council consider and adopt the draft RLTP for public consultation.

Tuesday 9 February 2021 to Wednesday 17 March 2021

Submission period.

Thursday 8 and Friday 9 April 2021 (additional date if required - Monday 12 April 2021)

Hearings. The Subcommittee will hear all submitters who have indicated they wish to present their submission. Deliberations. The Subcommittee will consider all written submissions received, verbal material presented in the Hearings as well as a staff recommendations report. The Subcommittee will make decisions on all submissions and instruct staff to prepare a final RLTP which incorporates all decisions.

Tuesday 1 June 2021 The Subcommittee decisions report and final RLTP is reported to the RTC. The RTC will recommend the Subcommittee’s report and final RLTP to Horizons Regional Council for adoption.

Tuesday 22 June 2021 Horizons Regional Council adopts the final RLTP. This must be lodged with Waka Kotahi NZ Transport Agency on or before 30 June 2021.

10. SIGNIFICANCE

10.1. This is not a significant decision according to the Council’s Policy on Significance and Engagement.

TERMS OF REFERENCE Regional Land Transport Plan 2021-31 Hearing Subcommittee

(a subcommittee of the Regional Transport Committee)

1. Purpose

The purpose of the Regional Land Transport Plan 2021-31 Hearing Subcommittee (the Subcommittee) is to

Hear and consider submissions made on the draft Regional Land Transport Plan 2021-31 (RLTP)

Report to the Horizons Regional Council via the Regional Transport Committee with recommendations for adoption including any amendments/changes to the draft RLTP.

This is to enable approval of a final RLTP by Horizons Regional Council in accordance with the Land Transport Management Act 2003 and the special consultative procedure.

2. Membership

Membership shall be made up of at least five members who hold voting rights on the Regional Transport Committee and includes a Chairperson

Members, including the Chairperson, will be appointed by the Regional Transport Committee and approved by Horizons Regional Council.

The Subcommittee shall have a quorum of three members.

There are no alternate members.

3. Chair

The Chair of the Subcommittee is the Chair of the Regional Transport Committee. The Subcommittee can appoint one of its members as Deputy Chair to deputise on behalf of the Chair in the Chair’s absence.

4. Meeting procedures

The Horizons Regional Council Standing Orders apply.

Hearings will be open to the public, except where otherwise provided for by the Local Government Official Information and Meetings Act 1987.

All members have equal speaking rights and a deliberative vote.

The Chair has a deliberative vote; and, in the case of an equality of votes, does not have a casting vote (and therefore the act or question is defeated and the status quo is preserved).

Members should be present for the substantial part of the hearings and deliberations in order to participate in decision-making of the Subcommittee.

Submitters may speak to their submission by remote participation.

5. Powers

The Subcommittee has the power to:

Consider both written and oral submissions, and any other consultation material on the draft RLTP.

Seek clarification from Council Officers on any matters.

Deliberate on submissions received for the purpose of making recommendations (with reasons) to the Horizons Regional Council via the Regional Transport Committee for adoption of the final RLTP including any amendments/changes.

Appoint one of its members as Deputy Chair of the Subcommittee to deputise on behalf of the Chair in the Chair’s absence.

6. Responsibilities

The Subcommittee shall ensure that:

Submitters are provided with the best possible opportunity to be heard in support of their submission.

The decision-making process is robust and transparent.

The summary of the consultation process adequately, fairly and demonstrably reflects the submitters comments.

7. Duration

The Subcommittee is deemed to be dissolved at the end of the decision-making process on the Regional Land Transport Plan 2021-31.
