Project Summary
Please provide a couple sentence summary of the proposal.Our existing fish cleaning station is well beyond its useful life, even though it is still in use. We want to modernize it by adding lights and a fan, as well as making it ADA compliant. We will also need to replace the roof and add sprayers, drains and signage.

funding from R&E.The primary goal is to have a modern fish cleaning station for local fishermen, and the outcome would be for more of those anglers to use the facility. The elements are lights, and fan, new roof, water sprayers, and a drain system, along with minor repairs.
Primary objectives of R&E funding
Please describe the measurable objectives for the R&E portion of the funding request.We see the main objective to be more anglers using the facility. We can measure the use of the station with electricity use, and also reports from the camp host residing close to the station.
Current Situation/Justification
Please describe the current situation and explain why this funding is needed.Our current fish cleaning station is in disrepair and needs some significant upgrades. We have a very limited parks and recreation budget, so refurbishing the facility will be impossible without funding.

Explain how this project will contribute to current (and/or potential) fishing opportunities, access, or fisheries management.
The upgraded fish station can serve both the Sturdivant Park and Coos County boat ramps, which are almost across the river from one another. With seven types of fish that anglers can pull from the Coquille River, we see the facility being used much more with the addition of lights to allow fisherman to use the station who come off the river late, and a fan to keep flies and wasps at bay. Other items noted are to repair, replace and modernize what currently exists.

Identify any plan or other document that identifies this priority.A recent parks and recreation survey done by Coquille showed how many residents in the area fish the river and want to have a better fish station. We are currently working on a master plan, but the document is not finished.

Project Design and Description
Please describe in detail the methods or approach that will be used to achieve the project objectives.The local electrician will be responsible for adding lighting and the fan. A licensed and bonded contractor will be doing the roofing work. Finally, city crews will do the minor portions of the upgrade with painting signs and any miscellaneous tasks.

What is the life expectancy of R&E funded construction, structures, equipment, supplies, data or fishery?
We believe this fish cleaning station will have a life expectancy of 25 years, assuming proper maintenance is provided, which Coquille is intent to do. There really is no data, but the cleaning station is expected to stay in place until it is obsolete.
Who is responsible for long term management, maintenance, and oversight of the project beyond what is funded by R&E.
The City of Coquille Public Works Department will be responsible for all of the long term management, maintenance, and oversight of the facility. Specifically, our parks person, Mike Arellano, will be handling the inspection and day-to-day maintenance of the station and all record keeping. Additionally, he will report to the Public Works Director any larger repairs that will require the hiring of licensed contractors.

Since the fish cleaning station does not consist of machines with moving parts, there will be no need for anything but minor items, such as changing bulbs in light fixtures. Over time, parts will also wear out and need to be replaced. We're aware of the need for ongoing maintenance and will budget accordingly.
Is there a plan to collect baseline data and to conduct monitoring efforts to measure the effectiveness of the project?
YesWe believe we can estimate usage based upon the amount of waste produced at the station. We will also have anecdotal evidence provided by our park host, who is set up about 100' from the station. Unfortunately, we have no data regarding past use, and therefore cannot know if there is less usage prior to our proposed upgrades.
