Attached please find a translation of the letter sent by Rector Thong to the Director General of Planning concerning the results of the examination for Ph . D. participant grants. So far as we know, the only document needed by Chung will be the arret~, which GVN will issue . USOM has no say in this matter and no documents, so far as we now know .

It would be he lpful if, at year end, you suggested to the Vietnamese Embassy--if you have not already done so--that Chung ' s passport and visa be adjusted so that he can take advantage of the grant.
