IDC- CONDITIONS

• 2-Stage Design Competition as per COA conditions (modified to integrate cost bids)

• Students and Qualified consultants with multi disciplinary team allowed to participate

• Financial bids of only three best technical bids to be opened

• Right of First Refusal (ROFR) to be given to the technically best bid

• On failure of ROFR, 80:20 QCBS evaluation to be conducted

• Applying Process is through RFE to be submitted online with credentials on architects@irsdc.com

• Evaluation process contains 60 marks for documentary credentials and 40 marks for Approach and methodology presentation.

• Bidder to score minimum 70 marks out of 100 to be finally empanelled.

• JV/ Consortiums are allowed and Lead Member must have the Team Leader and other partner shall necessarily provide at least One Key Personnel.

• First round Bid due date was 17.01.2018. As many as 30 consultants applied for empanelment out of which 11 have been selected in different categories.

• In Second round bidders could apply online anytime on dedicated email for the purpose architects@irsdc.com and last date has been extended upto 06.04.2018.

• In the Bid Stage for a project, the consultants empanelled upto that date under various categories, will be called upon to submit their financial offers.

Eligibility Criteria

Technical Capacity:

The Applicant shall have, over the past 12(twelve) years preceding the Application Due Date, undertaken a minimum of 2 (two) Eligible Assignments out of which one each has to be necessarily from Transportation related and Urban development Projects as specified in Clause 3.1.4 (i) and (ii) respectively of RFP.

Financial Capacity:

The Applicant shall have received an average income of Rs.2 (Two) Crore per annum from professional fees during the 3 (three) financial years preceding the Application Due Date.

However, for the purpose of awarding marks as per Clause 3.1.3 Item Code 2, in case of the Consortium/JV, Average of the average income of per annum from professional fees during the 3 (three) financial years preceding the Application Due Date of each member of the Consortium shall be reckoned.

Prepare typical schematic plans for various situations on the new/existing

stations/ bus terminal.

COMMON CAUSES OF REJECTION • All required forms not filled and submitted…. Un-responsive

• No Station Planning Expert or not having any experience of station /metro
