Four groups who will see major benefits from faster,
cheaper broadband – or feel a widening DIGITAL DIVIDE ?

What can faster, more affordable internet look like in a
community-owned fibre network - Olds ?

Community Fibre in the US
• Community fibre networks are a popular option in the US – even in states which actively inhibit such approaches.
• In addition to the over 200 networks shown below, 77 communities have publicly-owned cable networks and over 185 serve at least some portions of their community with fibre.
• 25 of the 48 US states reporting have a broadband office – in Canada, none do
Craig Dobson 6

In Canada, there is only one
community-owned FTTH network
offering 1 Gb/s services (Olds) and
may be 5 with dark fibre.

South Sub-region
• Staff in the south sub-region – Okotoks, High River, Black Diamond, and the MD of
Foothills are anxious to move forward with a sub-regional broadband initiative
• Due to competitive pressure, creating a collaborative framework will likely be fast-
tracked to complete in December, 2016.
• Such an initiative would facilitate projects in Longview and Aldersyde as well as
enable opportunities to connect with the Alberta SouthWest REDA.

SuperNet – it’s there . . . and it isn’t !
• Alberta SuperNet fibre is in all the
right places, but many municipalities
find the network to be too expensive
and providing poor, unreliable
service. SuperNet 2.0 has to be
greatly improved in 2018.

• Other backhaul “wholesale” fibre
providers are very interested,
including Shaw, Bell,
ElectricLightWave (and possibly
others) – reach Calgary to reach
Olds and other competitive ISPs
• Communities could “build their
own”, on an opportunity basis, as
capital projects (e.g. trenches)
connect municipalities.

Moving Forward – through REGIONS
Craig Dobson 12
Ministry of Economic Development &
Trade is proactive and empowering by
providing funds for Regions (REDAs) to
explore challenges and collaborative
solutions across municipalities and regions.
Service Alberta “gets it”, and is trying to
re-create a SuperNet 2.0 that works for all
municipalities because the status quo is
NOT working for everyone – it will take
bold moves and require municipal support

So what should we do ?
Craig Dobson 13
“So, what should we do ?”
• What benefits do you
want to achieve for your
community ?
• What are you willing and
able to do together ?
