Date: 07/27/15 Agreement # 16-924-00137 Department: NMPED/Special Education Bureau Vendor: Dr. Andrew Egel Total Cost: $103,596.50 Sole Source Procurement must meet requirements of New Mexico Administrative Code: 1.4.1.54 SOLE SOURCE PROCUREMENT OF ITEMS OF TANGIBLE PERSONAL PROPERTY, CONSTRUCTION AND NONPROFESSIONAL SERVICES: A. Conditions for use. A contract may be awarded without competitive sealed bids or competitive sealed proposals, regardless of the estimated cost, when the state purchasing agent makes a written determination, after conducting a good-faith review of available sources and consulting the using agency, that there is only one source for the required items of tangible personal property, construction or nonprofessional services. In cases of reasonable doubt, competition should be solicited. B. Request by using agency. Any request by a using agency that a procurement be restricted to one potential contractor shall be accompanied by a written explanation as to why no other will be suitable or acceptable to meet the need. Brief description of the scope of services needed:

Only identified Vendor that meets all requirements as outlined by NM Public Education Department.

Vendor able to provide required services within specified timelines.

Vendor demonstrates familiarity and experience with NM education systems and NM Public Education Department.

Vendor has existing contract to support identified scope of work. The additional amount would be in coordination with the existing contract.

The vendor has provided ASD training to school districts within the State of New Mexico for the past five years. The vendor will continue to provide professional development, training and technical assistance, building on previous years and current knowledge of district staff.
