National Optic Fiber Network – Panchayat Broadband
• Cabinet approved NOFN project in Oct 2011 to connect 2.5 lakh panchayats onoptic fiber network within 2 years.(Total Cost of Rs. 20,000 Crs)

• Bharat Broadband Network Limited (BBNL) created for implementation
• BSNL, RailTel and PGCIL to execute NOFN. Agreement signed on 23rd May2013.
• 5 lakh kms incremental OFC to be laid by 3 CPSUs. E- Gov services to be runapart from supporting TSP/DSP/ISPs.
• 36,000 panchayats (worth Rs. 2500 Cr.) in 11 States/UTs( Tamil Nadu, Gujarat,Tripura, Meghalaya, Mizoram, Nagaland, Manipur, Arunachal Pradesh, Puducherry,Dadar & Nagar Haveli and Daman & Diu) given to RailTel. Survey completed.

• Post deliberations with various operators, RailTel chosen for “Digital Kerala” pilot.
Pilot done at 30 locations in Thrissur dist. (15 village offices + 15 Akshaya
centers).Connected in 15 days .
• Awarded 416 locations in Oct’13 for connecting village offices. All completed in
3 months. Now connecting 12000 schools on same RailWire platform
• Signed Zilla Panchayat and Gram Panchayats as partners to RailWire on 16th Aug
2015 in presence of Hon.CM Gujarat for Digital Sabarkantha .

Masonry Rooms Project: NCR’s Assistance Solicited
• No bids received in multiple rounds of Tendering forBhimsen-Khairar Masonry Room work.
• As progress of OFC laying is substantial, Rooms areimmediately required for OFC termination & indoorequipments installation.
• If NC Rly agrees to provide indoor space forequipments, section may be commissioned early.
• RailTel, needs to refloat Tender/operate variation inexisting Tender if Telecom Room space is notarranged by NC Rly.
• Suitable decision on this aspect is required/solicited.
Status of Project ‘Nilgiri’Wi-Fi Service at NCR- A1 Stations

SMS based monitoring and reporting
• Through a simple per user per month subscription based service , RailTel can offer
monitoring and incidence reporting of any sort and any type that NCR may want
by just the field person sending an sms .
• The report gets compiled for entire section / project as an excel sheet and gets
reported as per defined escalation matrix . Extremely useful for monitoring
progress of targeted works like CTR, destressing , through packing , ballast
cleaning , USFD , sleeper renewal, RUB/ROB etc . Name the requirement and the
application can be customised . No sms charges, as free in CUG. Application
charges as low as Rs.150 per month per user .

• Any make or model of mobile can be used
• Requires no application download or software installation
• Just a simple sms string does the job
• Can even monitor attendance
• Can even generate actual TA bills based on movement
Connected Subordinate and field offices
• Passing on the contingency provisions of CTR/ Doubling/GC/RVNL/DFCCIL
estimates to RailTel, OFC connectivity can be established to every subordinate
office from the nearest OFC PoP at the station and VLANs created for different
uses like TMS, IPAS, ERP,FTS to name a few of the many useful applications
enhancing effectiveness and efficiency
• Once the backbone is available, the same can be used to provide TP services to the
field functional units saving huge cost in travel, time ,transportation enhancing
effectiveness

• On line stock keeping , scrap monitoring, progress monitoring , incidence
monitoring, loading , releasing , invoicing ,TSR maintenance can change the way
the system functions
• A very powerful medium for conducting safety drills , counselling , mass
addressing , emergency alerts , special drives , coaching and motivation ,
addressing staff grievances
Continuous coverage along tracks for operational efficiency
• RailTel can pitch in to invest in towers along high traffic corridors at each station
with OFC backbone .
• These towers can host multiple cellular operators to ensure seamless coverage
along tracks. This helps ensure voice and data communication both for operational
and emergency requirements .
• In lieu of Railway providing 10m x 10m land and initial 20KW power connection
at no cost to RailTel, the MTRC antenna and equipment can be mounted on these
towers at no initial cost to Railways , a 70% saving on MTRC estimates , else can
pay IPF
High Speed superior contention ratio RailWire connection to Railway colonies and
schools
• RailTel through its RailWire program can help bring a paradigm shift in the level
of exposure and competence of Rly employees and their wards by providing
affordable , reliable , scalable , high speed Broadband services at special rates for
Railway employees in Railway colonies.
• NCR can opt for high speed internet plans for all Railway schools bringing a real
change in the understanding and appreciation of subjects by the students who can
enjoy the benefits of learning by seeing and interacting with feedback , using You
Tube Education content , Khan academy lectures and an array of content on the
internet
VOIP phones across NCR
• Using RailTel soft switch in the cloud , both voice and video phones can be
provided across NCR to any location which is available on RailTel IP network
without the need of a physical exchange
• This reduces maintenance , power , repair, replacement and obsolescence cost
• This can be done at the CAPEX of initial supply of phones , I&C and then a small
fee per subscriber per annum
Returns to NCR for patronizing and promoting RailTel
• RailTel pays 7% of its revenue share to Railways , which is actually in excess of
25% of its profit. This is in addition to the Dividend paid against equity .
• NCR can propose to Railway Board that this revenue share proportionate to the
business done in NCR by RailTel should come straight to NCR kitty with powers
to GM to use same for any efficiency / effectiveness enhancing activities in the
Zone.
To make Digital NCR a reality, request following supports
• RDN is highly capital intensive .We need to keep the partners motivated .As all
investments are steered by RailTel, to have real impact , NCR may seek Board’s
approval to allow pilot at ALD, CNB,JHS,AGC,MTJ instead of stations on ALD –
Manikpur where even safety of assets and power availability will be a big
challenge
• Request all Departments to OWN RailTel. May kindly route plans for all OFC
affecting works through local RailTel official who will ensure prompt marking of
OFC and ensure all cooperation. Only in cases where shifting is unavoidable ,
RailTel will request for estimate provision

• The OFC on CNB-ALD and ALD –MGS is 16 years old and coming to EOL .
Request sanctioning work for replacement ( along with quad if due) .
• Request sanctioning of repair cost for defects identified in joint inspection of OFC
on AGC-Achnera –Bandikui so that this section can be repaired and put to use
• Bina-Lalitpur and NYN-MGS are sanctioned for 3rd line. Will require OFC shifting
. May kindly sanction this as part of estimate in time to shift OFC ahead of start of
work.
Request for support (continued)
• In CNB-TDL section , fiber swapping be permitted between OFC maintained by
RailTel and that for signalling .This will ensure higher uptimes .
• CNB MW Power feeder used for power supply to optical equipment requires
upgradation to overcome frequent outages and low voltage issues
• IRPMU is laying OFC between Panki station to MW and MW to Central station. In
the duct so laid, 48 F be blown instead of 24F so that 24F can be used by RailTel.
In lieu of 24 F cable given by IRPMU, RailTel can supply 48 F cable .
Request for support continued
• Request pending payment for STM4 charges from NCR for 01.04.2015 to
31.03.2016 amounting to Rs.1,00,92,162/- and past arrears of 4F maintenance from
01.04.2013 to 31.03.2016 of Rs.1,19,32,902/-
• Request release of VAT over project charges of Rs.6.9 lacs
• Request approval for WiFi awareness drive and signages at ALD station as per
details submitted on 21.04.2016
• Request to retain all MW towers as these are vital assets for access network
•

• Request space for safe keeping of material for Railway OFC projects and allotment
of spare rooms for equipment PoPs in the three Divisions
• Request Engineering support for mobilising good contractors for Masonary
buildings on JHS-Mahoba and plan approvals for OFC PoPs against Railway
projects on KHS-Mahoba-Manikpur and
