In this context, a copy of D.O. letter dated 28.03.2016 from Secretary(MSME) to Secretary, Ministry of Drinking Water and Sanitation is also enclosed herewith.

In. view of the above, it is requested to prepare day wise action plan of activitiespertaining to Swachhta Pakhwada by all MSME-DIs/TCs/TIs/TSs and take action on theAction Plan and send the report to the DI Division of this Office by 12/04/2016 as per para 7of the Action Plan for onward transmission to the Ministry.

Kindly refer to D.O. letter NO.S-I8020/l7/20I6-SBM dated 1st March, 2fJi6 fromCabinet Secretary regarding the Swachh Bharat Pakhwada (fortnight) to be observed by variousMinistries during April, 2016 to March, 2017. A draft calendar, assigning the themes.and thefortnight to various Ministries has been sent to this Ministry for comments. This Ministry hasbeen assigned the theme "All factories and Manufacturing premises, using manual labourersand workers" for the Swachhta Pakhwada to be observed from Oist May to 15th May everyyear.

2. In line with the theme of the Swachhta Pakhwada, all organisations/field offices underthis Ministry have been directed to take up cleanliness drives and awareness programmes in theindustrial estates/clusters under their respective jurisdiction.

3. I enclose Action Plan prepared for Ministry of Micro, Small and Medium Enterprisesand all autonomous bodies / attached offices and field offices working under, or, for the MloMSME on the activities proposed to be undertaken during the period from May I" -is", 2016.

,'ACTION PLAN OF THE MINISTRY OF MICRO, SMALL AND MEDIUM ENTERPRISES

SWACHHBHARATPAKHWADA

1. This Action Plan will not only be for the Ministry of Micro, Small and Medium

Enterprises, but will also be applicable on all autonomous bodies ! attached

offices and field offices working under, or, for the Ministry of Micro, Small and

Medium Enterprises. Obviously, this Action Plan would include Headquarters

and Field offices of Development Commissioner (Micro, Small and Medium

Enterprises), National Small Industries Corporation (NSIC), Khadi and Village

Industries Commission (KVIC), Coir Board, National Institute for Micro, Small

and Medium Enterprises (NI-MSME) and Mahatma Gandhi Institute for Rural

Industrialisation (MGIRl).

2. The Swachhta Pakhwada will be observed from 1st May to is" May every year. It

does not mean that swachhta will not be attended to on day to day basis.

Swachhta should become a norm of all the offices. However, during these fifteen

days, special activities, some of which are listed below, will be carried out.

3. All the Offices will carry out a detailed cleaning exercise. All the almirahs will

be cleaned and will be numbered. On the top of the almirah, paper would be

pasted which would indicate as to who is the in charge of the almirah and when

did he ! she last cleaned it. The supervisory officers' name will also be

mentioned. Further the environment inside and outside the office must be cleaned.

4. It has been observed in certain field offices that the almirahs were not opened for

years together and some of the almirahs were found to be locked for more than 10

years. No such almirah should be available in the office which has not been

cleaned during the Swachhta Pakhwada and the ownership of each and every file

contained in the almirah should be clearly taken by some official! officer.

'5. Campaign should be launched, may be 5 to 10 days in advance, of the Swachhta

Pakhwada, for weeding out record as per rules and regulations. The annual

weeding out must be completed in those fifteen days.

6. The office premises should be made clear of all the waste material and scrap and

that should be sold off as per extant rules and regulations. If necessary,

Committee should meet in advance for declaring certain articles as scrap.

7. All the field offices will send a detailed report through an email to their

headquarters, All the Headquarter offices will send a detailed report in a format

to be prepared by them to the Ministry. Joint Secretary (Administration) will be

the coordinating officer in the Ministry.

8. In addition to the cleanliness of own offices, the field offices of DC(MSME) will

also, atleast, choose two industrial estates in every Directorate and these

Industrial estates will be motivated to observe cleanliness during this Pakhwada.

Some local VIPs may also be called during this campaign and photos will also be

uploaded on the website and for record.

9. Similar activities will also be held by Khadi and Village Industries directorates in

the field offices, or the Coir Board directorates for at least two khadi institutions,

or, Coir institutions falling in their areas.

IO.This Swachhta Pakhwada should be made compulsory for all the clusters where

assistance is provided under the Cluster Development Programme of the 010

Development Commissioner (Micro, Small and Medium Enterprises) and the

field offices should monitor the same.

11.The Swachhta Pakhwada will also have to be observed by Scheme of Funds for

Regeneration of Traditional Industries (SFURTI) and -A Scheme for Promoting

! •.'... . Innovation, Rural Industry and Entrepreneurship (ASPIRE) clusters and such type

of directions will become part of the sanction letter itself.

..12.Field offices of KvfC, Coir Board and MSME-Dls should choose at least one

cluster each month for the swachhta abhiyan.

As you are aware, Swachh Bharat Mission has been launched toachieve total sanitation and cleanliness by 2nd October, 2019. AllMinistries/Departments & States need to make their utmost efforts formobilizing people's participation and to ensure that the Mission trulybecomes a citizens' movement.

2. In the past, each Ministry has carried out various activities relatingto Swachhta such as weeding out of files, cleaning of office premises andestablishments under them etc. However, the range, intensity andvisibility of these activities need to increase significantly.

3. It is, therefore, desired that each Ministry draws out and implements. (Jk.c) at least a fortnight long Action Plan every year to bring into focus, theD') i>: contribution of the Ministry towards Swachh Bharat Mission and also to

carry out substantive work related to Swachhta. The Action Plan can bebased on the Ministry's areas of responsibility and may include innovativepractices, media campaigns, workshops, award functions etc.Ministries/Departments especially those managing or connected withpublic amenities may, however, carry out these campaigns for periodslonger than a fortnight.. \

. 4. A draft calendar, assigning theme-wise fortnights (Pakhwadas) toMinistries along with an indicative list of suggested activities has beendrawn up and is enclosed with this letter for your comments andsuggestions. In case, the name of your Ministry does not appearspecifically in the draft calendar, you may choose your own theme and anyfortnight, particularly around the days having special significance for yourMinistry, to draw up your Action Plan. During these campaigns, focusshould be on reaching out to the community / citizen. An intensive buzzwould need to create around the activities undertaken by the Ministry /Department by effective use of mass media as well as social media.

. )Action Plans of your Ministry to the Ministry of Drinking Water & Sanitation/ within a' week's time with a copy to this office. The Ministry of DrinkingWater & Sanitation, the nodal Ministry for Swachh Bharat Mission, wouldconsolidate the information and finalize the Annual Calendar. I have alsoasked the Ministry to develop an online mechanism for uploading andmonitoring the implementation of these Action Plans.
