Datu Lamberto A. Delfin, an Obo Manobo tribal leader of Kidapawan City and SOCCSKSARGEN’s nominee won the national award for adult category of the Search for Outstanding Volunteer (SOV) 2014. He won the national award together with Dr. Manuel P. Vallejo of the Davao Region, besting 21 others from the different regions of

the country.

RD Arturo G. Valero, Chairperson of the Regional Search Committee-SOV 2014, announced Datu Delfin’s win of the National Outstanding Volunteer Award (NOVA) after receiving a letter from the Philippine National Volunteer Service Coordinating Agency (PNVSCA), Manila, dated 27 November 2014.

The NOVA is conferred to an individual or organization for outstanding volunteer service that has made a significant contribution to uplifting the lives of people and communities served.

Datu Delfin is the current Chairman of the Mindanao Indigenous Peoples Conference for Peace and Development (MIPCPD) in Kidapawan City. He was nominated by Mr. Januario S. Espejo, Jr., Private Sector Representative to Regional Development Council (RDC) XII.

The national awardee is also known as the “peacekeeper for progress and prosperity” by the Manobo community and development workers. He is actively involved in the conduct of medical outreach activities, training/education against drug, senior citizen care, advocacy on various concerns through

radio broadcast, and information/dissemination on the effects of violence.

Datu Delfin was one of the founders of the Mindanao Highlanders Associations Inc. (MINDAHILA) created in 1976 and Tribal Communities Association of the Philippines (TRICAP) in 1986 whose advocacy was for the recognition, protection and promotion of the rights of the Indigenous Peoples. MINDAHILA was cited for its contribution to the pacification

and reconciliation of the highlanders in improving the quality of life of the cultural communities in Mindanao.

Being an active member of the Cotabato Tribal Consultative Council (CTCC), Datu Delfin was chosen to sit in the Scholarship Selection Panel of the Mount Apo Foundation, Inc (MAFI) which granted the CTCC sixty (60) tertiary scholars per year. His membership with MAFI also caused the establishment of day care centers, hanging bridges, and toilet facilities in every barangay with

IP communities within the ten (10) kilometer radius of the foot hills of Mt. Apo which is the the ancestral domain of the Obo-Manobo Tribe.

As a national awardee, Datu Delfin received a trophy in the awarding ceremony held on 10 December 2014 at the Speaker Feliciano Belmonte Hall, House of Representatives of the Philippines, Constitution Hills, Quezon City. With him during the awarding ceremony were his loved ones and the representative of NEDA XII, ARD Noel E. Quiratman.

Datu Delfin and other regional winners in the organization category, the UTODCO and United Transport Operators and Drivers Cooperative (UTODCO), Koronadal City, and the General Santos City-Small and Medium Enterprise Council, Inc. (GSC-SMEDCI), General Santos City also received recognition for volunteerism during the RDC XII Meeting on 3 December 2014 at FB Hotel, Koronadal City.

In the past, SOCCSKSARGEN Region produced five SOV national winners in the Individual-adult category that included Conchita Mistral, Bai Fatima Sinsuat, Bro. Crispin Betita, FMS, Yusoph Mohammad, and Col. Celestino F. Desamito, Jr.

RDC XII Sectoral Committees Review CY 2016 AIP

The four (4) sectoral committees of Regional Development Council (RDC) XII simultaneously conducted a review of the validated CY 2016 Annual Investment Programs (AIP) of the regional line agencies

(RLAs), state universities and colleges (SUCs), and other instrumentalities of the National Government, such as government-owned and controlled corporations (GOCCs), in Region XII. The review was conducted on November 4, 2014 at Cinco Niñas, General Santos Drive, Koronadal City.

Led by RDC XII Acting Chairperson Arturo G. Valero, the activity was graced by Cong. Jose Tejada of the 3rd District of Cotabato Province. Joining the review were officials and representatives of the RLAs, LGUs, SUCs and private sector representatives (PSRs).

The simultaneous review aims to ensure the consistency of the validated CY 2016 AIP with the key results area and programs of the Aquino Administration and the inclusive growth and poverty reduction strategies enunciated in the Updated Regional Development Plan (RDP), 2014-2016. The activity also serves as a venue for consultation among stakeholders,

particularly the local government units (LGUs) and the civil society organizations (CSOs), in firming up the CY 2016 AIPs of the RLAs and SUCs.

During his welcome message, RDC XII Acting Chairperson Valero pointed out the improving economic performance of the region as indicated by its sustained GRDP growth from 5.3% in 2011 to 8.0% in 2012 and to 8.4% in 2013 and that Region XII was the only region whose GRDP registered an increasing growth rate over the years. The region’s GRDP growth was also one of the highest in the country for the period; in fact, it exceeded the country’s GDP of 3.6% in 2011, 6.8%

in 2012 and 7.2% in 2013.

Acting Chairperson Valero urged all present to push for projects in CY 2016 that are relevant in sustaining inclusive economic growth and poverty reduction in the region. He also called upon LGUs to propose projects for inclusion in the 2016 AIP of Region XII which they could not adequately fund but have strong potentials of contribution to the region’s growth and development.

Ms. Sandra J. Alido of the RDC XII Secretariat presented the macroeconomy targets for CY 2016 to guide the participants in identifying priority PPAs. Ms. Phlorita A. Ridao, also of the RDC XII Secretariat, presented the mechanics of the sectoral committee review and encouraged the agencies and SUCs to breakdown the cost and location of each PPA, i.e. by province, congressional district, city and municipality, so that the local chief executives, congresspersons and the

private sector could easily identify projects that they could support. Sectoral targets were likewise presented during the break out session for guidance of the members of each Committee.

The review of each Committee was led by the following, namely: Regional Social Development Committee (RSDC)-PSR Richlie Lyndon L. Magtulis, Chairperson, and DepEd XII RD Allan Farnazo, Vice-Chairperson; Infrastructure and Utilities Development Committee (Infracom)—PSR Alfredo Bronx Hebrona, Jr, Chairperson; Macro-economy Development Administration and Finance Committee (MEDAFC)—RD Arturo G. Valero, Vice-Chairperson; and Economic Development Committee (EDC)—Dr. Elizabeth Malacad, of CARRDEC.

A total of 26 agencies, 7 government owned and controlled corporations (GOCCs) and four (4) SUCs presented their AIPs for

CY 2016 broken down as follows: EDC XII -eight (8) agencies, two (2) GOCCs; MEDAFC– seven (7) agencies; RSDC–ten (10) agencies, two (2) GOCCs and four (4) SUCs; and Infracom–eight (8) agencies and three (3) GOCCs. The total initial indicative amount of validated AIP for CY 2016 is PhP 52.41 billion.

The MEDAFC had already endorsed the AIP of the 7 agencies on November 4, 2014 during the sectoral review cum 4th Quarter Regular Meeting of the Committee. The AIPs that need enhancement/revision will be presented again for review during the 4th Quarter Regular Meeting of the Committees scheduled within November 2014 prior to their endorsement to the RDC XII Full Council which will convene on 03 December 2014.

Acting RDC XII Chairperson Arturo G. RDC XII Facilitates Broader Understanding

of the ASEAN EconomicIntegration by 2015

The Regional Development Council (RDC) XII is pushing for broader understanding

of the ASEAN Economic Integration (AEI) which will be in full swing starting CY 2015.

Upon the invitation of the Council through its Economic Development Committee, Assistant Secretary Ceferino S. Rodolfo of the Department of Trade and Industry, gave a briefing on the ASEAN Economic Integration by 2015: Accomplishments and Current and Future Undertakings of the Philippines. He discussed in detail the following: a) Trade Policy of the Philippines vis-à-vis that of other ASEAN member-countries; b) Adoption of 4C for ASEAN Economic

Community as Philippine Game Plan; c) Collaborative activities implemented at the local level as the Philippines key to success; and d) Implementation of Philippine Market Access Initiatives.

In his briefing, which was conducted during the Council’s 48th Regular Meeting, he provided perspectives on possible initiatives and responses the region may take relative to AEI. One of the agreements of RDC XII is to pursue an Industry-Academe Summit in CY 2015 to draw commitments and support to ensure the matching and forecasting skills/manpower requirement, and alignment of school curriculum with the regional development thrusts, particularly the

promotion of priority industry clusters of the region.

Prior to the AEI briefing, RDC XII Acting Chairperson Arturo G. Valero administered the oath of office of Director Galay M. Makalinggan of the National Commission on Muslim Filipinos (NCMF) who was approved as a Special Non-Voting Member of RDC XII until June 2016. Plaques of Recognition were also awarded to: a) RD Alikhan B. Marohombsar, who recently retired from government service, for his invaluable contribution to RDC XII and local and regional development; b) Region XII Local Government Units (LGUs) that were included in the CY 2014 Philippine Top 50 Cities and Municipalities Competitiveness Index;

Assistant Secretary Ceferino S. Rodolfo of the Department of Trade and Industry received his Certificate of Appreciation from Acting RDC XII Chairperson Arturo G. Valero.


DOLE XII Converges Industries Through 1stITC Congress

The Department of Labor and Employment (DOLE) Region XII led the 1st Industry

Tripartite Council (ITC) Congress with over 405 industry partners as participants on December 9, 2014 in General Santos City.

Philippine Association of Local Service Contractors (PALSCON) President Arturo Guerrero delivered a message to the participants. He

emphasized that local service providers must now provide solutions to tackle labor market challenges through different strategies.

“As we prepare for ASEAN 2015, we have to be open minded and focus on strategies to be more competitive. We have to facilitate transitions, support transformation and cooperate with the government,“ Guerrero said.

The 1st ITC Congress focused on promoting innovations and productivity in the ITC Ecosystem towards ASEAN integration. It was initiated by DOLE XII Regional Director Ofelia B. Domingo to create an ecosystem to strengthen industry councils and help skilled workers to become more competitive.

The signing of the Memorandum of Agreement (MOA) on DOLE Integrated Livelihood and Emergency Employment (DILEEP) monitoring with universities and colleges and the Recognition Day for outstanding local companies and the DOLE XII employees were also held during the Congress in celebration of the national agency’s 81st anniversary.

c) Region XII Nominees to the 2014 Search for Outstanding Volunteers; and d) Col. Celestino F. Desamito, Jr., for initiating the conduct of the SOCCSKSARGEN Good Governance Summit and providing the volunteerism development strategy through the conduct of the Regional Green Leadership Camp.

The Council also passed a total of 43 resolutions during the meeting which included, among others, the endorsement of the Mindanao Spatial Strategy/Development Framework (MSS/DF), 2015-2045, the CY 2016 Annual Investment Program and requests for funding support for priority infrastructure projects for the SOCCSKSARGEN Region.

The province of Sarangani celebrated the 12th Munato Festival at the Provincial

Capitol on November 27-29, 2014 to commemorate its 22nd founding anniversary. The MunaTo Festival is coined from two Blaan words “Munah To” which means “First People”.

The festival was celebrated under a new concept, the Munato Yesterland Theme Park, which allows students, cultural enthusiasts, and the general public to learn and appreciate the history and culture of the province. The concept showcased the following 12 attractions:

1. Cave of the Ancient, a light and sound show about the anthropomorphic jars found in the caves of Maitum, Sarangani;

2. Tribal Village, showcasing the Tboli, Blaan, and Tagakaolo tribes’ music, dances, chants and stories;

3. Sarangani Wildlife Museum, showing the preserved animal species found in Sarangani;

4. Looms & Beads, an extensive, elaborate exhibit that features traditional arts and crafts in Mabal Tabih, Saul (bead works), other artifacts, and heirloom designs and fabrics from the indigenous tribes of Sarangani;

5. MunaTo Fotoloco, a sculpture of Mindanao artist Kublai Millan found at the Sarangani Capitol depicting the first people;

6. Sarangani Street Arts, a 3D street art of the different Sarangani tourist destinations;

7. Glan 100, a tribute to the first settlers of Glan;

8. Sarangani Historical Lane, a tribute to all the leaders that have served Sarangani Province since its creation in 1992;

9. Moro Cottages, a showcase of different tribes and Moro themed cottages with an hourly cultural dance show about the traditional practices of marriage, childbirth, among others;

10. Fabli Guni & Farmers Market, the biggest gathering of Sarangani
