minimum bureaucratic and procedural

Current status of
NeGP Projects
West Bengal State Wide Area Network (WBSWAN)
• Mission:• Establish a State wide network for transfer of data,voice
and video covering all districts, Sub-divisions and Blocks of the State, with provision for horizontal connectivity, at an outlay of Rs. 66.93 crores during 2005-2010.
• 367 out of 338 PoPs already connected. BSNL connectivity not feasible at 12 sites. GoWB has paid for connectivity through radio modems.
• Horizontal connectivity to18 Govt Departments in Kolkata. The Departments of Police, PHE, PWD and Treasury and Commercial Tax offices connected at district levels. Most Sub divisional treasuries also connected.
• Wi Fi extended to all 277 Gram Panchayats (GP) in Bardhaman district as a Pilot project. Currently being revamped under WiMax
• WIMAX Connectivity to GP level being rolled out in three Districts i.e. Jalpaiguri and Bankura.
West Bengal State Data Centre (WBSDC)
Mission:
• A central repository to host all government Data
Bases applications and transactions etc., in a
secure environment. Provision of Rs 55.25
crores.
• Civil work, Site preparation, Procurement and
installation of IT and Non IT items for SDC
completed
• Provisioning of permanent Grid power supply to
SDC is under progress
• Migration of e-District, Banglarmukh and Result
publication applications to SDC is under progress
• Data centre is expected to go live soon.
Common Service Centre (CSC)
Mission:
• To set up 6797 common service centres at village level to provide services to citizens at their doorsteps at an outlay of Rs. 107.78 crores for 5 years.
• Dept. of P&RD is the Nodal Department for this project.
• 5277 centers out of 6797 have been rolled out
• WBSRDA is the State Development Agency (SDA) and SREI
is the Service Centre Agency (SCA) currently operational
• B2C services like payment of Telephone bills, Electricity
bills, LIC premium, Mobile recharge, e-Learning etc. are
currently being delivered through CSC
• BSNL has already started their work for Broadband
connection to the CSCs
West Bengal e-District ProjectMission:
• To create an integrated, seamless and online delivery system of citizen services at District, Sub-division and Block level, with an outlay of Rs 5.79 crores for 3 years
• Jalpaiguri and Bankura selected as PILOT Districts
• District e-Governance society already formed in both the districts.
• Six service categories operationalised include Certificates, Pension, Social Welfare (ICDS), Industry services, RTI services and Licenses (Arms and Explosives). Caste certificate and Revenue court with other land related services will be inducted shortly.
• Data digitization by Webel completed in both the districts.
• Authorisation of documents through Digital signatures implemented
• E-District has ‘Gone Live’ as of 27th September, 2010 in both districts.
State Portal and Service Delivery Gateway
Mission:
• To provide easy and convenient delivery of Govt. information and services to the citizens through Web and enabling the service delivery by SSDG Application and Computing Infrastructure at an outlay of Rs. 11.61 crores for 3 years
• An improved State Portal launched on 15th April 2009, under state e-Governance programme
• Educational services like publication of results of Madhyamik, Higher Secondary, Joint Entrance and Madrasa examinations, online application for College admission, Students Advisory Services, etc being delivered through the Portal
• A project integrating SSDG and eForms with the State Portal approved by GoI where 22 services selected to be delivered online
• RFP in the process of finalization for the selection of Implementation Agency

Challenges and Issues• Departments resistant of changing the existing processes of
paper based application processing with online processing
of application
• Lack of IT skills and expertise for managing and processing
eDelivery of services in departments
• Small departments do not have manpower to form full
fledged PeMTs.
• Problem in replacement of traditional way of approval
mechanism specially in financial aspects
• Vetting and validations of applications with digital
signatures may cause an issue in e-delivery of services to
citizens.
• Citizen’s unfamiliarity with computer enabled systems and
consequent reluctance will act as a bottleneck in rollout of e-
enabling of services.
• Administrative and Political commitment necessary for e-
Governance implementation.
