Ecole St.Matthew Elementary / Junior High School (French Immersion), was originally a single storey structure, constructed in 1960 with an area of 1550 square meters. In 1962, a 1 1/2 storey addition of 912 square meters was added to the south-east end of the original school. In 1964, a two storey addition of 6 rooms added 515 square meters west of the 1962 addition. In 1967, a 2-storey addition of 2174 square metres was added along the south end of the school creating an open interior courtyard. The total area of the school is 5150 square meters. Small internal renovations were conducted in 2004, which included a renovation of the 1962 student washrooms, the east entrance opposite the outdoor playground and the addition of a barrier-free washroom. In 2006/07 an elevator was added opposite the main entrance. The school includes 18 classrooms, a gymnasium with a stage, 3 ancillary rooms, 2 science labs, an art room, computer lab, a library, a music room, a conference room and administrative offices. Two free-standing portables are located opposite the east elevation of the school The 2009 student enrollment - N/A
General Summary:
Structural Summary:The foundations consist of cast-in-place concrete grade beams and spread footings. The building has cast-in-place concrete slabs-on-grade with conventional steel reinforcement. The 1967 addition includes a two storey basement level mechanical room. Precast concrete 'T' and cast in place concrete floors supported by masonry concrete beams, columnsand walls. The stage is constructed with a conventional wood frame assembly. Structural reinforced concrete load bearing partitions have been used throughout the building. The roof has precast concrete 'T' members supported by concrete columns,beams and walls. The structure of the building appears to be in acceptable condition
Envelope Summary:The upper portion of the 1967 Addition has precast concrete panels. Precast concrete panels are located on the exterior east and west elevations of the 1960,1962 and 1The east and west elevations on the 1962 and 1964 addition have an exposed poured in place concrete assembly. The concrete beams and columns are exposed.964 sections. Brick masonry walls are located along the lower elevations of the 1967 section, at the main east entrance to the 1962 addition and along portions of the north-east and north-west elevations. Exposed concrete block is located on the north and west west elevation of the original school. Glass block panels are located on the upper portion of the gymnasium north wall. The interior portion of the exterior walls comprises primarily of a concrete block wall assembly. The parapet on most of the exterior walls have perimeter metal flashing. Wood panels have been installed between the upper & lower precast panel along the east and west elevation of the 1960, 1962 and 1964 sections. The exterior concrete beams, columns, walls and masonry block walls have a paint finish. The wood panels have a paint finish. Expansion/control joints are located throughout the precast concrete cladding assembly. Sealant is located around all window, door and exterior cladding assemblies. Exterior metal louvres are located on the upper portion of the exterior walls opposite the mechanical rooms. The main entrance soffit has a stained wood finish. The concrete structure at the main entrance to the 1962 addition is exposed & painted. The concrete soffit fins around the perimeter of the 1960,1962 and 1964 sections are exposed & painted. The 1967 section has a plaster finish on wood soffit. The windows comprise of aluminum frame double glazed fixed & operable awning units. Most of the windows have security screens.The main entrance doors comprise of painted steel doors & frames with GWG transoms & sidelites. The majority of the exterior utility doors are painted insulated hollow metal doors in a painted steel frame assembly. The roofs have a modified bituminous membrane roofing assembly (SBS). Interior Summary:Interior partitions in the gymnasium, corridors, washrooms and vestibules typically consist of painted masonry block walls. The renovated areas typically consist of metal framed gypsum board walls. Fixed interior glazed windows with GWG are located in the library, computer room and general office area. The interior doors are solid core wood doors complete with pressed steel frames. The doors have GWG inserts, The doors in the corridors are either wood or hollow metal doors complete with pressed steel frames. An aluminum panel bi-fold doors is located on the stage area. Chalkboards and tackboards are located in the teaching areas. Prefinished metal washroom stall partitions are locatedin each boy's & girls washroom & change rooms. Prefinished metal lockers are located throughout the original school corridors. Storage lockers in the corridor are equipped with painted custom open faced units. Metal storage shelving throughout the vestibules, custodial utility rooms and staff supply rooms. The washrooms are equipped with typical washroom accessories: Paper towel dispensers, toilet paper dispensers, hand-soap dispensers, waste bins and mirrors. The stairs to the second floor have a poured in place concrete assembly. The music room and mechanical room stairs are steel framed.The stairs to the gymnasium stage are wood framed. The two stairwells to the second floor have a ceramic tile finish on the treads and risers. The stairs to the music room mezzanine have a sheet rubber or ceramic tile finish. The handrails are constructed of steel with a paint finish. A poured in place concrete ramp is located on the main floor corridor of the 1962 addition. Acoustic baffle boards behind wood panels are located in the music room. The interior gypsum board & concrete block wall partitions throughout the school have a paint finish. Painted/sealed concrete floors are located in the mechanical rooms and storage rooms. The main vestibules, washrooms and change rooms have a ceramic tile floor finish. Rubber flooring is located in the gymnasium. Sheet vinyl floor tiles are located throughout the corridors, several classrooms, the computer room, art room and,ancillary areas and stage area. Vinyl floor tiles (VAT) are located in 5 classrooms & a science room. The library, administration area & music room have a carpet floor finish. A suspended wood ceiling is located in the main vestibule. The majority of the ceilings have a 2'-0"x4'-0"suspended acoustical tile assembly. All the interior gypsum board ceilings in the vestibules and washrooms have a paint finish. The exposed concrete structure in the gymnasium, mechanical room, 3classrooms, stairwells and main lobby has a paint finish. The interior finishes are in good condition. Recommendations: - Repaint concrete floors in all utility rooms.. - Provided power operators for barrier free access at the main south-west and north-east entrances.
Mechanical Summary:MECHANICAL SUMMARY (July 2009) In the c.1960 original building and in the c.1962 and c.1964 building additions, primary building space heating is provided by two natural gas fired hot water boilers which provide hot water for the building heating terminal units (forceflow convectors, finned tube radiation cabinets, unit heaters, and unit ventilators). In the c.1967 building addition, primary building space heating is provided by two natural gas fired hot water boilers which provide hot water for a glycol heat exchanger and for the building heating terminal units (force flow convectors, finned tube radiation cabinets, unit heaters). In the c.1960 original building and in the c.1962 and c.1964 building additions, building ventilation is provided by unit ventilators and exhaust fans. In the c.1967 building addition, building ventilation is provided by an air handling unit located in the mechanical room. The air handling system is a mixed air system and the air handling unit has an associated return air fan. The air handling unit is equipped with a glycol heating coil. The fresh air supplied to the building by the air handling unit is balanced by the exhaust air flow from the building sanitary and general exhaust fans. The building HVAC controls are primarily pneumatic, although there are some electric controls. There is a building management and control system (BMCS) which provides control and monitoring functions for the HVAC equipment in the c.1967 building addition mechanical room. The BMCS is a Johnson Controls Metasys system. Washroom plumbing fixtures include toilets, lavatories and urinals. There are 34 toilets, 17 urinals, and 32 lavatories. Other plumbing fixtures in the building include drinking fountains, various sinks, and shower stalls. Two natural gas fired domestic hot water heaters provide domestic hot water for the building lavatories, sinks and showers. Fire protection for the building includes a standpipe system feeding standard fire hose cabinets, and cabinet and wall mounted dry chemical type fire extinguishers.

Overall, the building mechanical equipment and systems are in acceptable condition, although some mechanical components and systems are in marginal condition and will have to be addressed over the next five years.
Electrical Summary:St. Matthew Elementary School is fed from an exterior padmount transformer. The main distribution consists of an 800A main disconnect switch and an 800A, 120/208V breaker distribution panel. The mechanical loads within the building are fed from 4-Plex Motor Control Centres or individual motor starters. The wiring in the building is typically standard wiring in conduit. The majority of the interior fluorescent lighting fixtures have T-12 lamps and magnetic ballasts. The exit lighting in the building is typically metal units with incandescent lamps. The emergency lighting is fed from emergency lighting batterypacks and remote lighting heads. The exterior lighting consists of wall mounted HPS fixtures and recessed incandescent lighting. The building is equipped with an Edwards 6500 fire alarm system. Detection and end devices include, smoke and heat detectors, bells/strobes and pull stations. The communications systems within the building include structured wiring systems for the Nortel telephone system and the data systems. The school has a security system, an Inter-M 4000 P.A. system and a security system. It is recommended, as routine maintenance, that a program for annual examination of major electrical components be instituted. Maintenance should include thermographic scans for hot spots and power shut down to allow examination of interior components for accumulated debris and signs of corrosion. The main concerns for the school are: - the 1960-67 panels are aged - mechanical starters and accessories are aged - interior incandescent and fluorescent lighting is dated and inefficient - several emergency lighting battery units are aged - exit signs are not energy efficient - the incandescent exterior lighting is inefficient - the fire alarm system is aged Overall the electrical systems for St. Matthew Elementary School are in marginal condition.

The incoming hydro service to St. Matthew School is an 800A, 120/208V, 3-phase, 4-wire service from an Enmax padmounted transformer, located on the S.W. side of the school. The Enmax meter and main panel are located in room 101 (Main floor S.W.). The main electrical switchboard is a Cutler Hammer distribution panel (Sub-Distribution Panel #1) rated at 800A, 120/208V, 3-phase, 4-wire. A separate 800A main disconnect switch has been provided for Sub-Distribution Panel #1. Sub-Distribution Panel #1 has moulded case breakers feeding five branch circuit panels, MCC #1,MCC #2, the elevator and Sub-Distribution Panel #2. Surge Protection has been provided for Sub-Distribution Panel #1.
Sub-Distribution Panel #2 is a 3-phase 120/208V distribution panel, located in the electrical closet at the West end of corridor 143. SDP #2 feeds four, single phase, 120/240V panels (B2, C2, D2 and E2). Panel A1 is a single phase panel fed from SDP #1. The single phase panels are FPE or Canadian Westinghouse panels that were installed as part of the original construction or the 1962 addition. Panels C1, G and J are Westinghouse panels installed as part of the 1967 addition. The branch panels have copper bussing and bolt-on breakers.
Consequences of Deferral:Deferring replacement could lead to partial power outages and intermittent tripping of breakers as well as increased maintenance costs.
