TO: Directors of Offices, Divisions and Regional Offices, Assistant Directors and Branch Chiefs SUBJECT: RE0RGANIZATION OF THE OFFICE OF NUCLEAR REACTOR REGULATION The Office of Nuclear Reactor Regulation is being reorganized to reflect the nature of the expected workload during the next few years, to pennit the most effective implementation of recommended changes and improvements identified by the various TMI accident investigations, and to provide for the most effective and efficient utilization of available resources. Some of the major features of the new organization are as follows. (1) A new Division of Human Factors Safety is devoted totally to supporting the operational and people-oriented aspects of safety. . (2) All project managers are consolidated into a Division of Project Management, thus promoting the expansion and strengthening of the authority and responsibility of the project managers. Technical disciplines are largely cen- tralized into a Division of Engineering and Division of Systems Integration, thus eliminating diffusion of technical expertise and assuring effective interchange and application of reystrements and experience between operating plant and licensirig reviews. (3) It maintains, reinforces and institutionalizes a separate - organizational element, a Division of Safety Technology, for the timely development of solutions to generic safety issues L as well as other management and procedural improvements which | NRR has evolved since the TMI accident.
