WELCOME

OnbehalfoftheQueenscliffFootballNetballClub(QFNC),wewouldliketowelcomeallplayers,

supportersandtheirfamiliestoSeason2013withtheBellarineFootballNetballLeague(BFNL).

Asasportingclubinasmalltownweareproudofourassociationwithourlocalcommunity

andworkhardtocontinuetofosterapositive,constructiveandongoingrelationshipwiththat

community.TheQFNCaimstoprovideourchildren,youngpeopleandadultstheopportunity

to play a team sport in a manner that will allow them to develop their individual skills,

attributesandfostergoodspiritamongtheplayers,coaches,administratorsandsupportersof

theQFNC.Weareaninclusiveclubwhereeverypersonshouldfeelcomfortableandsupported

intheirendeavourstodobetterforthemselvesandtherightthingbytheQFNC.Weencourage

everymembertoparticipateinpromotingthisatmosphereattheQFNC.

There are many opportunities to participate in our club, both social and sporting. Our

committeemembersareallvolunteersandputinalotoftimeandefforttoensurethatwecan

fieldteamsinbothnetballandfootballintheBFLcompetition.Pleaseassistthemwhenever

possible,itwillbeappreciated.

Thisyearshouldseethecompletionof theStage1oftheMonahanCentre.Thisdevelopment

willenable the QFNC todevelop intoabetter clubbybeingabletoofferbetter facilities to

players,sponsorsandsupporters.Welookforwardtothedaywhenthefacilityisavailablefor

allofustoenjoy.WeshouldacknowledgetheworkdonebytheQueenscliffCommunitySports

MISSIONSTATEMENT

TheprimarypurposeoftheQFNCis:

to encourage, foster and provide the activities of football and netball, for the members

accordingtotherequirementsoftheLeagueorAssociation,towhichtheclubisaffiliatedwith.

The QFNC recognises that we are part of the local community and therefore we offer the

opportunity to the people of Queenscliff and Point Lonsdale and the surrounding areas to

participateinoursportingclub,useofourlicensedfacilitiesandotheractivities.

Tomeet thisprimarypurposeasa community organisation, the QFNC is legallyand morally

boundtoestablishrulesandguidelinesforappropriatebehaviourandstrivetoprovideasafe

andrespectfulsportingenvironmentforitsmembers,supporters,sponsors,visitingteamsand

the general public. The Club is required to strive to meet these obligations through the

implementationoftransparentandappropriatepoliciesandproceduresthatareconsistentand

fairtoall.

TheQFNCexpectshighstandardsofbehaviourfromallpeopleinvolvedinsportatourCluband

The netball season generallyruns in line with the football fixture from April toAugust with

finals beingheld throughAugust and September. Thereare also teamsthatplayatKardinia

Park,andthesefixtureswillbeavailablethroughteammanagers

NetballgamesaregenerallyplayedonFridaynightsandSaturdays.

Football gamesare generally played onFriday nights, Saturdays and Sundays.Finals may be

playedonaSunday.Itshouldalsobenotedthatsomeclubsareimprovingtheirgroundand

lightingfacilitiesandmayseektohavenightgamesendorsedbyFootballGeelong.

ThedecisiononenteringteamsincompetitionsotherthanonSaturdayswithBFNLisbasedon

playernumbers,skilllevelsandavailabilityofcoachesandotherofficials.

Finals

FinalsaresometimesplayedonFridaynights,Saturdaysand/orSundays.Teamsthatmakethe

finalswillhavedutiesthroughoutthefinalsseries.

Coaching

Playerswillhaveaccesstothebestavailablecoaching.

Coacheswillbegivenopportunitiestoobtainorextendtheircoachingqualificationsandwhere

possiblethesecostswillbemetbytheclub.

Coachesareexpectedtoattendmeetingsorworkshopsasdeterminedbytheclubrelatingto

theirroleasCoach.

Coaches are expected to adhere to the Club mission Statement and the Codes of Conduct

supportedbytheClub.

SportingGroundVenues

Gamesareplayedatvariousvenueswithinthecompetition.ThelocationsoftheBFLgrounds

areavailableatAppendix5.NetballteamsalsoplayatKardiniaParkinGeelong.

Junior Football use ovals within the BFL, GFL and GDFL. Grounds will be advised by team

managersthroughouttheseason.

Uniform

Thecommitteewillapprovethefootballandnetballuniformtakingintoaccountthelatest

informationandthecostsinvolved.

Theuniformsareatanadditionalcosttoplayersandarenotcurrentlyincludedinthepriceof

Clubmembership.

TheClubwillmakeuniformsavailableforpurchasewherepossible.

ItisaClubexpectationthatuniformswillbeworncorrectlyandappropriatelyatalltimes

Netball

Gameday

Thegameuniformiscurrentlyasfollows:

11&URoyalBlueCoutaspoloshirt,redskirt,redbriefsandwhitesocks.

Thisuniformisusuallysourcedbymembersthroughothermembersorpurchasedinusual

retailoutlets.Onoccasionslocalopshopshavetheseitemsforsaleatsignificantlylessercost

thannew.Membersareencouragedtocontactanycommitteememberiftheyarehaving

difficultyobtainingthisuniform.

U13-U17sQueenscliffCoutaslycrabodysuitwithwhitesocks.Novisiblebrieforshortis

permitted.ThisuniformisavailablefromtheClubforallagegroupsandseniors.Bodysuitsare

compulsoryatacostofapproximately$30-60secondhandfromtheuniformteamwithinthe

Committee.

SeniorTeams/U19AlineQueenscliffCoutasbodysuits,withroyalbluebriefsandwhitesocks.

Theseareavailablethroughtheuniformteamatacostofapproximately$90-$110.

ItisexpectedplayerswearQueenscliffCoutasmerchandiseongameday,ifowned,suchas

warmuptops,jumpers,tracksuitpantsetc.

Hairshouldbetiedbackoutofthefaceand,inaccordancewithnetballrules,nailsshouldbe

cutshort.

Jewelleryisnotpermittedtobewornduringanytrainingsessionorgame.

Inadditiontotheuniformitisexpectedthatplayerswillwearsafeandappropriatefootwear,

skateshoesorvolleytypeshoesarenotconsideredsuitabletoeitherplayortrainin.

Trainingattire

Itisaskedthatplayerspleasewearsponsoredtrainingattire,ifandwhenprovided.On

occasionsthishasbeenwholeClubsponsorshipandonoccasionsjustforJuniors.Playersare

expectedtoshowsupportforoursponsorsandthisisonewayofdoingso.

Trainingattireshouldalwaysbeappropriatetonetball.

Football

Gameday

QueenscliffFootballjumpersarecompulsorytowearongameday.Thesearesuppliedbythe

clubatthebeginningofeachnewseason.Pleasedonotrequestnumbers.

Merchandise

TheCommitteewilldetermineifandwhentheClubwillhavemerchandiseavailable.

Theseitemsarenotmandatory.Theyareanadditionalcosttomembers.Thereisusuallyan

elementoffundraisingtothesaleoftheseitemsandmembersareencouragedtosupportif

theyareinapositiontodoso.Everyeffortismadetoensurethatmerchandiseproductsareof

ahighqualityandcostiskepttoaminimum.

Sponsorship

CLUBPROCEDURES

1.Awards

SponsorshipisusuallyobtainedbytheCommitteeforawards.Mostteamswillreceiveawards

whicharegenerallygiveneachweek.

TheseawardsareinadditiontotheClubandLeagueBestandFairestvoteswhichareusually

giventoplayersbytheumpiresandannouncedattheendoftheseason.

Whenthe weeklyawardsareavailable, theywillbegiven bycoaches(or nominees) attheir

discretionforavarietyreasons.

Thesereasonsincludebutarenotexclusiveto:

TheCommitteewillnominatea personwhowillberesponsible for theClubbestand fairest

votes.Itistheresponsibilityofthispersontoensurethatthevotesarenottamperedwithor

alteredinanywayandtheyarekeptsafeandsecureuntilthevotecountnight.

2.Complaint,Grievance&ResolutionProcedure.

The QFNC has adopted the Complaint, Grievance and Resolution Procedure (detailed in

Appendix2atthebackofthishandbook)toprovidememberswithastructuredandfairsystem

toresolveanygrievances,complaintsorconcernsthatmayarisewhentheyfeeltheyhavenot

beendealtwithfairlyand/orreasonablybyanothermemberoftheClub,bytheAssociationor

wheretheyhaveidentifiedaconcernregardingthewelfareofanotherplayer.

The Clubs commitment to this procedure is detailed below and all cases will be treated

seriouslyandconfidentiallythroughouttheprocess.

TheQFNCiscommittedtoprovidingallmemberswiththefollowing:

A standardofbehaviour asrequiredbyorganisationandindividual codesofconduct.Youareexpectedtoknowandunderstandthesecodesandabidebythem.

o Ifaconflictofinterestarisesduringtheprocessofresolutionforanypartythematter will be referred to the committee for discussion while at all times

maintainingconfidentialityofthecomplainant.

Itisimportantthateverymemberisawarethatthereareseveraloptionsforissueresolution

and/or concerns raised, both formal and informal. The procedure provides a structure for

handlinganyconcernsinaconfidential,impartial,professionalandrespectfulforum.

3.ExternalCommitmentsProcedure

The Queenscliff Football Netball Club recognises that from time to time players may have

commitmentsorresponsibilitiesthatpreventthemfromfulfillingalltherequirementsofour

sportingclub.Membersandplayersarevaluablecontributorsandassuchwearepreparedto

accommodateandworkwithanyplayerormemberwhomayforaperiodoftimeneedtomeet

othercommitmentsoutsideoursportingclub.

AnypersonwishingtocontinuetheirsupportofourClubwhilemeetingothercommitments

shoulddiscussthematterwiththeCoach,SeniororJuniorCoordinator.

4.FirstAidandInjuryProcedure

Allcoachesandtrainerswillmakeeveryefforttoensurethatalltrainingandgameswillbethe

safest that ispossible. Itis the intentionoftheclubthat injurieswillbe kept toanabsolute

minimum.Thisincludesageandskillappropriatetrainingdrills.Howevergiventhenatureof

thegameitisunrealistictobelievethattherewillbenoinjuries.

Itistheresponsibilityofallcoachesandotherofficialstoactonanyinformationrelatingtoan

injuryandtotakenecessaryaction.Itistheresponsibilityofaplayertoensurethattheyadvise

anofficialiftheyareinjuredandtonottakefurtherpartinagameortrainingwhentheyknow

theyareinjured.

InaccordancewithFootballNetballGeelongby-LawsallteamswillhaveadesignatedFirstAid

Officer/trainer for every game. In the event of injury during competition or at training an

IncidentReportistobecompletedbytheplayerand/ornominatedfirstaidperson.Incident

ReportdocumentationislocatedineachoftheFirstAidKitsandintheInjuryRegisterinthe

clubroom.ThecompletedreportmustbereturnedtotheJuniororSeniorCoordinatoratthe

endoftheroundorassoonaspracticablethereafter.

ItishighlyrecommendedthatallplayershaveAmbulancecoverbeforeparticipatinginanyclub

game or activity. If an official of the Club calls an ambulance and a player does not have

ambulance cover, the cost of any attendance or transport will be the responsibility of the

injuredpersonorfamily.

AnyplayerwhosustainsasuspectedmajorinjuryduringasanctionedQFNCtrainingsessionor

matchwilltakenofurtherpartintrainingorthematchinwhichthisinjuryoccurred.Anyplayer

withamajorinjurywillbeinstructedtoseekamedicalpractitionersopinionandsubsequently

will not be able to resume training or playing with our Club until a written approval to

recommencetrainingand/orplayingfromamedicalpractitionerisreceivedbytheClub.

Any player who sustains a suspected concussive blow to the head and/or neck during a

sanctionedQFNCtrainingsessionormatchwilltakenofurtherpartintrainingorthematchinwhichthisincidentoccurred.Anyplayerwithsuspectedconcussionwillbeinstructedtoseeka

medicalpractitionersopinionandsubsequentlywillnotbeabletoresumetrainingorplaying

withourClubuntilawrittenapprovaltorecommencetrainingand/orplayingfromamedical

practitionerisreceivedbytheClub.

Netball-membershipwithNetballVictoriacoversmembersforinjuriesincurredwhileplaying,

coaching or umpiring the game. The insurance is limited and further information can be

obtained at www.willisnetball.com/ or through the Netball Victoria website

www.netballvic.com.au

TheClubstronglyrecommendsthateachandeveryplayerhaveprivatehealthinsurance.

5.GameDayProcedure

Players must be courtside at least 30 minutes (or more if coach requests) prior tocommencementoftheirgame,readytotakepartinwarmup.

Playerswithbracesortapingrequirementsshouldarriveearlierthantherecommendedtimesformatchestoensuretheyarereadytobeginontime.

Strapping of pre-existing injuries prior to a game is the responsibility of the player.TrainersareavailableonSaturdaysforstrappinghoweveritisrecommendedthatprior

arrangementsbemade,directlywiththetrainer.

From the commencement of warm up and throughout the game, the player is theresponsibilityofthecoach.Playersmustsitontheofficialbench.

At each break and until warm down after the game, players are to stay with thecoachingbench.

InaccordancewiththeFootballandNetballGeelongspectatorsarenotpermittedontheofficialbench

Post-matchplayersarerequiredtocooldown,stretchandlistentothecoachforagamedebriefing.Juniorawardswillbepresentedpostmatch.

6.JuniorDevelopment

The Queenscliff Football Netball Club believes that all young people should have the

fundamentalrighttobephysicallyactiveandparticipatewithinsport.OurClubdecisionsare

based onNetball Australia and AFL principles of equity so that individuals are not affected

negatively by ability, body shape, disability, ethnicity, gender and sexuality, geographical

locationandsocioeconomicstatus.

NetballandFootballshouldbeplannedaroundtheneedsofyoungpeopletomakeitapositive

andqualityexperienceforthem.Youngpeoplewant:

tokeepgoodfriendsandmakenewones; fun,excitementandenjoyment; toexperiencechallenge,

achievementandpersonalresponsibility; tobepersonallysatisfied; touseandimprovetheirskillsandtobehealthy.

Early sportingexperienceswill impact greatly on the uptake and continued participation ofjuniorsinthesport.It is importanttomotivateandencourageouryoungtostayinvolved.As

suchour programsneed tobedeveloped and conducted inaway thatbest caters for their

development.

Weareawarethatyoungpeopledevelopbothphysicallyandpsychologicallyatdifferentrates.

We will endeavour to recognise and accommodate different stages of learning and

development within young people and aim to give them the opportunity to reach their

potential,regardlessoftheircurrentlevelofability.

TheQueenscliffFootballNetballClubiscommittedto:

TheQFNCfullysupportstheNetballAustraliaJuniorNetballPolicy.

InaccordancewiththisPolicywherepossible,theClubbelievesinfullrotationofU11andU13

players.Thisinvolvesequalcourttimeinallsectorsofthecourtthroughoutthehomeandaway

season.

Equalcourttimemeansthatwherepracticaleachplayerwillplayinallsectorsofthecourtan

equalamountoftime.Coachesortheirnomineewillkeeparecordofthis.

WherepracticalthecoacheswillstrivetoprovideU15andU17playerswithequalcourttime

throughthehomeandawayseason.Thiswillbebasedon;

9.TrainingProcedures

Generallysenior andjuniorpre-season trainingwillcommencesometime in Januaryof each

season.Thisissubjecttochangeandmembersareencouragedtocheckthewebsiteforfull

details.

Pre-seasonsessionsandselectionsareconsideredtobetrainingandplayersareexpectedto

attendoradvisetheJuniororSeniorCo-ordinatorthereasonfornon-attendance.

Permanent training times will be announced after teams and coaches have been finalised.

Thesetimeswillbedependentoncourt,coachandteammemberavailability.TheClubwebsite

willpublishfinaltrainingtimesandwillbeavailableonclubnoticeboardsandanynewsletter.

Players ofour Club atall levels are required toattend training sessionsasnotifiedby their

coach.Ifunabletoattendtrainingormatchdaysaplayer,senior/junior,mustnotifythecoach.

Players are expected to wear suitable attire and approach each training session with

commitmentandapositiveattitude.

Players are alsoexpected tobe ready to commence training at the designated time.Eg. If

Respect and courtesy are to be shown to all members of our Club including team mates,

umpires, coaches and officials. No player is to leave a training session without first getting

approvalfromtheircoach.

10.UmpiresProcedures

AsaClubwefullysupportthedevelopmentofourumpiresandexpectthatallplayers,coaches,

parentsandsupporterswillbehave inanappropriateandacceptablemannerduringgames.

Harassment,negativecriticismandabusearenotacceptable.Traineeumpiresandallumpires

deserve tolerance and respect. All members of the Club will support our umpires and the

developmentofourumpires.

Netball

TheUmpireCoordinatorsroleistosupport,mentoranddeveloptraineeumpires.Thisincludes

rosteringumpiresforallgames,organisingpaymentsandtrainingyoungumpirestoundertake

examsandbadgegrading.

The Umpire Coordinator will allocate each umpire to an appropriate level game but will

challengeandencourageeachonetoimproveandextendtheirskills.

11.WorkingwithChildrenCheck

TheVictorianGovernmentthroughtheDepartmentofJusticehasintroducedtheWorkingwith

ChildrenAct2005,whichhasdistinctimplicationsfortheconductofallsportingorganizations.

The Working with Children (WWC) check applies to adults who work with children or are

engaged in volunteer roles involving children (under 18 Years of age). The WWC Check

applicable in Victoria is the mandatory minimum standard for a range of child-related

industries.

The WWC Checknow covers all areasof administration, officiating, coaching and overnight

supervision at camps and clinics. People working or volunteering in connection with the

Queenscliff Football Netball Club are required to apply for WWC Checks. If a WWC Check

applicationhasnotbeenlodged,itisanoffencetoundertakeanychild-relatedwork,paidor

voluntaryinconnectionwithQFNC.

TheClubwillrequireanypersonvolunteeringtoworkwiththejuniorstoprovidefullnameand

WWCCheckcardnumberandexpirydate.Aphotocopyofthecardwillberequiredtobekept

withtheWWCregistermaintainedbytheClub.ItisarequirementofNetballAustraliaandAFL

thatQFNCmustenquireintothebackgroundofthoseapplyingfor,undertakingorremainingin

ReadthePlayProgram

TheQueenscliffFootballNetballClubsupportstheReadthePlayProgram.

READ the PLAY is a mental health literacy program designed for junior sports clubs. The

program targets the U16 football and U15 netball teams within the Geelong, Geelong and

District,andBellarineleagues.TheprogramisdeliveredattheClubbymentalhealthworkers,

inconjunctionwiththeClubsPlayerWellbeingOfficer.Theformatoftheprogramisinteractive

anddesignedtoengageyoungpeoplethroughaseriesofteamgames.

The Kempe Group is the major sponsor of the initiative. Other key sponsors and support

organisationsincludeCityofGreaterGeelong,HeadspaceBarwon,Alcoa,LionsClubofLeopold

TheQFNCisacutelyawareoftheimportanceofmentalhealthaswellasphysicalhealthinour

community and fully support this program. All U15 netballers and U16 footballers will be

requiredtoattendaninformalgamesnightonceduringtheseason.TheClubalsosupportsand

willtakepart,whereverpossibleinanyotherfunction(s)whichsupportsthisprogram.

canteen,upkeepoftheclubroomsandpackingupathomegames.Ifmemberscannotperform

Theclubwasestablishedin1884andplayedinanearlyversionBellarineFootballLeaguethat

ran from1895to1914.ReformedafterWorldWar I,theclubcontinued toplaylocallyuntil

1923whenitjoinedtheGeelongFootballAssociation.Theclubalsohasajuniorsectionwith

under10s,under12s,under14s,under16s,under18salongwiththereservesandtheseniors.

Queenscliff played the 1957 season in the Polwarth Football League and continued in this

league until the Bellarine Football League was formed in 1971. Queenscliff dominated the

Polwarth league withKevinColtishatfull-forward the clubwon sevenpremierships ineight

seasons.

Netball

In1972theBellarineandDistrictNetballAssociation formed.TheQueenscliff girls(whohad

previouslybeingplayingasateaminGeelong)jumpedattheopportunitytoplaywinternetball

onSaturdayandfollowthefootballcompetition.AstheAssociationgrew,Queensclifffielded

SeniorandJuniorteams.Inthe1990sthenumberofJuniorplayersincreasedandadditional

teamswereenteredintothePeninsulacompetitionatDrysdale.In2011,theclubsoftheBDNA

votedtojoinFootballNetballGeelongwhichmeantachangeinadministration.

Thenetballcourtswerewheretheycurrentlystandandforalongtime,weresharedwiththe

QueenscliffTennisClub.Asthenumberofteamsgrew,lightingwasneededfortrainingandthis

wassuppliedtoonecourt.In2009-10,thecourtshadamajorsurfaceupgradeandhighquality

lightingwasinstalledtoallcourts.

The originalnetball uniformwas a cotton royalblueA-linedress. Like all fashion,change is

inevitableandovertheyearstheuniformhaschangedtoredpleatedskirtsandT-Shirtsand

poloshirts,LycrabodysuitstothecurrentA-linelycradresses.

Whiletherehasbeenlimitedpremiershipsuccessovertheyears,thenetballplayers,officials

andsupportershavealwaysdemonstratedstrongcommunityspiritandgreatsportsmanship.

recommendationforconclusionoftheissue.

The Executive of the QFNC will decide on a course of action taking into account the

forexamplebutisnotlimitedto;

Bringthepartiestogethertotrytoresolvethematterthroughconciliation. Issue a formal statement to both parties outlining the decision of the Executive
