Thank you for reading the second edition of the Gazette of Oro navigacija.
We are pleased to tell you that Oro navigacija is currently rebranding and you are one of
the first whom we present the new brand to. Thus, the first message of the Gazette is
dedicated to our new brand.

RE-BRANDING OF ORO NAVIGACIJA
It is official: Oro navigacija has renewed its brand.
Why did we decide to do this? Well, we think the time is right as our company aims at:
Internal and external modernization
Changing its legal status
Implementing innovations
Increasing international awareness
Shifting public opinion.
The new brand has significant meaning which communicates our greatest values. First,
the letters ON in the logo mean our name - Oro navigacija. Also, the word “ON” is
symbolic for us as it communicates most valuable aspects: readiness, uninterrupted
availability, positive attitude (turned ON, Online, ON duty).
Waves inside „O“ present signal or spectrum, as symbol of our main activities.
The colors are also meaningful: Blue is the color of the sky, aviation industry, airspace
management; Grey stands for modernity, solidness, stability; the absence of the
background shows our transparency and openness.
Hope you like our new look and we will continue our cooperation for many years!
TRAFFIC GROWTH: NEW SECTORS TO BE OPENED?
During the nine months of this year, Oro navigacija‘s air
traffic controllers handled 204.2 thousand flights in the
Lithuanian airspace, i.e. by 10 per cent more flights,
compared to the same period last year. Overflights
accounted for three fourths (155 thousand) of the total
number of flights. Compared to the same period last year, the number of overflights
increased by 9.7 per cent.
As long as Lithuania‘s aispace traffic is expected to grow also in the coming years, Oro
navigacija is considering measures for enhancing the airspace capacity and currently
analysing the possibilities to reorganise the structure of the airspace and to open
additional ATC sector. The airspace structure reorganisation could cover both the lower
(lower than 3 km AMSL) and the upper (higher than 3 km AMSL) airspace.
The airspace enhancement measures have already been taken in 2018: in June, the
upper airspace of Lithuania, extending from 10 to 20 km AMSL, was divided into two
sectors which allowed to increase the capacity of the upper airspace of the Republic of
Lithuania twice – up to 90 aircraft per hour – and prevent potential delays. More>>>>
NOISE ABATEMENT MEASURES AT VILNIUS AIRPORT
Vilnius airport together with Oro navigacija are working
actively in order to reduce noise pollution by aircraft.
Some of the noise abatement measures will be
implemented in December, for instance, setting the
requirement for aircraft to follow the established routes
of departure above the sparsely populated territories.
The system of noise prevention will be strengthened by the end of the year so that
inhabitants of Vilnius were less exposed to aircraft noise.
It is planned that the requirement for the departing aircraft to follow the established
routes above the sparsely populated neighbourhoods of Vilnius will come into effect this
year. Also, there is an intention to change the route of arrival which is closest to the
neighbourhood of Antakalnis in Vilnius or to restrict its usage in the evening and at night.
The route is being used only by 4 per cent of descent operations by aircraft, supplied
with specific equipment, it is also used for training of pilots and for the purpose of

ORO NAVIGACIJA TAKES PART IN KTU CAREER DAYS
On 25 October 2018 Oro navigacija took part in KTU Career Days organised by Kaunas
University of Technology (KTU). Having been organised in Kaunas for the 14th time, it
was the largest career fair in the Baltics where students or graduates could meet with
representatives of companies.
During the event, which took place in Kaunas Žalgiris Arena, activities of the enterprise
and the possibilities for undergoing internship therein were presented.
By attending the stand of Oro navigacija, students could get familiarised with the
services provided by Oro navigacija and find out about qualifications of employees that
might be needed by the enterprise in the future. During the event, Julija Čižienė,
Communication Manager of the Strategic Development and International Programmes
Division, gave a report on particularities of airspace management “Oro erdvė: ar ji
guminė?“ (Airspace: Is it elastic?).

ORO NAVIGACIJA PROGRESS IN SESAR 2020
PJ.14 EECNS – ESSENTIAL AND EFFICIENT
COMMUNICATION NAVIGATION AND
SURVEILLANCE INTEGRATED SYSTEM
Efficient CNS is one of Oro navigacija priorities. The
Company, together with its SESAR 2020 Solution PJ.14-
01-01 partners, is researching possibilities to apply the
unified concept of operations across communication,
navigation and surveillance, looking for potential synergies and ways of implementing
integrated and performance-based CNS.
Recently PJ.14-01-01 experts from Indra (Spain), Eurocontrol, NATS (UK), Airtel (Ireland),
ENAIRE (Spain), Telespazio (Italy) and Oro navigacija have reached the important
milestone – the first edition of Performance Based integrated CNS document has been
released and approved by the SESAR Joint Untertaking (SJU). The team is continuing the
research and will be providing new insights shortly.
PJ.06 TOBEFREE – TRAJECTORY BASED FREE
ROUTING.
Oro navigacija and Poland's air navigation service
provider are active contributors to the SESAR Solution
PJ.06-02 Management of Performance Based Free
Routing in Lower Airspace.
Seven air traffic controllers of Oro navigacija are to take part in the next real traffic
simulation (RTS) exercises on December 10-14, 2018 in Bretagny, France. The exercise
will be performed at the Eurocontrol Experimental Center (EEC), using available
validation platform and simulating Baltic FAB lower airspace (FL095-FL310, i.e. 2.9-9.5
km) design and real traffic of the summer of 2017.
The exercise scenario envisages that all traffic flies direct routes rather than choosing
existing route network. Air traffic flow changes and ATCO‘s workload will be constantly
monitored during the RTS. The results of the RTS will be used as input data for the
upcoming safety assessment on expanding the Free Routing concept to the lowest limit
possible.

FL095-FL310 is considered the most complicated airspace, with variuos restrictions due
to temporarily segregates areas (TSA) and terminal manoeuvring area (TMA). Currently,
flying free routes in this airspace is hardly possible or impossible at all, while PJ06-02 is
to research the technical possibilities, benefits and impact of expanding the Free Routing
concept to these flight levels.
Making available Free Routing Airspace below FL310, will allow Airspace Users to
improve time and fuel efficiency including short haul flights of propeller driven aircrafts,
raise the automation level of flight planning and lessen workload of General Aviation
flight crew.
PJ.05 REMOTE TOWER – REMOTE TOWER FOR
MULTIPLE AIRPORTS
In December, 2018 Oro navigacija is to take part in the
Exercise related to SESAR Solution PJ.05-03 Remote
Tower Center with Flexible Allocation of Aerodromes to Multiple Remote Tower Moduls.
The key aspects of the Exercise will be presented at the Open Day Event.
Both the Exercise and the Open Day event will be hosted by R&D insitute DLR (Germany)
in co-operation with the industry partner Frequentis (Austria) and take place in the
remote tower laboratory at DLR Braunschweig.
The exercise will take place on December 3-11, 2018. It explicitly focusses on the
splitting and merging of Aerodromes to a multiple Remote Tower Module (mRTM) to deal
with overload, emergency or any other disturbing event to balance workload and
situation awareness. In a real-time human-in-the-loop Simulation 3 teams comprised of
2 Oro navigacija‘s air traffic controllers via 2 separate mRTMs will control 3 Lithuanian
aerodromes (Vilnius, Kaunas and Palanga) with simultaneous VFR and IFR traffic in a
realistic traffic scenario while performing aerodrome splitting and merging procedures.
To be more close to the reality and in order to successfully perform the task, an inter-
active traffic planning tool will be used, provided by Frequientis.
Later, on December 12, 2018 The Open Day event visitors can participate in the
introductory class room sessions including some intermediate feedback from the Oro
navigacija‘s air traffic controllers. Afterwards the participants can watch an example test
run in the remote Tower laboratory.

Providing ATS for Multiple Aerodromes and its flexible allocation of aerodromes to
Remote Tower Modules is the core subject of SESAR2020 “PJ.05 Remote Tower” project.
Single remote tower solutions have already been deployed through the predecessor
SESAR 1 projects, but more significant impacts in flexibility and cost-efficiency are to be
expected with “multiple” remote control out of a remote tower centre that was only
partly covered so far.
