Welcome to our 2020 Wisconsin School Safety Coordinators Association Conference!This year marks our 52nd year as the leading school safety organization in Wisconsin.Over the next two days, our Professional Development Team, along with our WSSCA Board

of Directors is excited to provide a great learning opportunity to help us make our schools safer and more secure. This conference will provide you an opportunity to listen, learn, participate and network with colleagues and professionals in the field of safety and security.

Hindsight is always 20/20 and since it is the year 2020, it is a perfect time to reflect and look back at all the positive safety and security initiatives our districts have performed. You have the ability to become visionary experts in your field and empower our safety and security professionals to have a clear vision on “A Roadmap to School Safety.”

We have prepared a full agenda with many outstanding speakers who will provide great information for you to take back to your schools. We are honored to welcome Tasha Schuh with Last Step Backward, and Michelle Gay with Safe & Sound Schools – Sandy Hook Story as our keynote speakers. Mrs. Schuh and Mrs. Gay will share personal experiences and strategies that will reinforce our commitment to help provide a safe and secure environment in our schools.

You also have an opportunity to learn from the many vendors present who support all of us in our efforts in keeping our schools safe. Please take time to visit with them throughout the day, learn what they have to offer and take time to directly engage with the vendors. Additionally, don’t forget to visit the silent auction on Monday evening.

Thank you for taking time out of your busy schedule to be here. Your dedication and commitment to WSSCA is greatly appreciated. In addition, special thanks to our current board members and advisors for all of their hard work and dedication to WSSCA. Furthermore, thank you Ed Dorff and Stacy Washington in helping WSSCA and our schools every day.

OSHKOSH EMERGENCY PREPAREDNESS PRESENTATION Emergency Management Collaborative Operations Team (EPCOT); Andrew Jones, Sarah Poquette, Jay Jones and Ryan Peterson. On December 5, 2019 Oshkosh West High School experienced a terrifying violent critical incident that included a school resources officer being stabbed and having to discharge his firearm. The emergency operations team members who planned for, mitigated, and conducted the ongoing recovery from that incident will share their experience.

MICHELLE GAY Safe and Sound Schools

Michele Gay is the Co-founder and Executive Director of Safe and Sound Schools. Following the tragic loss of her daughter, Josephine, in the Sandy Hook School tragedy, Michele joined Sandy Hook mother Alissa Parker to establish Safe and Sound Schools as a national resource for school safety. Michele travels across the country sharing her message of inspiration, recovery, and school safety education and advocacy. She conducts school safety workshops and seminars, presenting Safe and Sound’s school safety model and resources, and facilitating school safety development in communities across the country.

TASHA SCHUH Last Step Backward

Tasha is a national and highly sought-after inspirational speaker. After showcasing her talent as the lead in her high school’s production of

Grease, Tasha Schuh began to dream of a career in theater. No one knew that the stage itself would steal her dream-and almost her life-during a rehearsal for the next big show. Author of My Last Step Backward, Tasha chronicles her journey from childhood through the ups and downs of high school. The horror of a near-fatal accident leads to the divine calling of a young woman to make a difference in the world.

WILLIAM A. FREEMAN, CHMM President Environmental Management Consulting, Inc. (EMC)

William A. Freeman, CHMM is president at the Safety/Environmental consulting firm of Environmental Management Consulting, Inc. (EMC). He received his Bachelors and Masters of Science degrees in Occupational Safety from the University of Wisconsin-Whitewater. In addition, serves in the capacity of a Certified Hazardous Materials Manager (CHMM), a Certified Indoor Air Quality Professional (CIAQP) and holds multiple certifications in asbestos and lead management.

Mr. Freeman is a member in good standing with the American Industrial Hygiene Association (AIHA), Federation of Environmental Technologists, Indoor Air Quality Association (IAQA) and the American Conference of Governmental Industrial Hygienists (ACGIH). In addition, Mr. Freeman currently serves on the Board of Directors for the Wisconsin School Safety Coordinators Associations (WSSCA) in the capacity of second vice president. Mr. Freeman has written and lectured on occupational safety and indoor air quality. Mr. Freeman brings with him to every job site over 25 years of diverse experience.

Mr. Freeman’s firm currently serves numerous School Districts with Safety and Environmental compliance assistance. Mr. Freeman works with many School Districts in solving health and safety related issues including laboratory safety.

GLENN REHBERG Deputy Director, DOJ Office of School Safety

Glenn Rehberg is the Deputy Director of the DOJ Office of School Safety. Prior to taking this position he served as a Senior Training Officer in the DOJ’s Training and Standards Bureau where his work focused on patrol tactics, use of force, scenario training, workplace violence, active shooters, and the Incident Command System. He teaches active shooter response to law enforcement officers in conjunction with the FBI/ALERRT program and still works as a part-time patrol officer. Before joining law enforcement Rehberg was a middle school band director. He’s married to an elementary school teacher, and his eight and ten-year-old children attend public school.

JEREMIAH JOHNSON Director of Operations and HR, Muskego-Norway School District

Jeremiah has been a member of WSSCA since 2012, and has served on the Board of Directors since 2014. In 2020, he will serve as the President. Jeremiah is currently employed by the Muskego-Norway School District, as the Director of Operations & HR, and also serves as the District’s Safety Coordinator. MNSD’s safety team has led efforts such as constructing secure entryways, using visitor management software, implementing AliCE protocols, utilizing an App for all of our crisis plans, and engaging in federal “Weather Ready” assessments. In addition, they have safe workplace initiatives that have reduced injuries by 50%. In 2016, Jeremiah was awarded the WASBO Facilities Manager of The Year, and in 2018, the Wisconsin Policy Forum’s “Leader of the Future” award.

JOHN STANGLER Director of Buildings and Grounds and Safety Coordinator, Pewaukee School District

John is in his ninth year as the Director of Buildings and Grounds and Safety Coordinator for Pewaukee School District. Prior to making the move to Pewaukee, John spent five years in Oconomowoc Area School District as the district’s Operations Supervisor, and two years in the Operations and Public Relations departments of the Minnesota Vikings. John is currently serving as the Vice President of WSSCA and served on the 2013 Board of Examiners for the Wisconsin Center for Performance Excellence. John received recognition and was awarded the WASBO Facility Manager of the Year award in 2017.

John earned a Bachelor of Science in Exercise and Sport Science – Sport Management with a concentration in coaching competitive athletics, and a Masters in Exercise and Sport Science – Sport Administration from the University of Wisconsin – La Crosse. John also received his WASBO Facilities Certification in 2010 and his Certified School Risk Management (CSRM) Certification in 2012. In addition, John has his Building Operator Certification Level 1, and received his School Safety & Security Coordinator Certification from WSCCA in 2014.

In his free time, John enjoys spending time with his wife Megan and sons Jackson and Bennett. He also works as a Statistician/Spotter for NFL and NCAA football games with a variety of national networks.

JODI TRA AS Senior Risk Management Consultant, Community Insurance Corporation

Jodi Traas, MS, CSRM, CPSI, AOI, has been a Senior Risk Management Consultant for Community Insurance Corporation for the past 21 years.

Jodi served as a Past President for the Wisconsin School Safety Coordinators Association (WSSCA) and is a current Advisor. She is also part of the WSSCA Safety & Security Assessment team offering audits to school district. She is an active member of the Wisconsin Association of School Business Officials and is Co-Chair of its Risk Management & Safety Committee.

Jodi has presented at National and International Conferences such as PRIMA and ASBO. She is an OSHA Authorized General Industry Trainer to Conduct 10 & 30 Hour Courses. She is a training instructor and mentor for the WASBO National Alliance Certified School Risk Manager program as well as an ALiCE training instructor.

Jodi has obtained the WASBO Facilities Manager Certification, WSSCA School Safety & Security Certification, Youth Mental Health First Aid Training USA and CSRM Workers’ Compensation Specialist Certificate. She is a Certified School Risk Manager and Certified Playground Safety Inspector. Jodi has completed the Wisconsin Department of Safety & Professional Services Mine Safety Section Part 46 Train the Trainer Course.

Jodi has been a Property/Casualty Insurance Agent for the past twenty years. She has a Bachelor of Science degree in Psychology and a minor in Business Management, as well as a Master of Science degree in Occupational Safety from the University of Wisconsin-Whitewater.

PATRICK FINNEMORE Director of Facilities, Kenosha Unified School District

Pat holds both a Bachelor and Masters Degree in Mechanical Engineering and is a Registered Professional Engineer in the State of Wisconsin. He has worked in the engineering and facilities management fields for 35 years, and for

the past 19 years has been the Director of Facilities for the Kenosha Unified School District. Pat is a member of the WSSCA Board of Directors and a former WASBO Board member and president.

SCOTT M. JOHNSON Buildings and Grounds Manager/ Safety Coordinator, La Crosse School District

Scott is currently the Buildings and Grounds Manager/ Safety Coordinator for the La Crosse School District since November 2017. Previous to La Crosse, Scott was the Director of Buildings and Grounds for the West Salem School District 2013-2017.

Scott is ALICE certified and currently serves on the WSSCA Board of Director, the WSTMA (Wisconsin Sports Turf Managers Association) Board of Directors for Wisconsin and is a volunteer firefighter for the West Salem Volunteer Fire Department with the rank of Lieutenant serving as second in command of the first responding Engine. Scott is the Vice President of the West Salem Fire Department Benevolent Association and a certified Fire Inspector and Cert II Firefighter.

MIKE HINSKE Retired Principal and School Safety Coordinator, Big Foot Union High School, Past President of WSSCA

Mike served Big Foot High School in Walworth for thirty-eight years in the capacity of teacher, coach, assistant principal and principal. During his tenure at BFHS he served twenty-four years as the district’s school safety coordinator and liaison between the school and local emergency services. Mike has been a frequent presenter of best practice seminars for school officials in the area of crisis and emergency management as well as being the team leader for the development of the state certification program for school safety coordinators through WSSCA. Currently, Mike acts as the lead instructor for the security section of the certification program. Mike is also certified as a school safety trainer by Safe Havens International and is a certified CPTED Specialist. As a safety coordinator Mike has worked with several organizations including WSSCA, Wisconsin OJA- Homeland Security, The Center for School, Youth, and Citizen Preparedness as well as currently working with the Wisconsin DPI as a special contractor/consultant on Continuity of Operations at the state level. For his work in school and school safety Mike has been recognized as WSSCA School Safety Coordinator of the Year, WSSCA Lifetime Achievement Award recipient, recipient of the Citation for Meritorious Service from the American Legion, and recipient of a Wisconsin Legislative Citation for Service. Mike holds a BSE from UW- Whitewater and an MA in Educational Leadership from Aurora University.

ROBERT SMITH Director of Building and Grounds, Tomorrow River School District

Robert serves as the Director of Building and Grounds for the Tomorrow River School District and is the chair for our Schools Building and Safety Committee.

Robert has received his certifications as WSSCA School Safety Coordinator, WSSCA School Risk Manager Certification, WASBO Facility Managers Certification and Small Water System Operators Certification in addition Robert has attended the School Behavioral Threat Assessment course and taken multiple classes through FEMA on Active Shooters and Hazardous Waste Handling. He is currently a member for the WASBO Facility Managers and School Safety Committees and is a co-chair on the WASBO Safety and Risk Committee.

Robert served in the United States Army for over 20+ years and was always serving in some manner in a position related to safety. He was appointed as a Company and Battalion Safety Officer and attended multiple Safety Officer, Drivers Training and OSHA Certification Training through the Army Safety Center. Robert rewrote the United States Army Europe Drivers Training Program as well as many Safety Standard Operating Procedures.

JANE DIENGER, MS CHMM Occupational Safety Inspector for the Wisconsin Department of Safety and Professionals Services

Jane serves as the Safety and Environmental Manager for diverse industries including float glass, electronics, metal fabrication, injection molding, cheese packaging and home health care. She has a bachelor’s degree in Environment and Public Health and a master’s degree in Safety/Risk Management. Her motto is Safety beyond compliance.

ANN JURKOWSKI CIH-Department of Safety and Professional Services (DSPS)

As the Industrial Hygienist for DSPS, Ann Jurkowski conducts industrial hygiene investigations and consultations related to places of public employment. This scope involves fire and police departments, schools, state universities, technical colleges, state, county, township and city entity work sites. Ann determines and enforces compliance with Wisconsin Administrative Code Chapters SPS 330, 332, 333 along with adopted OSHA standards to include 29 CFR 1904, 1910, 1915, 1917, 1926 and 1928 as they relate to chemical, biological and physical hazards. Her duties also include conducting investigations for the Department of Work Force Development related to fatalities and injuries at public or private employment. She has practiced in the field of industrial hygiene for more than 20 years. Before her employment with DSPS Ann worked in the private sector as an industrial hygienist in the petroleum, healthcare and consulting fields. Her responsibilities also include coordination of the DSPS Body Art Program and she serves as the Body Art Agent point of contact.

EDWARD DORFF WSSCA Executive Director

It has been a personal and professional privilege to continue to serve WSSCA as Executive Director.

Originally from Kenosha, and a proud graduate of Mary D. Bradford High School, I joined the U.S. Marine Corps in 1971. After the service, I went to school on the GI Bill, attended UW-Stout, then, UW Platteville where I earned degrees in Criminal Justice and Elementary Education.

I worked as a police office for four years, although most of my working career was as an educator for thirty-four years at all levels, elementary through graduate level. My last position before retiring in 20103 was as principal of Green Bay East High School.

Besides my work with WSSCA, I have been a national trainer with the ALICE Training Institute since 2013, and I have served on the Green Bay Area Pubic School District Board of Education from 2015 – 2019.

I’ve been happily married to Barbara Dorff since 1979, and we are blessed with two children and three grandchildren and three beagles.

School safety and security have been my fervid interest throughout my career in education, and that interest has been shaped by some very profound events.

JIM HILLCOAT La Crosse Firefighter and Paramedic

My name is Jim Hillcoat and I am a Firefighter/Paramedic with the City of La Crosse Fire Department. I am an 18 year veteran of Fire, EMS, and Rescue services. I started my career in 2002 as a paid-on-call Emergency Medical Technician with Wisconsin Dells Ambulance and soon after in 2003 I accepted a position in Rapid City, SD with the Rapid City Department of Fire and Emergency Services. In 2007, I moved back to Wisconsin and started my career with the La Crosse Fire Department. My primary focus for the past 13 years has been moving the La Crosse Fire Department’s EMS program forward. I achieved Paramedic licensure in 2011, served as an EMS Trainer, CPR instructor, Tactical EMS operator, and I am currently the EMS Coordinator and a for the department. Community outreach and risk reduction is a big part of what we do. I enjoy interacting with the public and sharing our knowledge.

BRANDON SCHARMER La Crosse Firefighter and Paramedic

My name is Brandon Scharmer and I am a firefighter/ paramedic with the City of La Crosse Fire Department. My career is emergency services started in 2010 as a volunteer firefighter in Pickwick, MN. From there I progressed in the ranks to become a captain and the training officer for that department. After that, I Joined the Minnesota National Guard as a combat medic and Winona Area Ambulance Service as an EMT. Following a tour overseas in Iraq/ Kuwait in 2011-2012, I came home and began my course work to become a paramedic. I received national registry status as a paramedic in 2015. Shortly after completing my schooling I was hired by Hastings Fire Department as a fulltime firefighter/ paramedic. In 2017, I was hired by La Crosse Fire Department and moved back to the area. Since then I have served as a tactical medic on the La Crosse Emergency Response Team, a paramedic on Tomah Area Ambulance, a paramedic on Tristate Ambulance, and an EMS trainer for the fire department. I have a true passion for EMS, and an even more intense passion for trauma engrained in me since my days as a combat medic.

JEFFREY MCGARRY AND JESSICA NEMET Social Science Research Specialists

Jeffrey McGarry and Jessica Nemet are Social Science Research Specialists with the U.S. Secret Service National Threat Assessment Center (NTAC). They conduct research on threat assessment and incidents of targeted violence, including assassinations, terrorism, and school shootings. They provide training based on the findings of this research to federal, state, and local law enforcement agencies, and others with public safety responsibilities, including K-12 school personnel. NTAC also provides consultations to government agencies and private organizations regarding their capacity to identify concerning individuals, and the policies and procedures used to assess and manage those concerns.

Mr. McGarry has more than 15 years of experience in the criminal justice field including researching, teaching evidence-based practices, and supervising individuals involved in the criminal justice system. He earned a Masters of Arts degree in Criminal Justice from John Jay College of Criminal Justice in New York, NY. Prior to joining the U.S. Secret Service, Mr. McGarry was a Community Supervision Officer (CSO) in the domestic violence unit at the Court Services and Offender Supervision Agency CSOSA, a federal agency that has a local

mission of serving offenders under supervision in the District of Columbia. Other highlights of Mr. McGarry’s career include his work as a Probation/Pretrial Officer for Virginia’s Prince William County where he in part served as a facilitator, training local probation officers across the State of Virginia. Mr. McGarry’s research experience began at Columbia University in New York City, where he worked as a Senior Research Assistant, structuring a 4-year socio-behavioral study that focused on individuals involved in New York City’s alternative-to-incarceration (ATI) programs.

Prior to joining the U.S. Secret Service, Ms. Nemet worked as the Operations Coordinator for the Brennan Center for Justice in New York, NY. Ms. Nemet earned her Master of Arts degree in Forensic Psychology and a Certificate in Terrorism Studies from John Jay College in New York, NY. While completing her degree, she worked as a Research Assistant in Dr. Shuki Cohen’s Political Anti-Arab Prejudice Lab and as a statistics Teaching Assistant. Her research focused on the relationship between right-wing authoritarianism and support for military action among millennial voters. Ms. Nemet’s research experience began at the University of Wisconsin in Madison, where she designed a study of the relationship between undergraduate drinking and psychopathy

DAVID K ALSOW Sales and Lighting Specialist

Hailing from near Middleton in southern Wisconsin, David spent his school days performing on stage and summers working for Electronic Theater Controls. He went on to graduate from the University of Northwestern-St. Paul with a communications degree in radio broadcast.

While studying, David worked as a stagehand at the campus theater. He ran sound, video, and lighting for national musical acts, conferences, and large-scale theater productions that came across the stage. His transition into installation stems from helping with renovations done at the college theater. Upon moving back to Wisconsin and coming to Arrow, David has received his CTS from AVIXA and spent a year in the field before moving into a sales position. He is currently working towards a national theatrical rigging certification.

When not working for Arrow, David enjoys cooking, podcasts, and playing D&D.

MELISSA NETTESHEIM Manager of Buildings and Grounds and Safety Coordinator for Wauwatosa School District

Melissa is currently the Buildings and Grounds Manager and Safety Coordinator at Wauwatosa School District. She started working at Wauwatosa School District in 2013. Prior to Wauwatosa School District, Melissa’s work history includes working at Carroll University as the Manager of Grounds and Custodial and working at University of Minnesota-Twin Cities in the Grounds Department.

A Wisconsin native, Melissa graduated from the University of Minnesota – Twin Cities with a Bachelor of Science in Agriculture Marketing and a Master of Business Administration Degree from the University of Wisconsin – Milwaukee. She is currently pursuing a School Business Administrator License (Wisconsin Code 08) from University of Wisconsin - Milwaukee.

She has obtained her WSSCA School Safety and Security Coordinators Certificate as well as the WASBO Facilities Management Certification. Melissa is always seeking growth opportunities to further her knowledge in the facilities and safety/security field.

KRISTI ROSS-CLAUSENA “retired” K-12 music/theatre teacher, Kristi Ross-Clausen has become

an internationally recognized expert on venue safety. In addition to being quoted by NPR and Newsweek as well as interviewed by Theatre Folk for their Theatre Safety podcast, she’s presented on theatre safety at the Alliance for Wisconsin Theatre Education, United States Institute for Theatre Technology, AVIXA - the Audiovisual and Integrated Experience Association, the Kennedy Center American College Theater Festival, IATSE – the stagehands’ union and many others. Her book, “The Stagehands’ Toolkit” will be published by Focol Press in 2020 and a yet-to-be-titled book on school theatre safety is in the works.

She graduated from the University of Wisconsin – Madison with a Master of Arts in Theatre Research: Theatre for Young Audiences with an emphasis in technical theatre pedagogy where she wrote her thesis on what Wisconsin HS theatre teachers know about safety (unfortunately, not much).

Kristi co-chaired the committee that revised the Wisconsin DPI standards in Theatre, leading the Technical Theatre strand and making Wisconsin one of the first states to give equal recognition of the skills used behind the scenes.

She is working with the National Federation of State High School Associations to create an online theatre safety class, to go with her forthcoming book. And is in demand as a consultant for school theatres nationwide.

She has been a member of IATSE local 470 since 1990, working on thousands of shows, concerts and expos ranging from Broadway tours to community theatre, industrial and educational productions K-12 including the North American tours of Mamma Mia, War Horse and Priscilla, Queen of the Desert. She is an IATSE Trained Trainer and has provided training on all facets of technical theatre to professional stagehands.

As an Actors Equity Stage Manager since 2011 she has stage managed for Forward Theatre, First Stage, Timber Mill Theater, The University of Wisconsin Band show, and a special appearance by His Holiness, the Dalai Lama among other events.

She currently works in Appleton as Quality and Customer Advocate for Arrow AV Group, the Midwest’s leading commercial audio/video/lighting integrator, where she ensures compliance with AV:9000 standards, and assists with the design of performing arts centers, theatres, and places of assembly.

The generosity of the people and companies who donated to our Silent Auction, the members and guests who purchased items, and that of our long-time friend and sponsor Steve Stalker of Stalker Sports Floors have made it possible to provide seventeen full scholarships for attendance at this year's conference.

The scholarships that were presented covered registration for the conference and, if applicable, the administrative fee for staring the Certification Program, and a $250 stipend to offset personal expenses incurred by attending the conference.

Ten of the scholarships are WSSCA Scholarships, and the remaining seven, including this year's Joel Konze Memorial Scholarship, have been provided by Steve Stalker and Stalker Sports Floors.

SHELLEY JOAN WEISSShelley has been the driving force behind the many safety initiatives

that have moved the needle in the Sun Prairie Area School District. She was instrumental in obtaining grant money, she has had a huge impact on procedures and protocols around safety, and has worked tirelessly to build a relationship between emergency responders, the city, and the

school district to build a positive working relationship.In addition to the above mentioned contributions, Shelley has brought an extremely

high level of training, policy rewrite, procedural change, and accountability within the district. This work spans from the school board to every building and department in the district. Her vision and impact around safety addresses employees, students, parents, and visitors alike.

Shelley’s military experience and her role as a Survival Recovery Center Commander with the WI Air National Guard provided her with initial opportunities to increase her knowledge and skills. Her passion for safety prompted her to become more involved with the Wisconsin School Safety Coordinators Association, Wisconsin Emergency Management, Dane County Emergency Management, and the Dane County Sheriff’s Department. She was the safety director for the Waunakee Community School District prior to her work in the Sun Prairie Area School District. Shelley values collaboration and is eager to learn from her colleagues, frequently seeking their input and contributions.

Shelley’s accomplishments in the district include:• Developed the district emergency procedures and has updated them annually for

four years• Developed the district safety oversight committee and the six sub-committees that

report to the oversight committee• Facilitates the district and community interagency safety sub-committee• Implemented face-face WSSCA training for certified facility safety assessments/

inspections for our districts and other districts• Coordinated the WSSCA safety assessment team to inspect all 15 district school sites• Introduced and implemented the ALICE certification training program to our

school district and other districts• Implemented the online ALICE training for all district employees

disciplines to participate in training to become certified safety coordinators, • Coordinates the Dane county school safety coordinators consortium, • Has coordinated three large group meetings (over 100 participants) for safety

coordinators, SROS, and various emergency management personnel (will offer another in MAR)

• Has included the WSSCA personnel in the meetings to provide more visibility for the organization

• Is coordinating the current “See Something, Say Something” Wisconsin Campaign supporting collaboration with WSCCA, DOJ, Homeland Defense, and other interested groups.

• Works closely with local emergency responders, law enforcement, Dane County Sheriff, and Dane County Emergency Management to support safety initiatives

• Has involved FEMA trainers in committees and discussions• Has reached out to include an increased number of parents/guardians and students

in discussions on safety• Serves on multiple safety related committees across government, city, and school
