Message

It is laudable that the Laguna Lake Development Authority has revised its Citizen’s Charter in its continuing pursuit of transparent, efficient, and on-time delivery of services to its clientele and stakeholders.

The LLDA’s Citizen’s Charter, as amended, manifests the Authority’s mission

to provide efficient and effective services to the public. This handy “Guidebook on LLDA’s Frontline Services” facilitates easy understanding of system-wide processes. The simplified frontline procedures and enhanced service standards assure the public of fast and quality services. This will help build trust and confidence in the government service in general and the LLDA in particular.

I commend the LLDA on this initiative. Let us continue working together as

exemplary public servants!

Message

The Citizen’s Charter that we have judiciously formulated in the Laguna Lake

Development Authority (LLDA) will set into motion our strategies to re-engineer transaction systems and procedures that will drastically trim down the processing time involved in our delivery of services for the benefit of the communities that we serve.

In line with President Rodrigo Roa Duterte’s Ambisyon 2040 that aims

Filipinos to live in a high trust society, I am sure, we will immediately show positive results to shorten processing time in the delivery of services, facilitate bureaucratic requirements, and smooth implementation of our mandate. This would reduce the cost of governance, double our outputs, increase our savings and improve the overall business climate and further spearhead the developmental thrust of LLDA.

Likewise, all offices are required to post their respective workflow charts on

areas visible to the public which indicate the services client need, the persons to be approached as well as the time to finish the transaction. This would assure the delivery of our key frontline services in utmost integrity, transparency and accountability.

Let us work together to make this difference.

Agency Profile

Laguna Lake Development Authority (LLDA) is a quasi-government agency. Established in 1966, its geographical mandate covers the Provinces of Laguna and Rizal; Tanauan City, Sto. Tomas, and Malvar in the Province of Batangas; Silang, Carmona, General Mariano Alvarez, and Tagaytay City in the Province of Cavite; Lucban, Quezon; cities of Taguig, Caloocan, Pasig, Quezon, Pasay, Muntinlupa, Manila, and Marikina, including the municipality of Pateros, all in Metro Manila.

History

The LLDA was organized by virtue of Republic Act No. 4850 as amended by Presidential Decree 813 and Executive Order 927 as a quasi-government agency with regulatory and proprietary functions including environmental protection and jurisdiction over the lake basin’s surface water. In 1993, through Executive Order 149, the administrative supervision over LLDA was transferred from the Office of the President to the Department of Environment and Natural Resources (DENR).

Mandate

“To promote and accelerate the development and balanced growth of the Laguna Lake area and the surrounding provinces, cities and towns hereinafter referred to as the region, within the context of the national and regional plans and policies for social and economic development and to carry out the development of the Laguna Lake region with due regard and adequate provisions for environmental management and control, preservation of the quality of human life and ecological systems, and the prevention of undue ecological disturbances, deterioration and pollution.”

WHO MAY AVAIL OF THE SERVICE:

Persons, natural or juridical, with existing and/or new development projects and activities within the Laguna de Bay Region (LLDA BR No. 408, s. 2011)

WHAT ARE THE REQUIREMENTS:

1. Duly accomplished and notarized Application Form. 2. Photocopy of Environmental Compliance Certificate OR Certificate of Non-

Coverage, whichever is applicable. 3. Photocopy of SEC-approved Articles of Incorporation (for corporation) OR

Articles of Cooperative duly approved by CDA (for cooperative) OR valid Certificate of Business Registration from the Department of Trade and Industry (for single proprietorship).

4. Locational Clearance, if available; otherwise, the same shall be included as LC condition.

5. Photocopy of Environmental Impact Assessment, Initial Environmental Examination, OR Project Description/Engineer’s Report, whichever is applicable.

6. Photocopy of plans (site development plan, vicinity plan, and drainage/sewer plan) signed by a duly-licensed professional.

Note: The original copies of foregoing requirements shall be presented during submission for authentication purposes. However, if the original copy of the document is not available, a certified true copy thereof from respective government agencies should be presented.

Persons, natural or juridical, with existing and/or new development projects and activities in the Laguna de Bay Region, who are not required to secure LLDA Clearance.

WHAT ARE THE REQUIREMENTS:

1. Duly accomplished and notarized Application Form. 2. Photocopy of vicinity map. 3. Photocopy of SEC-approved Articles of Incorporation (for corporation) OR

Articles of Cooperative duly approved by CDA (for cooperative) OR valid Certificate of Business Registration from the Department of Trade and Industry (for single proprietorship), OR certification that business is classified as a Barangay Micro Business Enterprise

Note: The original copies of foregoing requirements shall be presented during submission for authentication purposes. However, if the original copy of the document is not available, a certified true copy thereof from respective government agencies should be presented. EXISTING FEES (as of July 2018):

Articles of Cooperative duly approved by CDA (for cooperative). 4. Photocopy of Environmental Impact Assessment, Initial Environmental

Examination, OR Project Description/Engineer’s Report, whichever is applicable.

5. Photocopy of plans (site development plan, vicinity plan, and drainage/sewer plan) duly signed by a licensed professional.

Persons, natural or juridical, with existing and/or new development projects and activities in the Laguna de Bay Region requesting for Amendment of issued LC from the LLDA due to change of corporate/business name or change of ownership.

WHAT ARE THE REQUIREMENTS:

1. Duly accomplished and notarized Application Form. 2. Photocopy of amended Environmental Compliance Certificate OR

Certificate of Non-Coverage, whichever is applicable. 3. Photocopy of amended SEC-approved Articles of Incorporation (for

corporation) OR Articles of Cooperative duly approved by CDA (for cooperative) OR valid Certificate of Business Registration from the Department of Trade and Industry (for single proprietorship).

4. Copy of previously-issued LLDA Clearance. Note: The original copies of foregoing requirements shall be presented during submission. However, if the original copy of the document is not available, a certified true copy thereof from respective government agencies should be presented.
