I. RABIES

1. REALITY OF RAISING DOGS AND DOGS

POPULATION MANAGEMENT

• Dogs population in Viet Nam is about 6 million

heads

• Dogs are raised in most part of the country

• Almost breeding dog is local breed

• Dogs are raised for housekeeping and meat

supply, some of them are raised as pet

• Dogs are raised mainly in delta areas, towns

and cities.

• Each family raise from 1 – 3 dogs. 4

• Dogs population management and monitoring

of rabies in dogs have not strong enough.

• Most of dogs are free ranging without muzzle,

leash and dogs owner are not register to Local

authority or Veterinary agency.

1. REALITY OF RAISING DOGS AND DOGS

POPULATION MANAGEMENT

In Human:

• In period of 2008 – 2012, there were 1, 285,

885 persons bitten by dogs and had been

treated with rabies, of which 354 person were

died.

• First 8 months of 2013, there were 175, 035

persons bitten by dogs and of which 63 persons

were died.

• Number of rabies cases in mountainous and

midland provinces are higher than other areas.

• Human exposed by

rabies:

- 89,2% are bitten by

dogs;

- 8,7% are bitten by cat;

- 2,1% are contacted to

other animal.

• Rabies occurred in all part of the country.

• There were 643 dogs infected by rabies from

2008 to date.

• Number of dogs have been vaccinated with

the rate under 60 %.

• Occurrence of rabies concentrated in areas

where dogs population are vaccinated with low

rate (Tuyen Quang, Phu Tho, Yen Bai, Cao

Bang, Bac Giang, Nghe An, Quang Ngai, Binh

Đinh, Gia Lai, Đak Lak, Binh Thuan, An

Giang).

• Some provinces rabies have been occurred

4 or 5 years continuously.

1. VACCINATION AGAINST RABIES

• Vaccination against rabies

campaign are implemented 2

main courses a year:

– Course 1: Mar - Apr

– Course 2: Sep – Oct, and

– Additional vaccination for

new born dogs

• Rate of vaccination is about 50

- 60% of dogs population.

• Some provinces have gained high rate of

vaccination for dogs such as: Ho Chi Minh City

95,5%; Hai Phong City 92%; Hà Nội City 87% ;

Hải Dương province 89%; Nam Dịnh province

87%; Thanh Hoa province 87%; Hue province

81%.

• In rural areas have gained high rate of vaccination

for dogs by 47 - 57%.

• Mountainous and midlands provinces have gained

low rate of vaccination for dogs, especially in

remote areas, rate of vaccination for dogs is very

low. 16

implemented by local

authority and veterinary

agency.

• Recently, stray dogs

have been decreased to

contribute to eliminate

number of person bit by

dogs and traffic accident.

3. NATIONAL PROGRAM TO ELIMINATE AND CONTROL

OF RABIES ON ANIMALS FOR THE PERIOD OF 2011 –

2015

The program has been approved by Government on 7 November, 2011.

FINANCE FOR 5 YEARS ACTIVITIES

I. Central budget:

1. For veterinary: 22 Billion VND

2. Human health: 10 Billion VND

II. Provincial budget:

1. For veterinary: 129 Billion VND

2. Human health: 76 Billion VND

4. PUBLIC AWARENESS

• There are various propaganda method for

rabies have been used to persuade people

support the prevention and control of rabies,

such as Television, leaflet…

• Provincial Television regularly broadcasts

news, messages for prevention and control of

rabies.

• Public on the newspapers.

• DAH has cooperated with

Central Institute of

Epidemiology, Veterinary

Company to organize

training course on

prevention and control of

rabies for provincial

veterinarian and related

person.

• Improve the capacity of laboratory for testing of

rabies

• Implement dog population management:

record, vaccination.

• Improve the cooperation with International

organization ­ WHO, FAO, OIE, Veterinary

agencies of ASEAN countries to learn

experience for prevention and control of

rabies.

• Strengthen public awareness.
