    Introduction

    1 Introduction

    This document describes the Redirect with System Information feature and itsmain benefits and impacts in the LTE RAN.

    1.1 Basic Characteristics

    This section describes the basic characteristics of the feature.

    This feature requires that one of following RAN features to be active:

    Coverage-Triggered GERAN Session Continuity

    Coverage-Triggered WCDMA Session Continuity

    Coverage-Triggered TD-SCDMA Session Continuity

    CS Fallback to GERAN and UTRAN

    This feature affects no other features.

    1.2 Benefits

    This section describes the benefits of this feature.

    The benefit of Redirect with System Information feature is that it improvesoutage time when the UE is redirected from LTE to GSM, WCDMA orTD-SCDMA. This is, for example, important when performing a Circuit Switched(CS) fallback from LTE to a GSM, WCDMA or TD-SCDMA network since theUser Equipment (UE) will be able to connect to the circuit switched domainfaster.

    Feature Operation

    2 Feature Operation

    This section describes the Redirect with System Information feature in moredetail, including network configuration requirements and operation flows.

    2.1 Network Requirements

    The following must be fulfilled at feature activation:

    The UE must support the e-RedirectionUTRA-r9 ore-RedirectionGERAN-r9 capability. More information can be foundin 3GPP TS 36.331 Section 6.3.6.

    The Coverage-Triggered GERAN Session Continuity license must beactivated in case of coverage triggered redirect from LTE to GSM.

    The Coverage-Triggered WCDMA Session Continuity license must beactivated in case of coverage triggered redirect from LTE to WCDMA.

    The Coverage-Triggered TD-SCDMA Session Continuity license must beactivated in case of coverage triggered redirect from LTE to TD-SCDMA.

    The CS Fallback to GERAN and UTRAN and Coverage-Triggered GERANSession Continuity licenses must be activated in case of CS Fallbacktriggered redirect from LTE to GSM.

    The CS Fallback to GERAN and UTRAN and Coverage-Triggered WCDMASession Continuity licenses must be activated in case of CS Fallbacktriggered redirect from LTE to WCDMA.

    The CS Fallback to GERAN and UTRAN and Coverage-TriggeredTD-SCDMA Session Continuity licenses must be activated in case of CSFallback triggered redirect from LTE to TD-SCDMA.

    2.2 Feature Operation Sequence Diagram

    This feature extends the features listed in Section 5.1 on page 9 by includingsystem information for cells belonging to target Radio Access Technology(RAT) when performing Radio Resource Control (RRC) connection release withredirect to GSM, WCDMA or TD-SCDMA. The system information enables theUE to connected to target GSM, WCDMA or TD-SCDMA cell faster.

    2.3 Process Steps

    This section describes the main process steps for the feature flow.

    2.3.1 Configuration

    The following parameters must be configured for the Redirect with SystemInformation feature to operate successfully:

    mobilityAction

    The parameter must be set to value RELEASE_WITH_REDIRECT_NACCfor the specific RAT for the system information to be included for acoverage-triggered RRC connection release with redirect.

    mobilityActionCsfb

    The parameter must be set to value RELEASE_WITH_REDIRECT_NACCfor the specific RAT for the system information to be included for CSfallback-triggered RRC connection release with redirect.

    2.3.2 Prioritization of Cells

    The eNodeB includes system information for up to four GSM, WCDMAor TD-SCDMA cells. If the number of candidate cells is more than four,the eNodeB will prioritize system information for cells based on how thecoverageIndicator MO attribute is configured.

    In case of CS Fallback triggered Release with Redirect, the eNodeB willprioritize System Information as follows:

    First include System Information for cells with coverageIndicator setto COVERS.

    Secondly include System Information for cells with coverageIndicatorset to OVERLAP.

    Thirdly include System Information for cells with coverageIndicator setto CONTAINED_IN or NONE.

    For coverage-triggered release with redirect, the eNodeB will prioritize systeminformation as follows:

    First include system information for cells with parametercoverageIndicator set to COVERS.

    Secondly include system information for cells with parametercoverageIndicator set to NONE.

    Thirdly include system information for cells with parametercoverageIndicator set to OVERLAP.

    Forth include system information for cells with parametercoverageIndicator set to CONTAINED_IN.

    coverageIndicator Defines whether the coverage area of the E-UTRAN cell andthe GERAN cell are indicated to overlap (has approximately thesame coverage area), whether the coverage area of the GERANcell is indicated to cover the E-UTRAN cell, or if it is contained inthe E-UTRAN cell

    coverageIndicator Defines whether the coverage areas of the E-UTRAN celland the UTRAN FDD/TDD cell are indicated to overlap (haveapproximately the same coverage area), whether the coveragearea of the UTRAN FDD/TDD cell is indicated to cover theE-UTRAN cell, or if it is contained in the E-UTRAN cell

    Network Impact

    4 Network Impact

    This section describes how the Redirect with System Information featureimpacts the network functions and capabilities.

    4.1 RAN Information Methods for SI Tunneling

    For the Redirect with System Information feature to function properly, thesystem information must be accessible to the eNB.

    The eNB requests system information from the target cells using RanInformation Methods (RIMs) and this feature must be supported by the targetRAT. This requires that the RIM NACC Packet Data Unit (PDU) is used forretrieving system information from GSM, WCDMA or TD-SCDMA target cells.

    4.2 Mobility

    The Redirect with System Information feature reduces outage time for releasewith redirect from LTE to GSM, WCDMA or TD-SCDMA.
