Training Report on REDD+ MRV Training: - Community Training on Forest nursery establishment and management and Forest Plantation establishment and management Training Title REDD+ MRV Training:- GPS, GIS and Remote Sensing software
Brief overview
FDRE government planned to implement GTP2 &CRGE which will contribute to sustainable development of country. REDD+ (Reducing emission for deforestation & forest degradation plus sustainable forest mgt , carbon stock enhancement ) is among the strategies identify to bring carbon neutral development in the country OFLP currently completed its REDD+ readiness phase, started its implementation phase by assigning OFLP woreda, safeguards & Facilitators in different woredas& zones of the region. From the very natural REDD+ is multi-sectoral &need the participation of different sectors. It is obvious that during readiness phase different level stockholder consultation & awareness creation were held. Also it isnecessary to create awareness effective consultation continuously to identified stake holders to successful implement the program . Fore effective implementation of Oromia REDD+ program clustered in the three,among that west Oromia cluster centered at Nekemte which includes: Kellem Wollega Zone clustered in to two Woreda cluster namely sayyoo which includes,Anfillo,Gidami ,Hawwa Galaan,yemalogi walal & Sayyo woredas respectively .

Objective/s
The overall objective of this training is to enhance the capacity of sub-regional and Woreda
● To enhance awareness of experts on REDD+ Program.
● To build the capacity of DA and Nursery Forman in the field of forest
nursery management &plantation establishment &awareness on
safeguard
● to aware &assess social & environmental concerns of the identified A/R
sites
● To facilitate the implementation OFLP per the plan.
● To equip trainers with Safeguard overview and implementation
procedures

Result Contribution
It helps the trainees to:
● Awareness of community in climate chane and the role and existence of natural resource (Forest ) was isightely increased
● After community training was given for community representative, at woreda level (Sayyo,Gidami and Hawa Galan Woredas) ,
● The perception of the community towards the concern of climate change, natural resource management and specially the interest of the rural community to engage in A/R activity was highly increased .and in Anfillo Woreda, interested community members were highly motivated and fully participated in A/R activity of their sites ,namely
canti,Dora,Damma,Konga and Yingi-1 A/R sites of 2010 / 2018year .
Challenges and the way Foreword
Challenges: ● Pease instability of the locality hinders full and effective
approach to the rural community and in engaging in A/R activities
The way forward:
● Community training should be given at 2nd month of the second quarter
Conclusion and Recommendation for training program in the future.
Recommendation
Rural communities are our main actors and back ground for the implementation of REDD+ on the ground as well as carrying overall A/R activity starting site selection, plantation hole digging, loading and unloading seedlings, planning seedlings, weeding /cultivating and taking caring from any damage. therefore, it is necessary training the community in further how to handel the existing natural environment of their surrounding in detail.
For effective and successful implementation of A/R activity at rural kebele level in the coming physical year it is better to consider the following point
1. The internal by-law should be delivered to the community engaged in 2010A/R activity as soon as possible in order to gain full trust for the next physical year A/R activity,
2. Use right and property right based on the forest law and Rural land admiration land use should be facilitated to the community of participated on A/R of 2010 on time.
Conclusion
In the process of implementing A/R activity, especially in Anfillo Woreda in Annual Work Plan of 2010, we experienced that a detailed and in depth repeated discussion with the whole community, engaging and participating Qerro and Qarre in overall processes of the A/R activity was the crucial key of the planned activity. In addition to the above point, assigning more qualified
and committed experts to A/R site from woreda in training the community and implementing the activity as scheduled is the most issue to be considered, because the failure recorded in A/R sites of Yingi-2,Banga and Dawwar was the effect of assigning non-qualified expert and non-committed professional
