RE: Proposed Green Roof Variance at 1551 Wewatta Street

1551 Wewatta is an existing 10-story 300,000 sf Class-A office building constructed in 2003 for the Gates
Corporation and located at 15th and Wewatta. The proposed renovations to the building include:
• The expansion of the 2-story lobby to enclose the existing exterior colonnade with a new
entrance and all-glass curtain wall system
• Ground floor impovements comprising a relocated fitness center and core and shell space for
future retail tenancies.
• A new exterior terrace with green roof only (solar panels and water retention will not be
provided) is to be provided at Level 4 on the roof of the existing podium. This area will include
raised planting areas, a turf area and paved amenity zones.
• A 4th floor amenities area with meeting spaces and breakroom within the fourth-floor office area
and adjacent the new terrace.
• A new stair in the north-west corner of the property to provide egress to ground level from the
roof terrace.
• Upgrades to restrooms and common areas on Levels 1, 2 and 4.
The existing building has roofs at podium level and at the upper level. The upper roof comprises the
Level 10 roof and a small section of mechanical penthouse roof. While significant improvements are
being made to the podium roof structure to support the loads required by the new terrace, no work is
being proposed to the upper level roofs.
An exemption is being requested for the upper roofs based on the fact that these roofs would require
major structural upgrade to enable the support of any green roof. A structural analysis supporting this
position and meeting the requirements of the current Green Roof Ordinance is appended to this
application.
In addition, a variance is being requested in order to enable a cash in lieu payment for the additional
green roof area required but not provided on the Level 4 terrace. The requested variance is based on
the following sections of the current ordinance:
• Section 4.01, b, iv - That the proposed roof of a non-residential structure contains an amount of
area that is intended for recreational or social use by the occupants of the building, and results
in the inability to comply with the requirements for a green roof or green roof combination.
The proposed terrace is intended for social use for the tenants of the building and there is a required
balance of occupiable/usable space for daily use/activities and green space to provide a lush green
environment for the tenants for access to nature, food production and shade. This tenant use the limits
the green roof percentage based on the desired program for the tenant amenity areas.
• Section 4.01, b, v - That the applicant presents other substantial evidence to the Board that
shows it would be unable to provide the required coverage green roof or green roof
combination.
We see the structural exemption requested as a limiting factor in providing green roof at the upper roof
level.
Based on the areas currently proposed for green roof and occupiable terrace at the lower roof the
following summarizes the required Cash-in-Lieu requirements for the project:
Total Roof Area 35,833 SF
Green Roof Area Required (at 60%) 21,500 SF
Upper Roof Area (Structurally Exempt) 27,593 SF
Available Area for Green Roof Area 8,240 SF
Green Roof Only Area Provided 2,880 SF
Non-Green Roof Area Provided (Cash-in-Lieu) 5,360 SF
Required Cash-in-Lieu Payment at $25 per SF $134,000
