•Provide out of school vulnerable children with quality elementary education.

•Strengthen NGOs and formal school capacity to support, improve education systems for vulnerable children, especially girls.

•Strengthen capacity of education systems at various levels capable of responding to the needs of vulnerable children, especially girls
