Overview

➢ 12 activities are existing programmes under SOMSWD and othersectoral bodies

➢ Drafting of RPOA referred to other regional and internationaldocuments: ASEAN Charter; ASEAN Social-Cultural CommunityBlueprint 2025; SDG and Madrid International Plan of Action onAgeing (MIPAA)

➢ Proposed the RPOA to also establish coordinating mechanisms

10 Actions in zero-draft RPOA

❑ ACTION 1: Promote a shared responsibility approach in preparation for healthy,active and productive ageing by supporting families, care givers/careworkers and empower communities in delivering care for older persons

❑ ACTION 2:Promote intergenerational solidarity towards a society for all ages byraising public awareness on the rights, issues and challenges of oldage and ageing

❑ ACTION 3:Promote rights-based or needs-based and life-cycle approach andeliminate all forms of maltreatment on the basis of old age and genderthrough equitable access of older persons to public services, incomegeneration, health care services, and essential information, as well aspreventive measures, legal protection, and effective support system

❑ ACTION 4: Mainstream population ageing issues into public policies and nationaldevelopment plans, and programmes, which may include flexibleretirement age and employment policies

❑ ACTION 5:Promote the development of human capital and expertise ingerontology, geriatrics and other related professional and para-professional manpower including care workers to meet the current andfuture demands for health and social services for older persons

❑ ACTION 6:Promote the development of reliable information, evidence-based andgender disaggregated data on ageing, including improved capacity tobridge the gaps in policy, research and practice

❑ ACTION 7: Strengthen the capacity of government agencies, corporate bodies, civilsociety organisations, including voluntary welfare organisations,communities, and relevant stakeholders, for better coordination andeffectiveness in the delivery of quality services for older persons atlocal, national and regional levels

❑ ACTION 8:Encourage the development of older people’s associations (OPA) orother forms of networking including elderly clubs and volunteersnetworks in each ASEAN Member State by strengthening their capacity,and providing them with multi-sectorial platforms of dialogue with thegovernment on ageing issues

❑ ACTION 9: Promote age-friendly communities/cities in the region throughsustainable and accessible infrastructure

❑ ACTION 10:Build and strengthen the networking and partnerships within andamong ASEAN Member States as well as with Dialogue Partners andDevelopment Partners including UN Agencies, civil societyorganisations, private sector, and relevant stakeholders in supportingand providing adequate resources and effective implementation of thecommitments reflected in the Kuala Lumpur Declaration on Ageing:
