RECREATION LEAGUE RULES REVIEWRULES THAT APPLY TO ALL DIVISIONS

EACH COACH WILL GET A POCKET RULE CARD INCLUDED IN THEIR UNIFORM PICKUP PACKAGEGAMES ARE PLAYED UNDER NFHS (NATIONAL FEBERATION HIGH SCHOOL) RULES IF NOT STATED OTHERWISEBBL RULES THAT APPLY TO ALL DIVISIONS

20‐minute halves unless either team has more than 10 players.  11 players = 25 min second half.  12 players = both halves are 25 minutes.

Running time, including during foul shots and substitutions, except the last two minutes of each half. Subs at 5‐minute intervals only (except for injury and overtime) No player should have more than one more shift than any other player (violation results in a forfeit) 1 and 1 at 7 fouls in each half, 2 foul shots at 10 fouls, no foul shots on offensive fouls. Teams must play man to man the first 10 minutes of the game. After the first 10 minutes any defense can be 

played. (Help defense is allowed).  There will be one warning per half. Man to man penalty is a team foul. Backcourt defense (as defined in each division) is given one warning per half.  Penalty is a personal foul. Each team gets 3 timeouts per game, no more than two per half, subbing is not a time out Overtime will be for 2 minutes.  Any 5 players can play and subs are allowed during dead balls.  Regular season 

games can end in a tie. TECHNICAL FOULS

First – player T is a personal and team foul, bench T is a team foul (coach seat‐belted) Second – ejection from the game and gym and subject to rules of behavior suspension

3RD & 4TH GRADE DIVISION RULES

No 3‐point goals.

Free throws may be taken from first hash mark, players can jump over.

No defense allowed outside your 3‐point circle until the last 5 minutes of each half when pressing is allowed up to 

the half court line.

3 second rule is modified to 5 seconds.

For the first 3 weeks of the season violations will not result in a turnover.

RECREATION LEAGUE RULES REVIEWRULES OF BEHAVIOUR

No individual is allowed to openly criticize a referee. Questions should be discussed calmly during time‐outs or following the game. The referee's decisions are final. BBL Directors, referees and the division coordinators have the authority to assess game ejections for violations of this rule. If a referee, coordinator or board member feels that any spectators behavior is unacceptable during a game, coaches will be asked to talk to the offending individual. The next transgression will result in an official warning by the referee. If the problem continues, a technical foul will be assessed and the individual will be asked to leave the gym before play is resumed. The incident will be reported to the BBL Board by both coaches and officials involved for the Board's review and possible further action.Any individual ejected from a game by a referee, coordinator or director will automatically be suspended from participating in the team's next game. The ejection is subject to review by the BBL Board of Directors.Any individual ejected from a game by a referee for the second time in the same season will automatically be suspended for the remainder of the season (including tournaments and playoffs). This is subject to review by the BBL Board ofDirectors.Violations of these rules, unacceptable behavior and multiple, repeated, or significant transgressions will be subject to review by the BBL Board of Directors for disciplinary action. Possible penalties include, but are not limited to, warnings,suspensions and dismissals from the league. Any coach or official who, in the BBL Board's opinion, manipulates these rules against the spirit in which they are intended or contrary to a positive recreational experience for any of the participants, shall be subject to disciplinary action by the board. Nothing in this section shall prevent a referee, league official or director from immediately ejecting anyone from any gym at anytime for just cause.

BACK COURT VIOLATION (OVER AND BACK DEMONSTRATION)When is a player considered in the front court?

The player is in the front court only when two feet and the ball have entered the front court The ball has 10 seconds to transition in to the front court

INBOUND VIOLATIONS Is it legal for a player to step on the line when inbounding the ball?

Yes, the line is out of bounds Can a player travel when out of bounds? (Point of Emphasis for 2019‐2020)

Not exactly, however, If player moves outside the three‐foot wide designated spot it is a throw‐in violation, not traveling. A player inbounding the ball may move backward as far as space allows.  In gymnasiums with limited space outside the sidelines and endlines, a defensive player may be asked to step back no more than three feet. 

The inbounder has five seconds to release the ball and it must come directly onto the court. BACKBOARD

If the ball rolls across the top of the backboard and drops in to the basket is it a good hoop? Yes, the front, top, sides, and bottom of the backboard are all in play. It is a violation when the ball passes over the backboard from either direction. The back of a backboard is out of bounds as well as the supporting structures.

ATTEMPTING A TRY FOR A GOAL Can a player attempt a shot, miss everything, catch the ball, and continue a legal dribble?

Yes, A player who attempts a try for goal and misses the basket (shoots an air ball) can retrieve his/her own missed attempt. It is then legal for that player to start another dribble or attempt another try for goal

IS THIS PALMING THE BALL? (DEMONSTRATION) No, There is no restriction as to how high a player may bounce the ball, provided the ball does not come to restin a player’s hand and the hand stays above the ball. Note: A palm will not be called in the BBL if there is no advantage

KICKING THE BALL If the ball makes contact with a foot is it always a “Kick”

No, Kicking the ball is intentionally striking it with any part of the leg or foot and is a violation. If the ball isunintentionally kicked, play shall continue regardless how far the ball travels and who recovers it.

IS HITTING THE HAND OF THE PLAYER WITH THE BALL A FOUL? No, The hand is considered part of the ball when the hand is in contact with the ball. This includes holding, dribbling, passing, or even during a try for goal. Striking a ball handler or a shooter on that player's hand is incidental contact and not a foul, no matter how loud it sounds.

TRAVELING If a player slides on the floor while attempting to secure the ball is it a travel?

No, A player may slide on the floor while trying to secure a loose ball until that player’s momentum stops. This is not a travel. 

Why is it a travel when a player gets up from their knee without dribbling? (DEMONSTRATION) A player securing a ball while on the floor cannot attempt to stand up unless that player starts a dribble. A player in this situation may also pass, shoot, or call a timeout. If the player is flat on his or her back, it is a legal play for that player to sit up but not begin to stand up.  If more than three points are on the floor and any one of them is removed then that is a travel.

FOULS “Reaching‐in” is not a foul. There must be contact to have a foul.  “Over‐the‐back” is not a foul. If a player is displaced, then a pushing foul must be called. A rebounding player, with an inside position, while boxing out, is not allowed to push back or displace an opponent, which is a pushing foul.  A defensive player does not have to remain stationary to take a charging foul. A defender may be moving  provided he or she has already established legal guarding position, which are both feet on the playing court and facing the opponent.  

RECREATION LEAGUE RULES REVIEWBASKETBALL SIGNALS

A five‐second closely guarded violation may be called against an offensive player with the ball when that player is guarded closely for five seconds or more, and does not pass, shoot, or dribble within that time.

Will only be called in grades 3‐6 when a player picks up their dribble.

Will be called as written in 7th/8th grade.

Two hands at any time on any player will be called a hand check.

Please coach the 3‐second rule. Blocking is the most common 

foul.  We have to call it or it turns in to rugby.

Player control is the proper call for an offensive charge.

Team control is the offense setting an illegal pick. Please coach on how to legally set a pick.

Please coach on how to foul to put someone on the line.

Pushing  a player from behind while going to the hoop will always be called an intentional.

RECREATION LEAGUE RULES REVIEWFREE THROWS

4 Defensive players and 2 offensive players line up directly above the block.

All other players must be outside the three point circle and above the foul line extended.

All 6 players in the paint may leave in release.  The shooter, and the 3 players outside the 3 point circle must wait for the rim.

Free throw must hit the rim or it’s a violation and a turnover.

In 3rd/4th players may start at first hash mark and jump over.

All other divisions must begin and land behind (not on) the foul line.
