About Pennsylvania American Water: Pennsylvania American Water, a subsidiary of American Water (NYSE: AWK), is the largest investor-owned water utility in the state, providing high-quality and reliable water and/or wastewater services to approximately 2.2 million people. Project: Pennsylvania American Water provides regional solution to water supply needs for 15,000 people through acquisitions and main extensions. System investments included new 4 MGD (million gallons per day) water treatment plant, pipeline installation, new technology and storage facilities. The system expanded from a 2,100-customer sys- tem to a system that serves 4,800 customers in 12 communities. Key Attributes: Cost savings for municipali- ties, systems brought into compliance, customers receiving quality water service and lower water rates for some customers Project Type: Acquisitions, interconnection and pipeline extensions, low-interest financing, water main replacements. Project Timeline: 1997 - Present Challenge: In 1997, Pennsylvania American Water owned and operated a 2,100-customer water system in Clarion County. The county was fragmented, with a number of water service providers, come of which were troubled water systems that were unable to replace aging infrastruc- ture or keep pace with new or more stringent drinking water standards. Solution: Through public-private partnerships, Pennsylvania American Water broadened its scope of operations in Clarion County. Through acquisitions and pipeline extensions, we brought together five unique systems that understood the value of receiving high-quality water service. Clarion Township The regionalization effort in Clarion County began in 1998, when Pennsylvania American Water acquired the water assets of Clarion Township General Authority. Funded with a $2.2 million low-interest Pennsylvania Infrastructure Investment Authority (PENNVEST) loan, water service was extended to 150 homes in the township. Once the sale was final, water rates were lowered for existing Authority customers. Strattanville Borough Strattanville Borough owned its own water system and purchased water from Pennsylvania American Water. In April 2000, the borough sold its water assets to the company, which proved to be a success for the residents and community alike. Strattanville’s 1,000 residents benefitted from improvements to the existing water systems and access to our customer service programs, while enjoying the same high- quality water service they were used to. The borough benefitted financially through the proceeds from the sale as well as the addi- tional savings of no longer having to maintain a water system. Continued on reverse

Clarion TownshipTheregionalizationeffortinClarionCountybeganin1998,whenPennsylvaniaAmerican

Qualitywatersupplyisthekeytogrowthandeconomicdevelopment.Itwasquicklybecomingapparent that there was a need for more capac-itytoservegrowthandinsomecasesexistingcommunitiesthatdidnothaveaccesstopublicwater.

Withthat,PennsylvaniaAmericanWaterbeganplanstobuildanewwatertreatmentfacility.Thenewplantwouldexpandthedailyproductioncapacityfrom1.5MGD(milliongallonsaday)to4MGD.Itboastedstate-of-the-artequipmentforwatertreatmentandsystemcontrolanddataacquisitionsystemsthatallowourcertifiedoperatorstomonitorplantopera-tionsandthedistributionsystemfromacentralizedlocation.

Farmington TownshipAsthenewplantwasbeingconstructed,region-alizationeffortscontinued.CommunitieslikeFarmingtonTownshipwereinneedofqualitywaterservice.InNovember2002,PennsylvaniaAmericanWatersecureda$2.86millionlow-interestPENNVESTloantoextenditswaterlines12milestoserveFarmingtonTownship.Completedin2005,thecompanywelcomedapproximately120newcustomersalongtheroutebeforeitreachedtheFarmingtonTownshipline.ThemunicipalitywasthenabletoconstructitsowndistributionsystemandpurchaseitswatersupplyfromPennsylvaniaAmericanWater.

Sligo and ShippenvilleIn2005,PennsylvaniaAmericanWater,withtheaidofa$9.3-millionlow-interestloan,acquiredtheSligoandShippensvillewatersystems,whichcombinedservedapproximately1,500residents.Uponcompletionoftheacquisition,thetwosystemswereinterconnectedwithPennsylvaniaAmericanWater’sexistingwatersystem,providinghigh-qualitywaterserviceto

thearea.ThecompanywasthenabletoextendawaterlinetoElkTownship.

Where we are todayThe4MGDplantwascompletedin2005.Inaddition,thecompanybuilta500,000-gallonelevatedstoragetankandpipelinethatcrossedtheClarionRiver,whichfurtherenhancedsys-temreliabilityandcapacity.

Today,theplantserves4,800customersin12communities.In2008,theplantwasnationallyrecognizedwithaDirectorsAwardfromtheUSEnvironmentalProtectionAgency’sPartnershipforSafeWater.Ourwaterqualityteam,certifiedoperatorsandstaffatthefacilityearnedtheprestigiousawardforvoluntarilysurpassingfed-eralandstatedrinkingwaterstandards.

Bottom LineRegionalizationworks.ClarionCounty’sregionalizationeffortsshowthatsuccessfulpublic-privatepartnershipscancomeinmanyforms.Frommunicipalacquisitionstolineextensionstobulkwatersales,weworkedwith the communities to choose a solutionthatbenefittedthecustomers,communityandthecompany.Asaresultofthesuccessesonthewaterside,onOctober30,PennsylvaniaAmericanWateralsobecametheregionalwastewaterserviceproviderinClarion.
