Farm Bill Program Deadline Extended to April 7Farmers have until April 7 to decide between the Agricultural Risk Coverage (ARC) and Price LossCoverage (PLC) safety net programs, USDAannounced Friday. The decision comes just days after Secretary of Agriculture Tom Vilsack suggested an extensionremained a possibility."This is an important decision for producers be-cause these programs help farmers and ranch-ers protect their operations from unexpectedchanges in the marketplace," Vilsack stated in anews release. "Nearly 98% of owners have al-ready updated their yield and base acres, and90% of producers have enrolled in ARC or PLC. These numbers are strong, and continue to rise. This additional week will give producers a little more time to have those final conversations, reviewtheir data, visit their local Farm Service Agency offices, and make their decisions."The deadline originally had been scheduled for March 31.Farmers may also finish updating yield history and reallocating base acres by April 7.

WALLPAPER ONE WALL AND SAVE!Fine wallpaper is more affordable if you only paper one wall.”If you haven’t visited a wall-covering retai ler lately, you’re missing a treat. With the revivedpopularity of wallpaper, stores are offering an expanded range of choices. The prices of some of

these may knock your socks off too.But take heart. You don’t have to cover every wall to make a dramatic change. Papering only asingle wall will do, and that’ll make some of those fine, expensive papers or fabrics affordable. It’llalso lessen the time, effort and mess of papering an entire room. This is an especially good solutionfor a room with plain walls, slim baseboards and window trim, and no built-ins. You create instantcharacter.Begin by taking a photo of your exist ing room and measuring its dimensions. Take these with you tothe interior design or wall-covering store, like Midway Decorating in Hudson Falls, and ask gina tohelp sort through options that’ll work well with your existing furnishings. She will also help you pickthe best wall for the new paper and estimate the amount to order. Some papers can be hard to hang, especially fabrics, rolls with uncut edges and other designerpapers. Always check the hanging instructions and ask the dealer about the difficulty level. If you’rea novice paperhanger or fall in love with a super-expensive paper, consider hiring a pro. The extracost should be modest for a single wall.Be sure to fill holes and smooth your wall before beginning. Rough spots might show through thepaper. Then seal the wall surface with an acrylic primer. It dries hard and smooth. This allows youto slide the paper a bit more easily to tighten seams.

Cozy up to energy savings with insulation(BPT) - With temperatures dropping, odds are your energy billswill be doing just the opposite. In fact, heating (and cooling) accountfor approximately 54 percent of the energy use in a typical U.S.home, according to the Department of Energy, representing thelargest energy expense for most homeowners. One of the mosteffective ways to manage a home’s climate, comfort and energycosts is by ensuring that it is properly insulated.

“Insufficient insulation, particularly in basements and attics, canallow heat to escape, resulting in higher energy bills and a less

comfortable indoor environment,” says Don Kosanka, productprogram director for Owens Corning. “The great thing aboutinsulation is that it is an investment that returns itself. It’s somethingthat homeowners can install themselves and it provides year-roundbenefits. Not only does insulation keep homes warmer in winterand cooler in summer, it delivers energy and cost savings all yearlong.”

In fact, sealing and insulating - when done by a knowledgeablehomeowner or skilled contractor - can help save up to $200 ayear in heating and cooling costs, according to the U.S.Environmental Protection Agency (EPA). In addition to costsavings, the experts at Owens Corning outline three other keybenefits of insulating your home:

Energy efficiency - The primary purpose of insulation is to controlheat flow in a home to save energy on heating and cooling. It’sestimated that homeowners can typically save up to 20 percentof heating and cooling costs by air sealing the home and addinginsulation. For optimal energy efficiency, a home should beinsulated from the roof down to its foundation. Information about

specific areas to insulate in a home is available at www.energy.govand www.owenscorning.com.

Environmental impact - The energy saved by insulating a homealso benefits the environment, but it is important to note that notall insulation products have equal environmental impacts. Lookfor products made from recycled materials, such as OwensCorning’s EcoTouch(R) PINK(R) Fiberglas(TM) Insulation withPureFiber(R) Technology.

Enjoyment - Simply put, a well-insulated home is a morecomfortable home. Insulation provides a protective barrierbetween the conditioned areas of a home and the outside elementshelping to control moisture and temperature. Additionally, fiberglassinsulation acts as a sound absorber, reducing the transmission of sound from one room to another or from the outside.

An added incentive for homeowners to improve their home’sinsulation this year is the 2013 Federal Tax Credit for ConsumerEnergy Efficiency. Those who install qualifying insulation productsbefore Dec. 31, can receive a tax credit of 10 percent of the cost,

    up to $500.

For more information on projects, visit www.owenscorning.com.The site also provides access to a list of insulation products thatqualify for the 2013 Federal Tax Credit along with the certificationstatement form.

THE SCHUYLERVILLE PUBLIC LIBRARY HAS INHER-ITED THE “1,000 BOOKS BEFORE KINDERGARTEN” pro-gram from the Schuylerville Elementary School! Combining the previ-ous efforts of Schuylerville Elementary School and adding our owntwist to the program, we will scoop up some books as we read 1,000books before kindergarten. The 1000 Books before Kindergarten is a pre-literacy effort aimed atencouraging families to read at least 1000 books to their preschooler, birth to age five, before they enter school. This program was devel-oped to increase awareness of the importance of early li teracy as wellas encouraging parents to embrace their role as their child’s first teacher. The goal of this program is to foster a love of reading that will last a lifetime and to help children enter school ready to learn. Reading is one of the most important things you can do to ensure your child’s successwhen they begin school. It also provides an opportunity to increasetheir exposure to a wide variety of books, and to promote use of thelibrary – a treasure trove of free material available to our communitymembers. At Schuylerville we are taking it a step further, while the program istargeted to children under the age of five, the joy of reading doesn’tstop there. We are introducing a family element; families can enter asone unit and work together to read 1,000 books. Register online or at

the Library, if you register online be sure to download our reading tracker. For every 100 books you child or your family reads, bring the trackerto the library and add a sprinkle to our ice cream tower!About Schuylerville Public Library The Schuylerville Public Library isin the Village of Schuylerville on 52 Ferry Street. In addition to avariety of books and programs, it provides a website filled with digitalcontent and services.
