Australian Defence Spectrum Strategic Plan

- issued under authority of Chief Information Officer, DoD ‘public domain concise version’ released May 2004

- purpose includes ‘operations’ as well as ‘preparation’ where preparation = test, training and experimentation

Lack of international harmony in telemetry frequencies and the absence of national allocations specific to aeronautical

telemetry is a risk area of some magnitude. WRC-2007 will consider future allocations. (para 31f)

Telemetry is a vital function for military research, testing, training and exercises. Absence of harmonised telemetry

frequencies has important interoperability consequences.(para 67)

Telemetry bandwidth requirements are expanding. (para 68)

Australian Communications Authority

Spectrum Management Strategy

Released June 2004.Telemetry bandwidth requirements are expanding. WRC-07 will consider allocations for mobile wideband aeronautical telemetry and telecommand in the 3–30 GHz band.

Strategy

The Department of Defence will:

• retain the need for telemetry in the L and S bands; and

• work with the international telemetry community and national regulatory bodies to identify suitable harmonised telemetry assignments in the SHF band.

Telemetry - Economics

Region 3 Estimated Benefits/Impacts (conservative)

• infrastructure risk $7B fixed, economic risk $38B/annum

Australian National Benefits/Impacts

• not currently estimated (but note the Australian ranges (air, land, sea & space) occupy over twice the area of the entire US Major Range and Test Facility Base but with ROI and annual cost savings/avoidance unknown). Equipment replacement cost cited $400M - ANAO

Australian DoD

• 1996, $1.5B spent on aerospace T&E alone – Minister for Science and Personnel.

• 2002, $270M per annum spent on Defence T&E, ANAO

Monash University (Space only)

• 2001 $0.7B investment will bring $1.1B/annum yield.
