The Aluminum Association tables calls out the number of strands for each size.

ICEA S-105-692 references ASTM B 901 the Standard for Compressed Round StrandedAluminum Conductors using Single Input Wire Construction. ASTM B 901 calls out minimum number of wires. Alcan Cable provides SIW conductors per ASTM B 901 as standard.

Will CoS accept the stranding per ASTM B 901? This needs to be clarified.

Note: Alcan has supplied the SIW construction for SCL for the last 5 years but Alcan Cable can provide Class B Unilay Compressed per ASTM B 231 too.

See the Material Standard section 1.4 Conflict; ICEA standards have precedence over Aluminum Association.

Alcan Cable provides 1350-H19 per the industry standard ICEA S-105-692 and UL 854. 1350 aluminum

Note single conductor cable has different requirements than multiplex cable.

UL 44 speaks to types RHH-RHW-2 cable and series 8000 aluminum conductor.

conductors cannot be provided per UL 44. Alcan Cable can provide single rated USE-2 insulation, per UL 854 for both the single and multiplex conductor. Is this what SCL requires. This needs to be clarified.

The code words called out in the specification are underground distribution (1350-H19) code words only.

Note single conductor cable has different requirements than multiplex cable.

The Aluminum Association’s Code Words for Underground Distribution (UD) Cables acknowledges series 8000 aluminum conductor with the addition of a suffix to the applicable code word.

The The latest revision of ICEA S-105-692 is 2004. Do we use the latest revision? This needs to be clarified.

Note: Using "latest revision" instead of the actual date is suggested.

The subject specification calls out NEMA WC-26-2000. The current revision of NEMA WC 26 is 2008. Do we use the latest revision? This needs to be clarified.

It is City Light’s understanding that there are no notable technical differences between the 2000 and 2004 versions of ICEA S-105-692.If ICEA S-105-692-2004 references ASTM B 901 for type SIW wire, all the better. The absence of a reference to ASTM B 901 in the 2000 version of ICEA S-105-692 does not prevent its application.City Light Standards avoids referring to the “latest revision” of an industry standard because it discourages acquiring and reading the latest revision. Also, it is more difficult to administer contracts that refer to “latest revisions”. Technical requirements need to be known and stable.

8 7/6/11 7/8/11 2&3The subject specification calls out cable to be AC voltage tested according to the requirements of UL 44. The subject specification calls out multiplex cable shall meet the requirements of UL Standard 854 for type USE-2.

Alcan Cable manufactures and tests the multiplex cable per ICEA S-105-692 and UL 854. This needs to be clarified.

Note single conductor cable has different requirements than multiplex cable.

Use the test(s) appropriate to meet the intent of the Material Standard.

Alcan Cable does not provide raised ridges for underground cable as standard.

Note: Alcan Cable can provide as specified if required. The phase identification for quadruplex is special and must be called out in the Special PINS. Phase identification adds manufacturing cost to the items.

4.3 & 4.5The subject specification calls out reels to be protected for shipment with NEMA WC 26 Section 4. Section 4 of NEMA WC 26 includes 6 Levels of reel wrap.

Alcan Cable provides as standard NEMA WC 26 Level 2 reel wrap. Will City of Seattle accept the Level 2 reel

Both NEMA WC 26-2000 and NEMA WC 26-2008 share the same Table 4-1 which recommends specific levels of protection as a function of wire/cable type and reel diameter.

Protect cable as recommended in NEMA WC 26, Table 4-1.

11 7/6/11 7/8/11 4.4The subject specification calls out the inner end of the cable to be brought to the outside of the reel flange and securely fastened. The inner end is not to be brought out through the reel arbor.

Alcan Cable provides as standard for multiplexed underground cable ends the following: the start and finished leads are stapled to inside of flange approximately 3" from cable end and approximately 1 -1/2" from flange edge.

We provide as standard for single conductor the following: the start end is secured to the outside of the flange and the finished conductor end is secured to the inside of the flange.

Will City of Seattle accept the standard method? This needs to be clarified.

Note: We can provide as required. It is special and must be called out in the Special Instructions to the plants.

Alcan Cable provides a standard durable finished goods tag. Will City of Seattle accept the standard finished goods tag? This needs to be clarified.

GENERAL NOTES:Alcan Cable has supplied for the last 5 years our standard URD and Overhead products. Would SCL accept the quote for the items being supplied so far?

14 7/7/11 7/8/11 I’m asking the question in regards to Bid No. SCL-2889 and Bid No. SCL-2890.  The wire bids are most susceptible to market conditions.

The City recognizes that wire pricing is susceptible to market variations, that is why before an order is placed with the awarded bidder we get a quote as stated in the Special Conditions section of the ITB.
