In response to increased residential activity within the Vistancia community over the past few years, the Vistancia development

team has been working with the City of Peoria to rezone several parcels originally planned for commercial uses within the master plan to residential uses. Rezoning plans were submitted to the City of Peoria earlier this year and were approved by City Council on August 26th. These commercial parcels are now available for residential new home builder purchase in the following parcels:

• Village A (Parcel A5, 14-acres): This parcel is located on the southeast corner of Vistancia Boulevard and Lone Mountain Parkway and has been rezoned to medium density residential, which allows five to eight single-family residential dwelling units per acre.

• Four parcels in Village D (Parcels D1, D2, D3B, D4, 112-acres): These parcels are located at the northeast corner of Lone Mountain Parkway and El Mirage Road, just east of Blackstone at Vistancia have all been rezoned from commercial uses to low density residential. This zoning will allow two to five single-family residential dwelling units per acre.

Tree & Shrub Installation

Spring and fall are the best times of the year to freshen up your landscape with new trees and shrubs or replace those that have been lost. Proper planning and installation will

not only make the project fun it will also make the process much easier. .

The majority of tree and shrub roots occur within the top two feet of soil and extend up to 3 to 5 times the width of the canopy. These roots hold the plant in place and absorb water and nutrients. Steps taken during planting to encourage the growth of these roots can reduce establishment time and improve plant survival and stability. Such steps include shallow, wide planting holes, no organic amendments in the backfill, an organic surface mulch (2 to 4 inches deep), and proper staking of trees when required.

PLANTING TREES AND SHRUBS 1. Mark a circular area 3 to 4 times the diameter of the plant root ball. Loosen this area to a depth no deeper than the root ball. Walls of the undisturbed soil should be rough and sloping outwardly. Dig a hole in the center of the tilled area slightly wider and no deeper than the root ball.

2. Always handle the plant by the container or the root ball, never by the trunk or branches. Remove the plant from the container with minimal disturbance to the root ball. Place larger containers on their side and tap the sides and bottom. This will usually free the walls so you can slide the root ball out. Always score the root ball to disturb the surface and to cut any circling roots. This encourages roots to grow into the surrounding soil. Make a vertical cut one-fourth to one half inch deep four times around the sides and twice across the bottom.

3. The top of the root ball should be level with or slightly above the finished grade to avoid crown rot and other problems. Fill the hole with soil and do not pack.

4. Remove the nursery stake and ties. Do not prune unnecessarily. Remove only dead, broken or diseased branches using clean, sharp bypass pruners. Do not cover wounds with sealant or paint.

5. Form an irrigation well or berm, irrigate the plant and the entire tilled area. Apply enough water to thoroughly wet the soil to the depth of the root ball. This will remove air pockets (which can dry out the soil and roots) without compacting the soil. This is best done by hand watering with a hose if possible. More soil may have to be added after the first irrigation. It is important to put water in the irrigation well for the first few weeks to make sure the root ball is moist. If the irrigation well is wider than the root ball, it may stay dry even though the soil is wet. Expand the irrigation well or adopt another method of irrigation once roots are growing into the surrounding soil.

6. Mulch the entire tilled area with two to four inches of organic material. Keep mulch away from the trunk. If planting in a lawn, try to keep the planting area free of grass by either hand weeding or careful applications of herbicide.

STAKING TREES Trees are staked for support, anchorage or protection. Stake trees only if they cannot stand without support or if they need protection from other influences or are threatened by wind, frost heaving, or similar problems.

1. Use only two stakes. Place them outside the root ball and irrigation well at right angles to the prevailing wind. Make sure stakes penetrate undisturbed soil at least six inches.

2. To determine the height to place the ties, hold trunk with one hand a few inches above ground. If trunk bends over, move up the trunk a few inches and try again. Continue until you find the lowest point on trunk at which it will not bend. Place ties about six inches above this point. Use one set of ties only.

3. Horticultural tape can be used to tie small trees to stakes. Tie wire and webbing can be used on larger trees with thick bark. If using tie wire and reinforced garden hose, thread wire through the hose. The garden hose should be just long enough to loop around the trunk. Twist wires to keep the garden hose from moving along the wire. The trunk should not move inside the garden hose loop.

4. Fasten tie wires to stake so the cut ends are between the stake and the tree, not exposed on the outside of the stake. Twist wires to tighten. There should be enough slack to allow the trunk and tree tie garden hose to move as a unit. This gentle movement of the trunk will help develop trunk caliper and taper.

5. Cut the stakes off below the canopy to prevent wounds to branches.

6. Inspect and loosen tie wires periodically as the tree grows to avoid girdling the trunk. Remove stakes as soon as possible which is generally within a year. Always remove the nursery trunk stake at planting time.

Care to Know Tip: As the temperatures start to cool it is time to reduce the days/run times of your irrigation. Trees and plants require much less water as the temperatures cool down and the day light hours are shorter in the coming months.

Remember it is always best to have a plan. If you have any questions, please ask your Caretaker Professional.

Summer is finally behind us and I’m looking forward to the cool, crisp days of Fall. Actually, anything under 90 degrees will be a welcomed change here in Arizona. In the

meantime, I’ll be in my kitchen dreaming of cooler weather with my apple crisp recipe. This recipe is easy enough for kids to help with. They’ll love peeling the apples and using a pastry cutter to blend the ingredients. A must do for your Fall bucket list.

INGREDIENTS• 8 Medium Apples• 1 Cup Flour• 1 Cup Sugar• 1/2 Teaspoon Salt• 1 Teaspoon Ground Cinnamon• 1/4 Teaspoon Ground Nutmeg• 10 Tablespoons Butter

DIRECTIONSStep 1: Preheat oven to 375 degrees.

Step 2: While the oven is preheating, start making the crumble topping. Combine 1 cup of flour, 1 cup sugar, 1/2 teaspoon salt, 1 teaspoon cinnamon and 1/2 teaspoon nutmeg in a large mixing bowl.

Step 3: Slice 10 tablespoons of butter and add to the mixing bowl. Use a pastry blender to blend the ingredients together until the consistency is crumbly.

Step 4: Wash, peel and slice apples. Arrange apples inside a baking dish (I used a 1.5 qt round dish) and sprinkle crumble topping on top.

Step 5: Bake at 375 degrees for 50-55 minutes. Stick a fork into one of the apples to make sure that it is tender. Enjoy!

School District Faces a Make-or-Break Election Day

The Peoria Unified Governing Board has proposed a 13% maintenance and operations budget override that

will allegedly help stifle the on-going yearly departure of teachers from the district. The

override will be put up to vote on the November 3, 2015 ballot. This override would mark a 3% increase from the current override of 10%.

The voters within the district elected a 10% override back in 1996. Every few years, the override has been renewed. The current 10% has allowed approximately $17.8 million dollars to be added to base funding each year. The extra 3% will allow the district to maintain highly qualified teachers, ensuring that PUSD students continue to receive a top-tier education.

The current 10% budget benefits many different factors within schools. Just to name a few, the current budget allows the district to sufficiently pay for assistant principals, school nurses, physical education programs, arts education, extracurricular activities, athletic programs, developmental reading programs, instructional coaches, and gifted education programs.

If the override is approved, the additional 3% would be used to attract and retain qualified teachers and staff with competitive

pay. The state of Arizona is hemorrhaging teachers due to low spending on both staff and students. Compared against the rest of the nation, Arizona ranks last in education funding.

In general, the attraction and retention of qualified teachers has quite the domino effect. Bringing in more teachers would ultimately decrease class sizes, allowing more one-on-one time with students.

What would the override look like to the average taxpayer in Arizona? Well, the current override tax rate is $1.1507 per $100,000 of assessed property valuation. The proposed override tax rate would be an estimated $1.5373. This is a net increase of $0.3866. For example, let’s say your home’s assessed value is $130,860. Your current property tax is $150.58 per year. If the maintenance and operations override passes, your taxes would increase approximately $4 per month.

If the override is not approved by the voters in November, the current maintenance and operations budget will be phased out over three years. This will cause the budget to reduce by approximately $5.8 million dollars each year. Coupled with the sweeping education cuts already taking place within the state, the health of the district is truly in a most precarious state.

has begun at Lake Pleasant. Art club is an opportunity for students in grades 5th through 8th to expand upon their art and do new art activities that they might not get to in art class. According to Mrs. Speirs, “The vision for art

club is for our students to grow their passion for art, to expand their knowledge of art and what they can create. We want our students to know art is important! We see art everywhere, and it’s important to have an understanding and appreciation for the arts. Art can also be a way for students to express themselves. Sometimes we can’t always tell people what or how we feel but we can create a piece of artwork to gets our feelings out and to let go things inside of us.” Our community can support the art program by donating anything they can. O ne of the readers of the Vistancia Living requested this month’s tip. 95% of all golfers cannot or do not

line up to hit the ball to their target. I will watch them practicing and ask one simple question;

“where are you trying to hit the ball?” The answer to me is “I want to hit it out there.” Usually “out there” is a 100 yard wide practice area. Of the three swing fundamentals, “alignment” is the key to getting the golf ball to go where you want. Practice the following and you will see your going toward the target intentionally:

• During a Tour players’ pre-shot routine you will see them making sure that they pick an intended target to begin their set-up to hit the ball toward the primary target. Usually they will find a spot about six to twelve inches ahead of the ball in line with their target. Next they will draw an imaginary line through the ball and intended spot on the ground.

• Now that the line of flight has been determined, continue with your set-up and address to the golf ball. The club face will be directly on the line of your intended path. Your feet should be lined up on a parallel line target line. This is crucial. If your feet are at your target and the club is at your target the lines will

converge upon each other and this will lead to a virtual closed clubface at impact. With your feet on the proper line, make sure that your knees, hips and shoulders are on the same line as your feet. When practicing, lay clubs on the ground to give you a better visual of this alignment process.

• Finally, when you swing the club, make sure that the club stays long and low on the back swing on the imaginary extended line. When making the downward swing, the hips rotate through first and allow the club to swing back down on the same path and toward the target. Remember to finish the swing with your belt buckle pointing to your intended target. Any swing short of that may not provide the intended results

With the cooler months upon us, it’s that time of year again for seasonal changes and Blackstone Country Club’s annual fall overseeding. Each year during the month

of October the course closes to prepare for the upcoming golf season. This year Blackstone Country Club will be closed Monday, October 5th through Friday, October 30th. The golf shop and driving range will remain open for practice Wednesday through Sunday from 9AM to 4PM until the Club re-opens for member play. All other Club amenities including the fitness and dining facilities, resort pools and tennis courts will remain operational during normal scheduled hours. Residents will see a lot of walking in Peoria this month as census enumerators hit the street to assist in the special census and our community kicks of its annual bike and walk to school day. As Peoria residents have witnessed, the city has expe-rienced rapid growth in the past decade. New housing developments, schools, roads, stores, restaurants and more have popped up throughout the city. With explosive growth comes a disparity between public service needs and appropria-tion of funds. Funds are distributed through city governments from the state of Arizona and they are based on population numbers. Every 10 years cities in Arizo-na participate in a U.S. Census and, in some cases, mid-decade census counts to update population counts. Cities fund and operate police and fire departments, emergency response services, waste collection, and road and sidewalk mainte-nance, among other things. The mid-decade census information will help Peoria get its fair share of state and federal funds. Beginning Oct. 1, the City of Peoria will be conducting a special door-to-door census in our community. Enumerators will be walking throughout Peoria communities to gather basic information about residents. The special census counts are only conducted in person, so open your door and be counted!

Along with the census enumerators, hundreds of kids across the country will participate in Walk and Bike to School Day on Wednesday, Oct. 7. In the morning, I will be serving as an honorary crossing guard at Vistancia Elementary School. Walk and Bike to School Day was developed to help reduce traffic congestion and air pollution around schools, while encouraging physical fitness among students. Students will also learn various safe routes to schools designated by school officials. This day is all about awareness and teaching families about alternative ways of travel. We hope to motivate people to use some of these alternative modes that will reduce traffic as well as offer a health benefit to our community. City officials recommend that students walk or bike to school with a group of friends, and that students who are in kindergarten through third grade be accom-panied by an adult.

I am pleased to report we have had an exceptional month in regard to crime and that is because of your community

involvement. You all have placed a number of calls addressing suspicious activity, traffic

concerns and my folks have responded. In addition, Lieutenants Ray, Kemp, Pottenger and Hadley have been very proactive in looking at crime in your area and addressing it.
