    Question l0

Most reform and revolution occurred in Latin America during the modern era

when the lower and middle classes were starting to be incorporated into the political

system. Reform would simply add these new groups to the existing hierarchy of power,

while revolution involved overthrowing the ruling class by removing their economic and

political power altogether. Counterrevolution, on the other hand, is the attempt to prevent

a revolution from happening. During a counterrevolution, the middle class chooses to ally

with the elite upper class, using militaristic action to overthrow reformist leaders and

demobilize the masses. The case of Brazil is a strong example of counterrevolution. The

Brazilian leader JoSo Goulart proposed reforms, such as land redistribution, that

threatened to change the social structure of his country. As a result, the elite, along with

some sectors of the middle class, supported the military in overthtowing Goulart for the

sake of maintaining economic stability and also working towards economic progress.
