I hope your visit to DaIIas ano the Loews-Anatole Hotel- will bepleasant and comfortable. Reagan-Bush '84 campaign officialsare located in the Tower section with the President ano theCabineÈ. The VÍce President is housed in the Atrium wing ofthe Anatol-e. Also, many of the White House press corps,traveling with the President, wil-l be located in the Anato1e.The Reagan-Bush ' 84 Finance Committee has a block of rooms inthe Anatole Tower as wel-l. The Cal-ifornia delegation has beenassigned most of the Atrium Wing of the hotel.

There are many activities scheduled for the Convention week.v'Ie are organized for political developments, coordinatingschedules of our leaders, implementing a media plan to get ourmessage to Èhe public, assisting the Republican NationalCommittee in the official proceedings of the Convention'arranging appearances before state delegation caucuses, etc.It is a gigantic logistical undertaking with thousands ofimportant people - Iike you - converging in one spot at onetime.

Since our Convention budget comes from Reagan-Bush | 84 campaignfundsr hrê obviously are limiteo in f inanciaL resources. VrTe

can't afford all the cars, telephones, walkie-taIkies, tickets,suitesr pârties, and facilities we would like to haveavailable. Therefore, I hope you will overcome any logisticalshortcomings with initiative, ingenuity, perseverancer and gooohumor.

I. THE HOTEL AND ROOMS

Loews-Anatore is a first-crass, luxury hote1. Reagan-Bush '84has control over all sleeping rooms and public facilitiesr withseveral exceptions, in the Tower Wing. The Atrium Wing hasbeen assigned to the Vice President, Èhe California delegationand others attending the Republican National Convention. Thereare many restaurantsr cafes, shops and personal servicesavailable in both Tower and Atrium Wings. Most rooms have beenpre-paid by Reagan-Bush '84. All room charges are yourpersonal responsibility.Each floor in the Tower has between 2r-2G sleeping rooms and 4suites. Prease note there are no Tower froors marked t0 or13. A typical floor layout is attached f.or your information.The Nana Grill on the 27th floor has been set aside effectiveAugust 18, for excrusive use by the white House staff and theReagan-Bush r84 group as a lunch and dinner facility durÍngconvention l{eek. Your R-B colored photo rD is reguired foraccess to this floorr ând diners must pay their own bills.rn addition to The Nana Grill on the 27th froor, the Anatorehas 9 restaurants and 8 cafesr âs well as two settingsproviding musical entertainment. There is access to a healthclubr ând the hotel has fuII laundry and valet services. TheAnatole has a drug store, a florist, auÈomobile rentalsr abarber and beauty shopr ârìd arl other facilities of a worldclass hotel.For those who aren't able to attend arl convention sessions,the Anatole has cabre News Network on channel 25 of your hoteltelevis ion.

While some sleeping rooms have been converted to staff offices,most operations are being conducted out of public rooms on themezzanine and ground floors.Reagan-Bush buses and cars have assigned parking spaces croseto the front of the Tower entrance to the Anatole.

Anatolers management has been extremely cooperative. TheReagan-Bush | 84 Hotel Coordinator is Pam Fennell on R-Btelephone extention 8320. she has an office in the EmeraldRoom and will be happy to assist you in every way possible.

II. SECURITY AND IDENTIFICATION

Each individual involved in the Reagan-Bush '84 Conventionoperations wiIl have a photo ID for identification purposes.Access to staff working areas, R-B busesr cârsr The Nana Grillon the 27Eh floorr ârìd certain areas at the Convention Hallwill require Reagan-Bush '84 identification. Access to thePresidential and Vice Presídential hotel floors will be byinvitation or special recognition by the U.S. Secret Service.

Professional Iaw enforcement officers have been retained toprovide security for many Reagan-Bush facilities ín the hotel.Most staff already will have their photo ID cards beforearrival in Da1las. However, authorized personnel that do notmay secure an ID badge from the Director of Security, CharlesBurris, in the Emerald Room. His extention is 8320 on theReagan-Bush phone system.

For management purposês r badges will be color coded as follows:

Note: Clear I.D. badges normally do not provide access toworking areas, buses t ot The Nana Grill. Reagan-Bush badges donot authorize admittance to the Convention Ha11.

III. TRANSPORTATION

Reagan-Bush '84 has made arrangements to purchase blocs oftickets on !{ashington-Da11as-Washington flights of BraniffAirIines. Ivlost staff and special guests are ticketed for oneof these flights. Reagan-Bush '84 will try to meet theseflights with buses or cars to provide transportation for you tothe Loews-Anatole. On Friday, August 248h, buses will beavailable to make return connections.

There are two types of ground transportation provided byReagan-Bush r84. One service is permanently assigned cars anddrivers to those few Cabinet Officers, for example whoreguire special transportation. The second service is a poolof cars and volunteer drivers. Because of strict limitationsrthese cars can be used only by those on the approved prioritylist. However, Reagan-Bush '84 has chartered buses to shuttlebetween the Anatole and Convention Hall before and after eachof the six sessions. For those Reagan-Bush staff stayingoutside the Anatole, transportation to the Convention Centerand the Anatole will be provided by calling the Motor PoolDispatcher on R-B Ext. 8317.

White House staff and members of the Vice Presidentrs staffwill draw on their own motorpools, whose cars are furnished byReagan-Bush r84. lrfhite House staf f must caII White Houseswitchboard to make arrangements for vehicle pick-up.

Please do not ask pool drivers to wait for you or run errandsor pick yoÑp at ã designated place. Therè are many peoplewho need use of pool transportation, and arrangements must bemade through the dispatcher for all ground movements. Driverswill be located in the Senators Room.

IV. TICKETS

Unfortunately there is a shortage of seats in the ConventionHa11.

Every member of the Reagan-Bush '84 operation officials andstaff should have tickets to at least some sessions of theRepublican NaÈional Convention. In addition to thePresidential, Vice Presidentialr and Cabinet box seatsr wê hopeto provide good seats for as many as possible.

However r ñot every member of Reagan-Bush staff will have accessto atl six sessionsi you must make arrangements within youroivffistowhowi11beworkin9duringthesessionsandwhowill be allowed to attend a particular session.

It is extremely important that your tíckets be used. If forany reason you cannot attend a session for which you have aticket, please turn it in for use by others who may not haveseats. (The Youth-For-Reagan Organization will have thousandsof young people in DaIIas at their own expense and withouttickets ! )

These tickets wilI be the only necessary credentials forconvention sessionsr and they will be distributed by Group andDivision leaders.

A number of Anatole Hotel sleeping rooms and public areas have beenconverted to operational offices for Reagan-Bush conventionactivities. In addition to United States Secret Service and regularhotel security, Reagan-Bush r84 has arranged for special guards toprotect working offices. VII. MEMORANDUM TO ALL VOLUNTEERS

RE: LEGAL POLICIES AND GUIDELINES

All volunteers attending the Republican National Conventionon behalf of Reagan-Bush '84 should be aware of the fotlowingapplicable federal laws as well as the policy determinations ofthe Campaign Director of Reagan-Bush '84 which govern theirvolunteer activities.I. Federal Election Law

The Federal Election Campaign Act of 1971r âs amended (the"FECArr), encourages broad-based citizen participation in theelectoral process. However, the FECA does impose certainrestrictions on volunteer activity:

1. An individual may volunteer unlimited services toReagan-Bush '84 provided the services are performed on thevolunteer I s own time and the volunteer is not being compensatedfor these services by an employer. Consequentlyr all volunteersattending the Convention on behalf of Reagan-Bush '84 shouldeither be on vacation or on leave status when volunteering forReagan-Bush r84. An employer, especially a corporate employer,must not indirect.ly contribute to Reagan-Bush '84 throughvolunteer services. Federal law explicitly prohibits federal-candidates from accepting either direct or in-kind contributionsfrom corporations. Any "in-kind" contribution from anon-corporate employer would constitute an "expenditure" byReagan-Bush r84. Due to budgetary constraints, Reagan-Bush t84volunteers is nohr precluded from accepting any suchnon-corporate in-kind contributions. fn summary, allReagan-Bush '84 volunteers at the Convention must be on theirown time and may not be compensated for their volunteer servicesby an employer.

2. A volunteer may expend up to an aggregate of $11000.00on behalf of Reagan-Bush I 84 from his or her own personal fundsfor travel expenses. Thus, assuming a volunteer attending theConvention on behalf of Reagan-Bush I B4 has not previouslyexpended any funds for travel and related expenses, he or shecould spend up to $1r000.00 for travel to the Convention.However, travel expenses in excess of an aggregate of $1r000.00must be reimbursed by Reagan-Bush | 84. Due to budgetaryconstraints no expenditures of a volunteer in excess of theexempt of $1r000.00 will be permitted.

3. A volunteer attending the Convention on behalf ofReagan-Bush | 84 may not charge his or her employer for anyexpenses incurred during the course of volunteering forReagan-Bush '84. For instancer ârì employer may not pick up thecost of the volunteerrs Convention travel, hotel room or food.Once again, such an expenditure by an employer would be eitheran illegal contribution if the employer s¡ere in a corporateentity or would be an unauthorized in-kind contribution toReagan-Bush '84 if the employer was not a corporation.

TI. Hatch Act

The Hatch Act places restrictions on the political activitiesof certain individuals. The Hat.ch Act forbids most employees ofthe Federal executive departments and agencies, includingtemporary employees, part time employees, and employees onleave, from working on politcar campaigns either as paid staffo! as volunt.eers. Consequently, even though an employee of the@t is on vacatLon or time-õff statùs, such anemployee may not attend the Convention as a volunteer on behalfof Reagan-Bush '84.

Federal employees subject to the Hatch Act and,able to participate in political campaigns,

â. Presidential appointees (Schedule Cs) who aresubject to Senate confirmation;

b. Employees of the Office of Vice presidenti and

c. Presidentíal appointees serving onPresidential boards, advisory councils, orcommissionsr who are paid on a per diembasis. (These appointees are prohibited fromengaging in political activity only on thosedays on which they serve the board, council,or commission. )

Those Federal emproyees irot "Hatched" andr therefore, able toparticipate in political caffiigns, include:

â. Employees paid from appropriations for the!'lhite House i

b. Heads t ot assistant heads, of an executive ormilitary department; and

c. Employees appointed by the President withadvice of and consent of the Senate,

Notwithstanding the foregoing, the I{hite House Counsel hasadvised that certain non-Hatched officials should not take anactive role in the Campaign.

Also, employees of the legíslative branch are not covered bythe Hatch Act. Howeverr individual members of Congress mayimpose "Hatch Act" type restrictions on their staff members.

III. Personal ConducÈ of Volunteers

Volunteers attending the Convention on behalf of Reagan-Bush'84 are required to render their services in a manner conduciveto the best interests of the Campaign in accordance with thefollowing policy. Volunteers will at all times conductthemselves in accordance with the highest moraI, ethical, andprofessional standards and in strict compliance with al1applicable laws and regulations. In other wordsr a volunteerrsactivities both on and off the job, must be conducted so as toavoid any semblance of illegality, impropriety t ot immorality.In addition, under no circumstances should a volunteercommunicate any information to the news media or any possibleconduit to the media. Interoffice memos and documents preparedfor internal Campaign use should not be distributed to, northeir contents shared withr âny individual not associated withReagan-Bush r84.

Finally, volunteers are not authorized to make anyexpenditures on behalf of Reagan-Bush '84 without the expressapproval of the Treasurer of Reagan-Bush | 84.
