In 1863, after Abraham Lincoln issued the Emancipation Proclamation, what had been awar to preserve the union also became a war to end slavery in the United States. Thisedition of Records of U.S. Colored Troops shows that, given the opportunity, AfricanAmericans seized the chance to help win the war and deal the death blow to slavery. By theend of the war in 1865, over 180,000 African Americans, including former slaves andescaped slaves, had served in the ranks of the U.S. Colored Troops (U.S.C.T.). Thiscollection consists of correspondence from military officers and from civilians regarding themembers of the U.S.C.T. These two types of correspondence are interfiled, organized byyear and, within each year, alphabetically by name of soldier or correspondent. Thedocuments date from 1863 to 1865.
The first type of correspondence in the collection is letters from officers of the U.S.Colored Troops, other army officers, surgeons, and chaplains. These letters can be separatedinto two categories. The first category covers recruitment, medical exams, death records,musters, inventories of possessions of deceased soldiers, and other administrative matters.These items appear in every folder and therefore are not listed in the major topics in the ReelIndex. The second category is reports on the activities of different regiments. These letters,primarily written by the chaplains of the regiments, are less frequent but contain revealinginformation about the experience of African Americans in the Union Army and theircontribution to the Union cause. Some letters, for example, discuss the combat activities ofindividual regiments. In his monthly report dated June 1, 1864, H. H. Moore, chaplain of the34th regiment, U.S.C.T., describes battles in Florida and skirmishes in Georgia and SouthCarolina. In both Florida and South Carolina the regiment not only defeated the enemy butalso destroyed materials stockpiled by the Confederacy. While marching through SouthCarolina, the regiment liberated 837 slaves (Reel 2, Frame 0796). Other battles mentioned inthe correspondence include Chattanooga, Tennessee; Decatur, Alabama; Helena, Arkansas;Nashville, Tennessee; Petersburg, Virginia; and Wallace’s Ferry, Arkansas.
Several letters offer glimpses into the everyday experience of soldiers in the U.S.C.T.In his report for June 1864, William Elgin, chaplain of the 14th regiment, U.S.C.T., wrote thatthe men had spent the month building fortifications near Chattanooga. The regiment losttwenty men to disease during the month, but Elgin still reported that the men “at all times arecheerful, kind, and respectful, and evince an earnest devotion to soldierly duties.” He alsostated that the men had a strong interest in education and frequently attended religiousservices. Other chaplains also reported that soldiers used their military service as a chanceto improve their education. On August 1, 1864, George LaVere, chaplain of the 20thregiment U.S.C.T., wrote: “Our regiment has enjoyed the quiet of camp life … by theconsent and assistance of Col. Mather (commanding) we have been able to open a schoolfor the instruction of those of the regiment who are enabled to read write and cipher. And Iam happy to report that there is manifested a great [sincerety?] to learn” (Reel 2, Frame0700).
The second group of letters in the collection consists of correspondence from civilians.These letters are primarily from relatives—mothers, wives, fathers, sisters, brothers—trying

to find out about their loved ones. In most cases, the soldiers died or were killed or missing inaction. Over 2,000 names of correspondents are listed alphabetically in the PrincipalCorrespondents Index of this guide. As a result, this collection is an excellent source forgenealogical research on African Americans during the Civil War.

EDITORIAL NOTEThe War Department organized the Colored Troops Division in May of 1863. The
functions of the division included all matter pertaining to the recruitment, organization, andservice of colored troops and officers. This microform collection consists of only thedocuments for the period 1863–1865 of the series entitled “Letters Received relating toRecruiting, 1863–1868.”
The “Letters Received relating to Recruiting, 1863–1868” consist of letters, reports, andrelated papers in “jackets.” These “jacketed” documents are tri-folded with an outer coveror “jacket” with identifying information. These “jacketed” documents are arrangedchronologically by year, then by initial letter of the soldier’s surname, and then numericallyby registration number. LexisNexis has microfilmed all documents, including the jacket, foreach year for the period 1863–1865. A very small number of documents may have legibilityproblems due to poor storage conditions, age, quality of paper, and/or usage. LexisNexis willmicrofilm the remaining years, 1866–1868, of this series in Part 2 of Records of U.S.Colored Troops.
