The Resource Recovery Fund Board Inc. (RRFB Nova Scotia) is a not-for-profit corporation working in partnership with Nova Scotians to improve the province’s environment, economy and quality of life by reducing, reusing, recycling and recovering resources. Recognized globally as an innovator in waste diversion solutions, RRFB Nova Scotia manages a network of over 80 independently owned Enviro-Depots throughout the province. As a leader in Nova Scotia’s waste diversion efforts, RRFB Nova Scotia delivers education and awareness programs, partners with municipalities and industry to develop and implement stewardship agreements, and promotes innovation through the development of value-added manufacturing.

Chief Executive OfficerAttheheartofRRFBNovaScotiaisourmission:toworkwithNovaScotianstoimproveourenvironment,economyandqualityoflifebyreducing, reusing, recycling and recovering resources.Since1996,wehavebeenpromotingthebenefitsofsolidwastereductionanddiversion.Weseetremendousvalueinpreservingourresources;themostimportant,ofcourse,isacleanenvironmentinwhichtolive,learnandwork.
Tothatend,akeyinitiativein2011-2012wasthewaste audit programtogatherinformationaboutthematerialsinNovaScotialandfills.ThefirstauditwasconductedfromlateMarchtotheendofJune.Itfoundthatalmost50%ofwastereachingtheprovince’ssevenlandfillsismadeupoforganicsandpaper-materialsthatcouldhavebeendiverted.Thesecondwasteauditwillbeconductedduringthesummerof2012.WeplanonconductingtheseauditsannuallytobuildadatabasetoassistRRFBNovaScotiainworkingwithpartnerstoimprovesolidwastediversion.
AsignificantroleofRRFBNovaScotiaistoencourage and foster innovation.Thispastyear,RRFBNovaScotiaapproved$116,283infundingforninestudentresearchprojects,heldtwosymposiatosharefindingsfromrecentresearchanddevelopmentprojects,andwasproudtohostthebi-annualConferenceonCanadianStewardship.
Oneofourorganization’smostrewardingresponsibilitiesisrecognizing our recycling and composting heroesthroughtheNovaScotiaRecyclesContestandtheMobiusAwardsofEnvironmentalExcellence.Itisalwaysinspiringtocelebratethestudentsandschoolsthatarepassionateabouttheenvironment,andtheinnovativeachievementsofindividualsandorganizationswhomakepositivechangeinourprovince.Thisyear,RRFBNovaScotiamarkedthe12thyearoftheNovaScotiaRecyclesContestandthe14thyearoftheMobiusAwards.Whenwe

considertheoutstandingeffortsofourwinners,alongwiththeeffortsofpastcontestandawardwinners,itisnosurprisethatNovaScotiaisrecognizedasaleaderinwastereduction.
Thispastyear,RRFBNovaScotiaalsodevelopedandimplementedathree-yearstrategic plan.Thisplanisproactiveandresponsive,providingthedirectionthatdrivesourorganization’sactionsanddecisionsatalllevels.Ithelpsusidentifyandaddressourchallengesandopportunities,whilebuildingthecapabilitiesweneedtosucceedandplanforthefuture.
Duetotheconstantstateofchangeinoureconomyandthecontinualprogressioninthewastemanagementindustry,ourstrategyisacohesiveresponsetochange.Itframesourprioritiesbutisflexibletoadaptasnecessary.

Engaging Youth in Environmental ActionTheannualNova Scotia Recycles ContestisorganizedbyRRFBNovaScotiainpartnershipwiththeprovince’s55municipalities.Itprovidesanopportunityforstudentstotakeactionandpromotewastereductionintheircommunity,anditencouragesparticipationinrecyclingandcompostingprograms.

Throughtheseawards,wecelebratetheongoingroleofNovaScotiayouthinmakingthisprovincearecognizedleaderinwastereduction.
In2012,almost8,200entriesweresubmittedfrom185schoolsacrosstheprovince,andmorethan$55,000incashandprizeswasmadeavailabletoschoolsandstudentsfromgradesPrimaryto12.Thisincludedalmost$20,000inscholarshipsforGrade12students.
ThroughoutApril,RRFBNovaScotiastafftravelledtothesevenregionstocelebrateandrecognizethewinningstudentsinfrontoftheirteachers,parentsandmunicipalpoliticians.TheprovincialessaywinnerwasJacobMoorefromDartmouth.Hewasawardeda$5,000scholarshipforhisessay,“How to Lose a Baby Elephant in Three Years.”

Fostering Discussion and Advancement in Stewardship SustainabilityInSeptember,RRFBNovaScotiawasproudtohostthe2011ConferenceonCanadianStewardship.Thisbi-annualconferenceisorganizedbyleadingCanadianstewardshiporganizationsthatoperaterecyclingprogramsfortires,paint,non-alcoholicbeveragecontainers,beercontainers,electronics,packagingandprintedmaterials,andmunicipalhazardousandspecialwaste.
ThiswasthefirsttimetheconferencewasheldeastofMontreal,anditbroughttogether295delegatesfromindustry,governmentandstewardshipprogramsfromacrossNorthAmerica,EuropeandAustralia.
Thetwodayconferencefocusedoncreating,operatingandsustainingefficientproductstewardshipprograms.Thisincludedsessionsanddiscussiononextendedproducerresponsibilityaspartofcorporateresponsibility,performancemeasurementapproaches,innovationinreusingwastematerials,andaworldwithoutpackagingwaste.
Theconferencewasagreatsuccess.ItnotonlyallowedRRFBNovaScotiatoshowcaseNovaScotianhospitality,butalsothegreatstridesourprovincehasmadeindevelopingandimplementingstewardshipprograms.

Understanding Landfill Waste to Improve DiversionUnderRRFBNovaScotia’smandatetodevelopandimplementindustrystewardshipprograms,andkeepingwiththedisposalgoalof300kilogramsperpersonperyearby2015,RRFBNovaScotiainitiatedamulti-yearwasteauditproject.Thewasteauditsprovideinformationaboutmaterialsthatarecurrentlybeinglandfilled,butwhichcouldhavebeendiverted.ThegoaloftheprojectistoprovidebaselinedatatoassistRRFBNovaScotiaanditspartnersinworkingtofurtherimproveouralreadyimpressiveperformanceinwastediversion.
Throughoutthespringof2011,anengineeringfirmcollectedandanalyzedsamplesfromtheprovince’ssevenlandfills.Twosetsofsampleswerecollected:onefromresidentialsourcesandtheotherfromindustrial,commercialandinstitutional(ICI)sources.Atotalof169sub-categorysortswerebrokenoutfromthese18broadersortgroupings:

Supporting Regional Enforcement InitiativesRRFBNovaScotia’sEnforcementProgramwasdesignedtosupportincrementalactivities,costsandplanningtoenablemunicipalitiestoincreasetheirenforcementofprovincialandmunicipalwastemanagementregulationsintheirregion.In2011-2012,theregionsaccessed$669,800infundingfromRRFBNovaScotia.Withthisfunding,theycontinuedtodevelopandstrengthensolidwasteby-laws,performinspectionsandaudits,investigateillegaldumpingactivitiesandissuefinesfornon-compliance.TheseactivitiesworkinparallelwithRRFBNovaScotia’sextensiveeducationeffortstoensurewemaximizeourdiversionefforts.
• CapeBretonRegionalMunicipalitycontinuedtopartnerwiththeCapeBretonRegionalPoliceServicetoreduceillegaldumping.In2011-2012,thepolicerespondedtoover400illegaldumpingcomplaintsandissuedtwochargesundertheNova Scotia Environment Act.Thispartnershiphasbeenhighlysuccessfulinaddressingillegaldumping,anditcommunicatesastrongmessagetothecommunitythatillegaldumpingwillnotbetolerated.
• PictouCountyincreasedthenumberofinspectionsattheirtransferstationfromindustrial,commercialandinstitutionalsources,andatresidentialcurbside.Overthelastyeartheyhavefocusedonworkingwiththeindustrial,commercialandinstitutionalsectortoenforcetheuseofclearbagsforgarbage.
• ValleyWaste-ResourceManagementconductedamajorrevisiontoitsstandardbylaw,whichiscurrentlymakingitswaythroughtheeightpartnermunicipalcouncilsforapproval.Aswell,theregionsuccessfullyconcludedtwocourtprosecutions.
• TheSouthShoreandWestHantsRegionrevivedtheirRegionalEnforcementPlanandhelpedtheindustrial,commercialandinstitutionalsectorinLunenburgCountyrealizea31%improvementinwastediversionfromlandfill.
• WasteCheck’senforcementprogramhadabigimpactthroughouttheWesternRegion.Itfocusedonresidentialandbusinesscompliance,withthecontinuedfocusonillegaldumping.

The 2011 Waste Reduction Week campaign targeted four key waste streams: organics, paper, paint and construction materials. In addition to television and newsprint advertising, this year RRFB Nova Scotia initiated an online component. The online promotion brought 10,329 visitors to reduceyourwaste.ca, 85% of which were new visitors to the site. RRFB Nova Scotia staff appeared on CTV Morning Live, broadcasting from Basinview Drive School in Bedford, Nova Scotia.

Progress Through PartnershipsRRFBNovaScotiaisproudtoworkinpartnershipwiththeprovinceofNovaScotia’s55municipalitiestodivertwastefromlandfills.AsoutlinedintheNovaScotiaSolidWaste-ResourceManagementStrategy,RRFBNovaScotiaisrequiredtodirectatleast50%ofitsnetrevenuestowastemanagementregionsbasedonthetonnageofmaterialdivertedfromlandfills.Thisfundingassistsmunicipalitiesinmeetingregionaltargetsfordiversion.
In2011-2012,RRFBNovaScotiaprovidedover$8.2millioninwastediversionfundingtothemunicipalitiesforlocalrecycling,compostingandotherwastediversionprograms.Thisrepresentsmorethan89.8%ofRRFBNovaScotia’sfiscal2012netrevenue.

2011-2012 Regional HighlightsRegion 1 - Cape Breton• InApril,CapeBretonRegionalMunicipalityintroducedaclearbagprogramforgarbage.Sinceinception,garbagehasdecreased8%,recyclinghasincreased19%,andorganicsdiversionhasincreased12%.
Region 2 – Eastern Region• TheMunicipalityoftheDistrictofStMary’simplementedanewcurbsidecollectionprogramforgarbageandrecycling,andauserpaysystematthelocaltransferstation.
• Theregioncontinuedtoencouragecommunitylittercleanups.EventswereheldthroughoutAntigonishCountyandStMary’s,andthetownsofCanso,MulgraveandAntigonishsponsoredandorganizedlocaleventswithnon-profitcommunitygroups.
• UsingfundingprovidedthroughRRFBNovaScotia’sMunicipalApprovedProgramsInnovation(MAPInnovation)initiative,theCountyofGuysboroughpurchasedaBulbEater®tofiltermercuryfromCFLsandflorescentbulbs,andapapershredderforresidentstoshredconfidentialdocumentsbeforerecycling.ThisequipmentisavailabletoresidentsattheGuysboroughWasteManagementFacilityandateventsinthecommunity.
• TheMunicipalityoftheCountyofAntigonishconstructedawastetransferbuilding.Thisspaceallowsbettercontrolofgarbagepriortotransportfordisposal.
• TheCountyofAntigonishalsopurchasedagrindertoprocessconstructionanddemolitionwoodwasteintoawastewoodchipproduct.Thewastewoodchipcanbeusedtoreplacecleanwoodchipforamendingdewateredbio-solidsattheirwastemanagementfacility.Thecountyisexploringfurtherusesoftheirwastewoodchipproductasanalternativetocleanwoodchips.
• WithfundingthroughRRFBNovaScotia’sMunicipalApprovedProgramsInnovation(MAPInnovation)initiative,PictouCountypurchasedatrommelscreenerfortheircompostfacilityandaMegaDome®coveredstructuretostorethefinishedmaterial.Thishasresultedinincreasedcompostsales.
Region 3 – Northern Region• ThecountiesofCumberlandandColchester,andthetownsofAmherst,Oxford,Parrsboro,Springhill,StewiackeandTruro,introducedaclearbagprogramforgarbage.
• TheCountyofCumberlandadoptedathreestreamcounty-widecollectionprogram,whereallresidentsweregivenagreencartforcomposting.Threetransferstationsremainopentoacceptscrapmetal,leafandyardwaste,asphaltshingles,cleanwood,andconstructionanddemolitiondebris.
• TheMunicipalityofColchesternowservicesallresidentsonaccessiblepublicandprivateroadsyearround.Garbageandorganicsarecollectedoneweek,andtwostreamrecyclablesarecollectedthealternateweek.
Region 4 – Halifax Region• IntheHalifaxRegionalMunicipality,wastefromindustrial,commercialandinstitutionalsourcesrepresentsover60%ofthematerialsinthelandfill.Withthisinmind,theregioninitiatedapartnershipwiththeInvestmentPropertyOwnersAssociationofNovaScotia(IPOANS)toundertakeawastediversionpilotprojectwith10mediumtolargeapartmentproperties(883propertyunits).Duringthepilot,tenantsusedclearbagsforgarbageandakitchencountermini-binfororganics;theyattendedinformationsessionsandwereprovidedwithpostersandsignage.Duringthepilot,organicbinswerefulloncollectionday,andgarbagebincollectionwasreducedfromthreetimesaweektoonceaweek.Overall,garbagedestinedforlandfillwasreducedby50%.
• TheHalifaxRegionhasalsoformedworkingrelationshipswithcommercialpropertymanagementcompaniesthatleaseofficespace.Thesefirmsprovideaneffectivemeanstostreamlinetenantcommunication,astheycandefinetenantrolesandresponsibilitiesinrespecttowastemanagementservices.
Region 5 – Valley Region• In2010-2011,theValleyRegionreduceditsdisposalrateto357kgpercapitaandearnedRRFBDiversionIncentiveFundingforthethirdconsecutiveyear.Inadditiontomaintainingalltheusualcollection,processing,transportation,disposal,andeducationoperations,theregionalsoconstructeditsLEEDGoldand“PassiveHouse”candidateadministrationbuilding,whichwasreadyforoccupancyinJune2012.
Region 6 – South Shore/West Hants Region• Byadoptingrecommendedbestpracticesandworkingcloselywithregionalstaff,HavenProductions,whichproducesatelevisionprograminthearea,hasgonefromthrowingalltheirwasteintothelandfill,toBusinessoftheYearforthe2012MobiusAwardsofEnvironmentalExcellence.
• Combiningenforcementwiththeseasoneddeliveryofeducation,Region6continuestodecreasewastegoingtolandfill.At328kgpercapita,theregioniswellonitswaytoreaching300kgby2015.
Region 7 – Western Region• TheWesternRegion,knownasWasteCheck,isproudtoonceagainhavethelowestdisposalrateintheprovince.At303kgperyear,theyareonlystepsawayfromtheprovincialdisposalgoalof300kgperpersonperyear,wellaheadofthe2015target.
• ThesuccessoftheregioniscreditedtosupportfromenthusiasticresidentsandWasteCheck’sextensiveEducationandEnforcementprograms.WasteCheck’sStrategicPlanguidedstafftofocuseducationeffortsonbusinesses(throughthepopularBusinessoftheMonthProgram),schools,wharvesandhealthinstitutions.Greatimprovementshavebeenrealized.

1. Nature of operations
TheResourceRecoveryFundBoardInc.isanot-for-profitorganizationestablishedbytheNovaScotiagovernmenttodevelopandadministerindustrystewardshipprogramsthatincreasewastediversion,enabletheestablishmentofnewindustriesbasedontheprocessingofmaterialsdivertedfromthewastestream,andprovideincentivestothepeopleofNovaScotiatoreduce,reuse,recycleandcompost.
Underregulation,allrevenuesearnedaredepositedtotheResourceRecoveryFund,whichisthepropertyoftheProvinceofNovaScotia.AllexpendituresincurredbytheResourceRecoveryFundBoardInc.tooperate,administerandfulfillthemandatesoftheProvinceofNovaScotiaSolidWasteManagementStrategyareexpendituresoftheResourceRecoveryFund.Accordingly,allassets,liabilitiesandnetresourcesreportedinthesefinancialstatementsarethepropertyoftheResourceRecoveryFundandareheldonbehalfoftheProvinceofNovaScotiabytheResourceRecoveryFundBoardInc.
2. Summary of significant accounting policies
Basis of presentationThecombinedfinancialstatementsincludetheaccountsoftheResourceRecoveryFundBoardInc.andtheResourceRecoveryFund.Significantinter-entityloansandtransactionshavebeeneliminatedinthesecombinedfinancialstatements.ThesecombinedfinancialstatementsaretherepresentationsofmanagementpreparedinaccordancewithgenerallyacceptedaccountingprinciplesforprovincialgovernmentsasestablishedbythePublicSectorAccountingBoard(PSAB)oftheCanadianInstituteofCharteredAccountants.
Use of estimatesThepreparationoffinancialstatementsinconformitywithCanadiangenerallyacceptedaccountingprincipalsrequirestheOrganization’smanagementtomakeestimatesandassumptionsthataffecttheamountsofassetsandliabilitiesanddisclosureofcontingentliabilitiesatthedateofthefinancialstatementsandreportedamountsofrevenueandexpendituresduringtheyear.Certainoftheseestimatesrequiresubjectiveorcomplexjudgementsbymanagementthatmaybeuncertain.Someoftheseitemsincludeallowancefordoubtfulaccounts,depreciationandunearnedrevenue.Actualresultscoulddifferfromthosereported.
Revenue recognitionResourceRecoveryFundfollowsthedeferralmethodofaccountingforrevenue.Revenueisrecognizedinthemonthitisreceivable(orreceived)iftheamountcanbereasonablyestimatedandcollectionisreasonablyassured.Interestincomeisrecognizedasitisearned.

Cash and cash equivalentsCashandcashequivalentsincludecashonhand,balanceswithbanksandshortterminvestmentswithmaturitydatesof90daysorless.Bankborrowingsareconsideredtobefinancingactivities.
Financial instrumentsFinancialinstrumentsincludecashandcashequivalents,receivables,accruedreceivables,notesreceivable,investments,payablesandaccruals,municipalsolidwastediversioncreditspayableandunearnedrevenue.Unlessotherwisenoted,itismanagement’sopinionthattheOrganizationisnotexposedtosignificantinterestorcurrencyrisksarisingfromfinancialinstruments.Unlessotherwisenoted,thefairmarketvalueofthesefinancialinstrumentsareatleastequaltotheircarryingvalues.

7. Restrictions on net resources
NetresourcesundertheResourceRecoveryFundhavebeeninternallyrestrictedforthefollowingpurposes:
(a)Restrictedforfutureprojects–representstheamountinternallyrestrictedforfundingvariousfutureprojectsasapprovedandinaccordancewiththegoalsandobjectivesoftheResourceRecoveryFund.
