COMMITTEE RECOMENDED RESOLUTIONS FOR FUTURE
EVENTS
All parties involved in future events at Redlands Airport should embrace
these changes recommended by the Redlands Airshow Committee. Many of
the recommendations made are in line with many requirements listed in
the FAA’s Airport Compliance Manual 5!".#$% and will ensure futuresuccessful airport events for all involved.
ADDRESSING ISSUES FROM PAST EVENTS INCLUDING
ECONOMICS, SECURITY, PUBLIC PERCEPTION, COMPLAINTS
BY AIRPORT TENANTS, BUSINESSES, NOISE & PROPERTY
DAMAGE
Even though there were signifcant issues with previous Airest events, there was no
ocial detailed public debrie held in ront o the AAB, or City Council by Hangar 24
personnel !his was an event held at a public acility, ta"payer #onies weree"pended, airport users and businesses were i#pacted and the econo#ic and social
benefts to the co##unity are un$nown !he only inor#ation we have heard is
ro# Hangar 24 %reported by &ue Coo$' is that they su(ered a loss at the 2)*4
Airest event and as a result no proceeds were generated or Hangar 24 Charities
+edlands City olice and -./ sta( have stated 0everything went s#oothly and we
did .10
Additionally, the airport did not receive any proceeds ro# the previous Airest
events 3,))) o ta"payer #onies were spent on Airest 2)*4 or the cost o City
services without Hangar 24 Charities reporting bac$ to the very governing body that
approved the e"penditure !here was no consideration or businesses based at theairport or revenue lost as a result o the airport closure

• Event pro#oters and city ocials involved with supporting approved events at
+E5 will provide a ti#ely debrie to the Airport Advisory Board and City Council as
re6uested A report by those involved is appropriate and would be useul or
i#proving uture events at +E5
• !he City o +edlands needs to develop specifc event re6uire#ents and ees or
airshows that are si#ilar to other #unicipalities and counties that own and
operate #unicipal airports in Caliornia
• !he fnancial soundness o any event #anager planning events at the airport
should be evaluated by the City as they are responsible or the liability associated
with the event 7eposits, insurance re6uire#ents and bonding should be
considered as tools to inde#niy the city and the co##unity ro# the liabilities
associated with the event

• Although ee waivers or City services are at the discretion o the City council,
they should be granted to airshow #anagers in a consistent #anner as other
applicants Airshow event #anagers #ust present fnali9ed event plans and
de#onstrate econo#ic and social beneft to the co##unity as part o the eewaiver re6uest
• All airshow event #anagers will be re6uired to provide a ull fnancial report o
the event to the City o +edlands within a specifed ti#e ater the event
• !he airport enterprise und should receive a reasonable percentage o proceeds
generated by any airshow event %including those hosted by non8profts' !his
should be si#ilar to the City ees collected ro# all other business owners at +E5
• Airshow event #anagers are responsible or resolving valid clai#s o revenue lost
by airport business owners as a result o a planned airshow !his is a re6uire#ent
in the :AA;s Airport Co#pliance <anual *=)>B
CROWD LINE ISSUE
A costly > t chain lin$ ence line was installed at the 2)*4 event !his type o
ence created a potential or da#age to airplanes?people and airport suraces ro#
set8up and re#oval 5t re6uired signifcant ti#e to set up and re#ove which
lengthened airport closure 5t was not readily capable o being opened to allow
aircrat use outside o !:+;s which i#pacted tenants and transient trac
Crowd lines have put #ost o the airport on @loc$down during previous events
!here has been li#ited area or aircrat display, airshow visitors have not had
unettered access to the airport and hangar owners and tenants have been loc$ed
out o their hangars !his has negated the social benefts nor#ally provided by
airshow type events such as pro#oting aviation and the airport !he crowd line also
created #any issues with airport tenants and businesses by li#iting their access
use o their acilities

Event pro#oters should also review best practices at events held at other si#ilar
airports %Cable Airport8CCB' that have successully #ini#i9ed crowd line issues
!hese actions could result in #oving and possibly eli#inate the #andatory crowdline away ro# the hangars opening up #ore ra#p area or activities !his #ay
allow use o East ra#p area %+edlands Aviation ra#p' or other airshow activities
tili9e a cost e(ective orange 4 t plastic, D5!H cautionary signage in English
and &panish, attached securely and posted at various places along crowd line .

• Create an enclosed Beer Larden in .E location ./F, parallel along enced in
area DE&! o Coyote Hangars &ale o alcohol should be #ade e"clusively to
legal age individuals validated with approved wrist bands o children should be
allowed in this area

HEALTH AND SANITATION ISSUES

access and created a highly visible eyesore !rash was not e#ptied pro#ptly and?or

peror#ed properly, particularly on the west ra#p
