INTRODUCTION

1. This Technical Note has been prepared to summarise the parking assessments that have been

undertaken to inform the parking and servicing strategy for the Rectory Road site in LB Barking and

Dagenham (LBBD).

2. The scope of assessments has been fully discussed and agreed with highways officers at LBBD to

ensure that material transport impacts of the proposed scheme are robustly assessed, and all of the

information has been provided within the submitted Transport Assessment documentation.

3. All assessments have been carried out according to industry standard methodologies such as use of

2011 Census data, and “Lambeth Methodology” residential parking surveys.

PARKING POLICY

4. The site has a PTAL of 3, permitting up to 0.65 standard parking spaces per dwelling and 0.1 blue

badge spaces per dwelling, under the parking standards set in the Intend to Publish London Plan.

5. The Intend to Publish London Plan has specific requirements for blue badge parking:

Development should provide a disabled parking bay for 3% of dwellings from the outset (i.e.

two spaces)

Development should be able to provide a disabled parking space for a further 7% of dwelling

should demand materialise in future – this is proposed to be accommodated on street if

required.

➢ Note: 2.4% of the population in Barking and Dagenham aged 20-69 held a blue

badge in 2019.

20% of spaces to have active charging facilities, with passive provision for all remaining

spaces.

PARKING SURVEYS

6. It was agreed with LBBD highways officers that overnight parking surveys should be completed to

understand the peak residential parking demand. Overnight surveys are used because this is when most

residents and their vehicles are at home.

7. The surveys were undertaken by an independent survey company over three nights in March 2020. The

assessment followed the standard “Lambeth” methodology.

The assessment was undertaken on two week nights (Tuesday 10th and Wednesday 11th) and

a Saturday night (14th March).

The assessment was undertaken overnight at 1am when the greatest number of residents are

expected to be at home with their cars parked.

The survey company produced a map of all the parking and loading restrictions within 200m

(less than a 3-minute walk) of the site.

The survey company calculated the number of spaces available (by parking restriction

category) within the 200m zone.

The survey company plotted where each car was parked on each of the three nights on three

plans so we can see where cars are and are not parking.

Of the 359 spaces in residents permit bays and unrestricted kerb space, a maximum of 186

spaces were parked in on Wednesday the 11th March 2020. (169 on the Tuesday, 175 on the

Saturday).

The survey clearly shows that there is currently considerable parking availability immediately

adjacent to the site on Rectory Road, Church Elm Lane and Vicarage Road.

8. The parking beat data was summarised in Section 5.7 of the TA, with the full results included in

Appendix A of the TA.

9. The surveys show that at 1am in the morning of the surveys when residential parking should be at its

greatest, there were over 150 parking spaces available within a 200m distance of Jervis Court. There

were over 50 spaces available on Church Elm Lane, and more than 10 on both Rectory Road and

Vicarage Road.

PARKING DEMAND CALCULATIONS

10. 2011 Census data is the only comprehensive source of car ownership and demographic data, and will

remain the transport planning industry standard dataset for such information until such time as data

from the 2021 Census becomes available.

11. Local data from the 2011 Census shows that the average number of car parking spaces per bedroom

was 0.23 providing an indicative unrestricted demand of 29 spaces for the proposed development.

PARKING PERMIT ELIGIBILITY

12. The 2011 Census data provides an estimate of the unrestricted parking demand; however, London Plan

policies encourage the use of restrictive parking practices to reduce car use and support the uptake of

walking, cycling, and public transport.

13. As such, the Transport Assessment proposes in Paragraph 7.6.4 that only the seventeen three and four

bed units will have access to parking, with spaces for nine homes provided on site. Eight homes would

be eligible to apply for one CPZ permit each The remaining units would be “car-free” and would not be

entitled to park within the CPZ.

14. We note that Vicarage Road is currently not included within the CPZ, but that the CPZ could be extended

to restrict who is able to park here and that there is currently a consultation taking place considering

this matter.

PROPOSED PARKING PROVISION

15. It is proposed to introduce an off-street car park for 11 cars including two blue badge spaces.

16. An additional eight residential units will be entitled to apply for up to one parking permit each. The

maximum potential demand from eight CPZ parking permits can be accommodated on street as

identified within the parking stress surveys.

17. It is proposed to provide residents with car club membership so that they can have access to a car for

infrequent journeys (such as the weekly shop) without having to own their own car.

18. No parking is provided for nursery employees in accordance with the principles of the Intend to Publish

London Plan, which encourages walking, cycling and public transport use.

ELECTRIC CAR CHARGING

19. All of the spaces within the private car park will have the capability for electric charging, in accordance

with the requirements of the Intend to Publish London Plan.

LEAPING TOADS NURSERY PICK-UP/DROP-OFF

20. The Leaping Toads Nursery currently has a loading bay adjacent to its frontage which allows for legal

parental pick-up/drop-off by up to three cars at any one time. The nursery’s existing car park does not

provide any parking or drop off facilities for parents.

21. In the development proposals there is an eight car length drop off in front of the nursery on Church Elm

Lane, and an additional two two-car drop off points on each of Rectory Road and Vicarage Road,

providing twelve drop off spaces in total – four times the existing provision.

22. The drop off areas will be controlled by single yellow lines that allow for drop-off and loading only 7am

– 7pm, with parking permitted overnight for residents.
