"The Centre is also working on plans for building capacities in HR, training, supervision, etc on a massive scale and roughly estimates to receive and utilise 400-500 million doses cover- ing approximately 20-25 crore people by July 2021," he said, while responding to questions asked by social media users said on the fourth episode of his 'Sunday Samvaad' today. The union minister said that the Health Ministry is currently preparing a format in which states will submit lists of priority popu- lation groups to receive the vac- cine, especially health workers en- gaged in the management of COVID19, and this exercise is tar- geted to be completed by the end of this October. He further informed that the Government is also keeping an eye on immunity data with regard to COVID-19 disease while finalizing these plans. Cases in India breach 65-lakh mark NEW DELHI: India's COVID-19 caseload went past 65 lakh, while the number of people who have recuperated from the disease crossed 55 lakh, according to the Union Health Ministry data updated on Sunday. The recovery rate stands at 84.13 per cent. The total coronavirus cases mounted to 65,49,373 with 75,829 people testing positive for the infection in a day, while the death toll climbed to 1,01,782 with the virus claiming 940 lives in a span of 24 hours, the data updat- ed at 8 am showed. The total recoveries have surged to 55,09,966, while there are 9,37,625, active cases of coronavirus infection in the country which comprises 14.32 per cent of the total caseload, the data stated. The COVID-19 case fatality rate has further dropped to 1.55 per cent. India's COVID-19 tally had crossed the 20-lakh mark on August 7, 30 lakh on August 23 and 40 lakh on September 5. It went past 50 lakh on September 16 and crossed 60 lakh on September 28. Police have seized 2 sophisticated arms and ammunition, including one MP5 sub-machine gun (with two magazines and 30 live rounds) and one 9mm pistol (with two magazines and 30 live rounds), besides one white colour Etios car (PB-11-BQ 9994), 4 mobile phones and an internet don- gle. Disclosing this today, DGP Punjab Dinkar Gupta said during the preliminary investigations, Makhan @ Amli disclosed that they were in touch with Canada based Harpreet Singh of Canada who had instigated them to raise a terror module in Punjab to carry out terror- ist killings. According to Makhan Amli, who has earli- er been a close associate of BKI chief Wadhawa Singh, Canada based Harpreet, a KZF operative, is a frequent visitor to Pakistan and he’s a close aide of Pak based KZF chief Ranjeet Singh @ Nee- ta. The accused further dis- closed that the above arms and ammunition had been arranged for them by Ranjeet Neeta through his associates. Hathras tense as protesters clash with police AGENCY HATHRAS, OCT 14 Police lathi-charged several workers of the Samajwadi Party, Rashtriya Lok Dal (RLD) and the Bhim Army on Sunday as they clashed with the police during a visit to Hathras's Bulgari village, the native place of the 19-year- old Dalit girl, who died after alleged gangrape. Clashes broke out briefly when the police denied entry into the village to the visiting delegations of the political parties, citing more than five people are not allowed in one go. The SP and RLD support- ers clashed with the police and tried to break the barriers put on by the force. They were joined by the Bhim Army later on. Clashes began when the political workers started pelting stones on po- lice. In return, police baton- charged several workers and many people including RLD leader Jayant Choudhury, son of former Union minister Ajit Singh, were charged by the force. Couple of policemen including DSP Anand Kumar were also injured in the stone pelting. Additional police forces were rushed to strengthen the security in the area. Later, a 5-member dele- gation of the SP led by state president Naresh Uttam met the family members and sub- sequently, another delegation of the RLD led by Jayant Choudhury met them. Delhi schools to remain shut till October 31 NEW DELHI: Suspension of schools in Delhi has been ex- tended to October 31 due to COVID-19, said Deputy Chief Minister Manish Sisodia. "All schools will remain closed for students in Delhi till Octo- ber 31, 2020," Sisodia said. Earlier, all schools in Delhi were ordered to stay closed till 5 October. The power glider took off from INS Garuda, a Naval air station here, and crashed near Thoppumpady bridge close to the naval base at around 7 a.m. Both the crew members of the glider -- officer Lt Rajeev Jha (39) and Petty Officer Sunil Ku- mar(29) -- were pulled out from the wreckage and rushed to the Naval hospital INHS Sanji- vani. However, they were declared brought dead, the spokesperson said. A board of inquiry has been ordered by the Southern Naval Command into the incident, he said. Mr Manohar Lal was addressingthe progressive farmers during the“Progressive Farmers Conference andDiscussion on Agriculture Acts” or-ganized by Agriculture and FarmersWelfare Department and HaryanaState Agriculture and MarketingBoard (HSAMB) at Karnal today.

While lambasting the CongressParty for misleading the farmers fortheir vested interests, the Chief Minis-ter said that today demand is beingraised to bring MSP under the Act.The Congress remained in power inCentre and State on different occa-sions between the year 1966 to 2014and why they did not bring any Act togive legal guarantee to MSP, he ques-tioned.

He said that if the Congress is tru-ly a well wisher of farmers, it shouldask its Government in Rajasthan andPunjab to purchase Bajra (Millet),Sunflower seeds and Moong on MSPas already being done in Haryana.This time we have also decided to pur-chase Maize on MSP in the State.Each and every grain of Maize wouldbe purchased by the State Govern-ment, he added. The Chief Ministersaid that recently he held a meetingwith the Cotton Corporation of India(CCI) and upon his initiative; the CCIhas agreed to procure 100 per centcotton from Haryana on fulfilling thepermissible parameter of moisturecontent upto 12 per cent. Earlier, only25 per cent cotton was being pur-

chased by the CCI.The Chief Minister said that agri-

culture and farmers form the basis ofall welfare policies and programmesof the Central and State Government.He said that there is a need to makesuch arrangements that the farmersare not required to sell even a singlegrain of their produce on MSP ratherthey are able to sell it on a price high-er than the MSP. He assured that theentire produce of the farmers wouldbe procured in the mandis of the Statein case they do not get higher pricesoutside. He said that earlier, the farm-ers were able to sell their produce at asingle place but now the new FarmsAct has given them the freedom to selltheir crop anywhere.

The Chief Minister said that asland holdings in the State are continu-ously shrinking, schemes are beingprepared to assist those farmers whohave small land holdings and are com-pletely dependent only on agricultureby encouraging them to venture intoagro-allied activities like dairy farm-ing, bee-keeping, fisheries etc so thattheir income could be increased. Apartfrom this, such farmers would also beprovided guidance for the marketingof their produce. He said that contractfarming will help the farmers to getassured income.

In international diplomacy, where perception matters, it is soft power which gives nations an edge. Where does India stand in the latest rankings? Not in the Top 20 in spite of being the largest democracy. The only consolation being neither does China.Globalization has not only created global brands but certain omnipresent cultural imprints. A classic example is Hollywood, which has become the world's favourite entertainment. Or Chinese food, French wine, yoga, ayurveda, soccer, samba. With an estimated turnover of over $2.5 trillion annually, culture (excluding tourism and travel, which is a similar amount) is one of the world's largest industries. France, for instance, draws over 70 million tourists and India a mere 10 million to savour its food, fashion and sights. India's rich heritage of architecture and craftsmanship, music and dance, food and clothing, spiritualism and colourful pageantry and festivals should make it an ideal tourist destination. Unfortunately, 'Incredible India' is still just a catchy slogan. While a small country gets three times more travellers, India is handicapped by lack of adequate and friendly tourist infrastructure. Even international destinations like Taj Mahal do not even have enough loos. Beggars and touts and greedy ill-informed guides and touts can put off any visitor.In the last couple of years, attempts have been made to improve tourist infrastructure but this still falls short of global standards. In my travels around the world, I found smaller countries like Vietnam, Croatia, Peru, Morocco and Norway have leveraged tourism as a major economic activity. Not only have these governments made travel into and within the countries convenient but an enjoyable experience as well. The present government is hoping to change all this but the pace of change is slow.

In reality,farmers have welcomed the farmBills," Javadekar said. "PM Modihas a bigger thought for the na-tion. "The issue is that 60 percentof the country's population is en-gaged in agriculture. Their contri-bution to GDP is just 10-15 per-cent, the issue is to increase it. Itwill increase only when newtechnology, new investment, andnew types of seeds, fertilizers areused for it," Javadekar said.

CPI (M) Polit Bureau memberBrinda Karat on Sunday allegedthat the Uttar Pradesh govern-ment "subverted justice" inthe Hathras incident andthen recommended a probeby the Central Bureau ofInvestigation (CBI) intothe matter.

"They (UP govern-ment) have subverted jus-tice in this case. Now, theyhave given it to the CBI.What is the credibility ofthe entire investigation? Ithink it is extremely im-portant that it should be acourt-monitored investigation,"Karat said while speaking to anews agency over the Hathrasincident.

Speaking about the Alla-habad High Court's stand in thecase, she said: "The AllahabadHigh Court has already takensuo moto notice. Let us see whatcourt will say on October 12 be-cause nobody has faith in theAdityanath government or theModi government and its agen-cies in this case right from thebeginning they have subvertedjustice."

The CPI (M) leader furtheralleged that the Uttar Pradeshgovernment does not want toserve justice to the victim's fam-

ily. "Now with handing over thecase to the CBI..... the issue ofcredibility of the Adityanathgovernment and its accountabil-ity cannot be diverted. Thequestion is the accountability of

the UP government and its re-sponsibility for the death of thisgirl? Right from the beginning,they have been against justice inthis case," she said.

On Saturday, the UttarPradesh government decided tohand over the probe into theHathras case to the CBI. An-nouncing this move in a tweet,the office of Chief MinisterYogi Adityanath said the ChiefMinister has decided to handover the entire investigation intothe Hathras case to the CBI.

The 19-year-old womandied at Delhi's Safdarjung hos-pital on September 29. All thefour accused in the incidenthave been arrested.

Cotton farmers are beingforced to sell their producebelow MSP: AAPCHANDIGARH: Senior Aam AadmiParty (AAP) leader and MLA Prof.Baljinder Kaur said that cotton farmersfrom Malwa are being forced to sell theirproduce below the Minimum SupportPrice (MSP) because the CottonCorporation of India (CCI) hasn’t startedtheir procurement yet. The MSP ofcotton was set between Rs. 5515 and5725 per quintal, but the produce arebeing procured at Rs. 4000 to Rs. 4500per quintal. Moreover, businessmen areclaiming that they are unable topurchase the produce because of thehigh moisture content. Prof. BaljinderKaur said that the farmers are now leftwith no option but to sell their produce atbelow MSP.Prof. Baljinder Kaur said thatalthough the government has set MSPof cotton at Rs. 5515 to Rs. 5725, thefarmers are being forced to sell them atRs. 4000 to Rs. 4500. Farmers arestating that this is the reason that theyare being forced to sell their paddy andgrain produce early because thegovernment ensured MSP onthese crops.
