Preparation of Draft Modification Leaflets

5306(1) The Design Organization (DO) shall prepare and submit DML to the Type Airworthiness Authority (TAA) or Commodity Project Team Leader (PTL). In doing so, the DO shall be fully responsible for the technical accuracy of the DML.

1. The DML should be prepared in the format shown in Annex A.

2. Any amendments to a DML after publication should be prepared and submitted in accordance with Annex B.

3. The need for a DML to be provided should be stated on the Modification Proposal Form (MPF) as published in the minutes of the authorising Local Technical Committee1 (LTC) as each individual modification is authorized and classified. A DML should always be prepared for modifications affecting aircraft handling or operation.

4. Where there is a separate technical publication for each different type or mark of Air System or related, product, part, appliance or Air Launched Weapon (ALW), the following should apply:

a. When the sequence of operations or the sets of parts differs between types or marks separate DMLs should be provided.

b. When there is no difference in the sequence of operations or sets of parts one DML will suffice but sufficient copies should be provided to cover each separate publication.

5. Abridged DMLs should be provided, when stipulated by the LTC.

6. DMLs should be dated and signed as technically approved by the DO.

7. DMLs, except as stated in para 10.b, complete with copies of diagrams and copies of drawings called up should be sent to the TAA or Commodity PTL. When a Proof Installation (PI) is required, the DML should be revised to address the findings of the PI prior to despatch.

8. After the DML has been agreed for publishing, the modification kit should be regarded as frozen and changes to the composition of the kit and the source of supply of any parts included should only be made with the prior approval of the TAA or Commodity PTL concerned.

9. The DO should submit a DML by the date given on the approved MPF.

10. The DO may be directed to provide abridged DMLs by the LTC, under various circumstances including the following:

a. When a non-retrospective modification affects the operation or handling of an Air System (Para 1 and 13 of the DML).

b. When a modification will be embodied only by depth support and when classified with the following rider 'On embodiment on Repair and Recovery at…….(a specified organization or location)'. In such cases the DML (sometimes known as embodiment instructions) may consist of Para 4, 5, 7, 8, and 9.

c. When a modification does not involve supply or modification action by the Service, but it is necessary for the Service to know about the modification, Para 1, 12, 13 and 14 only of the DML may be completed.

d. When a modification is authorized for embodiment on site by a Contractors Working Party (CWP). This type of DML will be referred to as a DML CWP type. Where modifications are embodied by a CWP before the official issue of the modification leaflet (either at the Contractors' works or at a Service unit) the Contractor is to issue a copy of the DML to the senior engineering officer at the Service unit(s) concerned. If necessary for a CWP to embody a modification before a DML has been prepared, the Contractor is to provide the Continuing Airworthiness Manager and the TAA or Commodity PTL with adequate information on the purpose and extent of the modification.

11. DMLs, after editing by the Service department concerned, are published as modification leaflets or modification instructions to provide:

a. General instructions and information.

b. Technical instructions to Service personnel on the way in which the work will be done.

c. Supply management instructions to Service personnel.

12. Modification leaflets or instructions are issued in the relevant technical publication series.

13. Leaflets for modifications to aircraft pylons and special-to-type carriers will be issued in the Topic 2 of the Aircraft Maintenance Manual (AMM) for the equipment. Where leaflets have already been issued in the aircraft series a token leaflet will be published in the appropriate equipment Topic 2 listing those leaflets which are to remain in the aircraft Topic 2.

14. The Contractor is to attach to each copy of a DML a sheet giving the name, department and full contact details of the member of their staff to whom any technical queries can be referred.

15. It will sometimes be easier for a Contractor to produce a full standard DML rather than attempt to decide which paragraphs will be required by the Service. In these circumstances, the Contractor may, if he so wishes, submit the full DML.

ANNEX A

DRAFT MODIFICATION LEAFLET – STANDARD LAYOUT AND COMPLETION INSTRUCTIONS

A.1 Introduction

A.1.1 The purpose of a modification leaflet is to inform the Service(s) what it has to do, supply or

know and this should be the guiding principle in preparing a DML.

A.2 General Instructions

A.2.1 The standard layout and completion instructions should be followed unless otherwise

directed by the LTC. Where it is a Service(s) department(s) responsibility to complete or insert

information this is stated. An electronic copy of supporting documentation is preferable. The subject

documentation will be in a format agreed with the TAA or Commodity PTL and/or the DO as

appropriate.

A.2.2 Main paragraph and sub-paragraph numbers, except for abridged leaflets, should be

included, and the text inserted as appropriate. Inappropriate paragraphs and sub-paragraphs should

be indicated by a ‘NONE’ or ‘Not applicable’ entry. Inappropriate alternative sub -paragraphs should

be omitted. When an abridged leaflet is issued paragraph numbers are not to be left blank but are to

be closed up.

A.3 Drawings

A.3.1 DMLs may be illustrated by drawings specifically prepared for and supplied with the DML.

If possible, design drawings should be avoided because:

a. Large drawings are awkward to handle under Service conditions;

b. Many operations can be more easily understood if illustrated by simple perspective sketches;

c. A manufacturing drawing will merely show the part before or after it has been modified whereas a specifically prepared sketch can show the scope of the modification more clearly, particularly when the part is complex;

d. Embodiment of the modification will be delayed until the design drawings are obtained.

A.3.2 Where a modification may affect armament safety, the electrical wiring diagrams necessary for its embodiment should give full routeing details.

A.3.3 Drawings which are intended to form part of a leaflet will be prepared in a form suitable for retention by the Contractor as a master original and for the embodiment of subsequent changes.

A.3.4 Duplicates of master drawings, copies of which are to appear in the DML will be sent to the

TAA or Commodity PTL with the DML or amendment (Annex B).

A.4 Security Marking

Security marking of classified DMLs is to follow the requirements of JSP 440.

a. Where the reference for the Topic 2 has not been promulgated the basic publication number for the equipment shall be entered, followed by the words ‘in preparation’.

e. To be inserted by the TAA or Commodity PTL. Leave space for two lines. Where a UK modification to an American Air System or related product, part, appliance, or ALW is identical with the American modification the Engineering Change Proposal number should be inserted under the short title where known.

f. Insert name and mark of Air System or related product, part, appliance, or ALW. For an Air System this should include those marks sold to a foreign nation. For related products, parts, appliances, or ALWs a list of the Air Systems, including those sold to a foreign nation, in which the modified product, part, appliance, or ALW will be fitted should follow the main title. Enter Service applicability eg RN, Army, RAF, Royal Netherlands Navy etc.

g. Enter the modification number and classification given on the MPF.

h. The TAA or Commodity PTL will insert the file reference.

i. Enter the title given on the MPF.

j. Insert a statement as to why the modification is introduced and how it achieves the desired results. The statement should be positive eg ‘To extend aircraft fatigue life’ etc; phrases such as ‘MOD requirement’, ‘to comply with the Final Conference Report’, etc. should be avoided.

k. State one of the alternatives. Omit inapplicable words.

For standard A4 size, the maximum size of the printed illustration (including captions, sheet number, figure number, title and security markings) is 260mm x 165mm. aa. The sequence of operations are to be in logical order. Parts to be manufactured by Service units are to be detailed first, followed by removal, dismantling, embodiment, re-numbering, re-assembly and re-fitting, and the necessary routine testing by reference to appropriate Service publications.

When the work involved in the embodiment of the modification has to be done by the Contractor (usually by return of components), and other work has to be done on the aircraft, enter only the work to be done by the Service.

Although changes of reference, part and assembly numbers are listed in Para 7, the physical action required to effect such changes and also to record embodiment of the modification on the modification plate, are to be included in the sequence of operations.

When quoting both part number and reference number the part number is to come first thus:

ANNEX B

AMENDMENTS TO DRAFT MODIFICATION LEAFLETS

AND PUBLISHED LEAFLETS

B.1 If a modification leaflet has been published, an amendment is to be prepared by reference

to the printed leaflet and not to the DML.

B.2 If the amendment is simple and can easily be incorporated by the Service holders of the

leaflet, the amendment will be prepared in the manner and style of Annex C ‘Amendments to

modification leaflets - specimen’.

B.3 If the changes are complex, a new draft should be submitted. If the DML has been printed,

the new draft should be annotated ‘(Alteration . . . . . . . incorporated)’ and will be issued as a

replacement for the existing printed leaflet. The significant changes in the new leaflet are to be

indicated by a black triangles thus ►......................◄

B.4 If modification sets have been delivered by the Contractor, or for no Contractor parts

modification embodiment has been started, MOD will normally approve amendments to an existing

leaflet to cover minor corrections which do not affect provisioning action, the work involved or the

technical or operational value of the modification.

B.5 Where a proposed amendment is outside the scope of clause B.4 above, the TAA or

Commodity PTL will need to consider whether it is acceptable. If not acceptable as an amendment

and the change is supported, it will be necessary for a further modification to be submitted. If this

modification is subsequently approved a further draft leaflet is to be prepared.

B.6 To assist MOD in their considerations, all draft amendments to leaflets are to be

accompanied by a statement giving the necessary information as detailed in Annex D.

B.7 Amendments are not to be submitted which affect any fixed or maximum price agreement reached for the subject modification, and any draft amendment which does not affect such agreements will be accompanied by a statement to that effect. When the costs shown on the MPF are estimates, any change of cost shown on the statement will be taken into account by the TAA or Commodity PTL when considering the proposed amendment.
