PROPOSED PROG~ME AND BUDGET ESTIMATES FOR 1972

1 This paper is presented in order to draw to the attention of the

Regional Committee the main features of the 1972 programme and budget

estimates, as compared with 1971 and 1970, and to list the modifications

in the proGramme and budget estimates for 1971 and 1970 as compared with

~~e programme and budget estimates considered by the Committee last year.

1.1 At the same tuoe the attention of the Regional Committee is drawn

to a country summary of the proGramme and budGet estimates on pages !f

and 5 of document WPR/RC21/2, and a summary by major subject heading of

the inter-country proGramme and budget estimates on pages 310 and 311

of the document. Both summaries were requested by the Regional Committee

last year.

2 Main features of the 1972 proposed programme and budbet estimates

2.1 From the summary pages 2 and 3 of document WPR/RC21/2, it will be

noted that the total regular budget proposal for 1972 is $6 506 000

compared with $5 955 568 for 1971 and $5 391 393 for 1970. For 1972

this is an increase of $550 432, or 9.2%, over 1971, and for 1971 an

increase of $564 175, or 10.5%, over 1970.

2.2 The total funds from other sources are also shown on the summary

pages 2 and 3 of document WPR/RC21/2. The totals are $1 487 407 for 1970,

$1 103 835 for 1971 and $879 069 for 1972. These totals represent either

allocations actually received or expected to be received in the immediate

future, as of 25 May 1970. They are made up of funds from the Technical

Assistance and Special Fund components of UNDP, the United Nations Fund

for Population Activities (UNFPA) , and funds-in-trust. Additional funds

from these sources are expected during the years concerned. In view of

the continuous programming procedures of both UNDP and UNFPA the additional

forward commitments of funds from these sources were not available as of

25 May 1970.

2.3 The Regional Office estimates are set out in detail for 1972 with

comparative figures for 1971 and 1970 on pages 6 through 13 of the

document. The total budget proposed for 1972 is $847 77'7 compared with

$746 568 for 1971 and $648 631 for 1970. The 1972 increase over 1971 is

$101 209, or 13.6%, and the 1971 increase over 1970 is $97 937, or 15.1%.

The Regional Office estimates represent 11.5;;', 10.65; and 9.4% for the

years 1972, 1971 and 1970 respectively, of the total regional budget

comprising Regular funds and funds from other sources including UNDP and

UNFPA allocations as of 25 lI'lay 1970. As noted in the previous paragraph

2.2 additional funds from UNDP and UNFPA are expected durins the years

concerned.

2.4 The estimates for Regional Advisers and WHO Represe~tatives are

shown on pages 14 to 23 of document WPR/RC21/2. These estimates have

been analyzed by major subject headings and are included in the summary

of field activities on pages 2 and 3 of document WPR/RC21/2.

2.5 The estimates for country and inter-country projects funded from

both the Regular budget and other sources of funds are shown on pages

24 through 368 of document WPR/RC21/2. They have been analyzed by

major subject headings and are included in the summary of field activities

on pages 2 and 3 of document WPR/RC21/2.

2.6 Activities planned to be financed from the Voluntary Fund for

Health Promotion and the Supplementary List appear on pages 373 through

400 and pages 402 through 447 respectively of document HPR/RC21/2.

3 Modifications to the 1971 and 1970 Regular programme and budget estimates

3.1 The 1971 total of the Regular programme summary for field

acti vi ties on page 3 of document lfv'PR/RC21/2 is $5 209 000 which is

~;4 600 less than the figure shown in last year's document \'IPR/RC20/2.

This reduction is a Headquarters' adjustment of the Region's fiGUres

for 1971. ~,e 1970 total of the ReG~lar programme summary for field

activities on page 3 of document WPH/RC21/2 is $4 742 762 which is

$30 238 less than the fil,"Ure shown in last year's document VlPR/RC20/2.

This reduction is made up of $8 435 of smallpox funds which were surplus

as of 25 r·1ay 1970, and ~j21 80) - a Headquarters' adjustment of the Resion' s

figures for 1970.

3.2 The Regional Office estimates for 1971 in document vlPR/RC21!2 of

$746 568 are $13 432 less than the amount provided in last year's

document \'IPR/RC20/2. Also, the 1970 Regional Office estimate of $648 631

in document v'lPR/RC21/2 is $L18 369 less than the amount provided in last

year's document WPR/RC20/2. These reductions for 1971 and 1970 arise from

a change in the rate of exchange for the Philippine peso earlier this year

from 13.86 equals US$l.OO to a floating rate which at the time of pre-

paration of the prograrrune and budget was 16.00 equals US$l.OO and which

led to a saving in peso-based costs. The reductions were in part offset

by a substantial increase in the general service staff salary scale.

It should be noted that the general service staff salary scale was

reviewed early in 1970 and prior to the change in the valuation of the

Philippine peso. Thus. a further upward revision in the general service

salary scale has been projected in the estimates for 1971. The 1970

fi;;ures in document I'JPR/RC21/2 also reflect all lmown chanties. as of

25 May 1970, in the implementation of the operational year~

3.3 The estimated cost of Regional Advisers for 1971 in document

WPR/RC21/2 of $788 372 is $71 958 less than the amOUi"lt provided in last

year's document vJPR/RC20/2. JUso, the 1970 estimated cost of Re::;ional

Advisers in document WPR/RC2l/2 of $670568 is $13l~ 243 less than the

amount provided in last year's document IJPR/RC20/2. These reductions

for 1971 and 1970 arise from the change in the valuation of the Philippine

peso earlier this year and the substantial increase in the 6eneral service

staff salary scale both of ~Ihich were referred to in para;;raph 3.2 above.

Representatives of $341 242 in document WPR/RC21/2 is $15 543 more than

the amount provided in last year's document l>IPR/RC20/2. lhese increases

for 1971 and 1970 arise from an addition of two general service posts in

3.4 Annex 1 shoVls the 1970 total estimates for tl1.e Regional Office

fello~/ships, supplies ru1d equipment ru1d other costs. The 1970 revised

estimates discussed at the twentieth session of the Regional Committee

document,JPR/RC20/2, are compared with the 1970 operational budget

implementation forecast as of 25 May 1970, document "JPR/RC21/2. The

chru1Ges reported take into account programme modifications, the upgrading

of projects or components of projects from Supplementary Lists, fellowships

oriGinally plmUled for 1970 but awarded in 1969, recruitraent delays

encountered m1d ru1ticipated, commencement delays arising from uncompleted

agreements, and govel~ent requests for delayed implementation.

Annex 2 compares the 1971 revised estimates in document vJPR/RC21/2

Hi th the 1971 original estimates considered by the Committee in 1969,

document iJPR/RC20/2. Annex 2 is pl"esented in the same format as Annex 1.

Both &1.l1exes have explanatory notes summarising the programme

modifications which are incorporated in document )JPR/RC21/2 as compared

with document T1JPR/RC20/2, the latter being the document which was

considered by the Regional Committee at its last session.
