A number of activities were accomplished/initiated in the previous quarter (October-December, 2016) which was reported earlier. Some of these activities continued in the present quarter i.e. January-March, 2017 quarter and some activities were initiated in this quarter following the work plan. Major Activities during the Quarter under Report End-line Evaluation of the BCCM Component of UPHCSDP and Final Dissemination Workshop to Share the Findings In this quarter, the End-line Evaluation of the BCCM Component of UHHCSDP was conducted by an independent research agency named “Nielsen Company (Bangladesh) Limited covering all the 25 PA Units. Both quantitative and qualitative data were collected from the field and after completion of data collection, the research agency analyzed those and submitted a draft report which was first shared with PMU. With inputs from PMU, the report was finalized. Then, a workshop titled “Final Dissemination Workshop to Share the Findings of the End-line Evaluation of the BCCM Component of UPHCSDPwas organized by BCCP. The workshop was held on March 27, 2017 at CIRDAP auditorium, Dhaka. The purpose of the workshop was to share the findings of the End-line Evaluation of the BCCM Component of UPHCSDP. About 50 participants, including all the Project Managers from the 25 PA Units, representatives from all the 14 PIUs and representatives from PMU, consulting firms, donor agencies and other stakeholders attended the workshop. Mr. A S M Mahbubul Alam, Director General (MIE), Local Government Division, Ministry of Local Government, Rural Development & Cooperatives was present in the opening session of the workshop as the chief guest. Quarterly Report of

Behavior Change Communication and Marketing (BCCM) Component of

UPHCSDP for January - March, 2017 Period

Name of the Consulting Firm: BCCP

The activities of the BCCM Component of UPHCSDP continued in the seventh quarter i.e.

for the January-March, 2017 quarter following the work plan for the year. A number of

activities were accomplished/initiated in the previous quarter (October-December, 2016)

which was reported earlier. Some of these activities continued in the present quarter i.e.

January-March, 2017 quarter and some activities were initiated in this quarter following the

work plan.

Major Activities during the Quarter under Report

End-line Evaluation of the BCCM Component of UPHCSDP and Final Dissemination

Workshop to Share the Findings

In this quarter, the End-line Evaluation of

the BCCM Component of UHHCSDP was

conducted by an independent research

agency named “Nielsen Company

(Bangladesh) Limited covering all the 25

PA Units. Both quantitative and qualitative

data were collected from the field and after

completion of data collection, the research

agency analyzed those and submitted a

draft report which was first shared with

PMU. With inputs from PMU, the report was finalized. Then, a workshop titled “Final

Dissemination Workshop to Share the Findings of the End-line Evaluation of the

BCCM Component of UPHCSDP” was organized by BCCP. The workshop was held on

March 27, 2017 at CIRDAP auditorium, Dhaka. The purpose of the workshop was to share

the findings of the End-line Evaluation of the BCCM Component of UPHCSDP. About 50

participants, including all the Project

in the opening session of the workshop as the chief guest. Mr. Dhiraj Kumar Nath, Staff

Consultant (Urban Health), Bangladesh Resident Mission, Asian Development Bank, Dhaka,

Brig. General Sheikh Salahuddin, Chief Health Officer, Dhaka South City Corporation, Mr.

Md. Sabirul Islam, DPD (Service Delivery), UPHCSDP, Mr. Md. Nurul Absar, DPD

(Finance), UPHCSDP and Dr. Md. Nurul Islam, Urban Primary Health Care Specialist,

UPHCSDP were present as the special guests. Mr. Md. Abdul Hakim Majumder, Project

Director, UPHCSDP presided over the workshop. Mr. Mohammad Shahjahan, Director &

CEO, BCCP made a presentation on “Importance of Evaluation in Strategic

Communication”. Dr. Nazrul Haque, Capacity Building Specialist, BCCM, UPHCSDP

delivered the address of welcome. In his speech, the chief guest emphasized on reviewing the

findings of the evaluation and utilizing those for designing future BCCM activities of the

project with the overall objectives of improving the coverage of the project. The special

guests highlighted on the comparison of the end-line evaluation data with those of the base-

line survey and emphasized on taking steps to improving those BCCM areas where the results

did not indicate the desired improvement.

Dr. Yasmin Siddiqua, Director, The Nielsen

Company (Bangladesh) Limited made a

presentation reflecting the purpose of the

evaluation, its methodology, sample size,

approach, areas covered and the major findings

comparing with the base-line data and the

recommendations.

The participants were then actively involved in

open discussion on the findings of the

evaluation. Their questions were answered by the representative of the Nielsen Company. A

number of recommendations were made by the participants.

The workshop was closed with concluding remarks by the chairperson. In his remarks, the

chairperson thanked all concerned and suggested to finalize the End-line Evaluation report by

incorporating the recommendations made by the participants.

Essay Contest Prize Distribution Events

As part of BCCM work plan, an Essay Contest involving all the PA Units was organized in

the previous quarter. The purpose of this essay contest was to enhance knowledge of the

School/College/Madrasa students about the primary health care services that are being

provided by Rongdhonu Clinics and encourage them to avail the services when needed. In

this process, each PA Unit arranged to collect essay scripts and after scrutinizing at their end,

selected best 3 scripts from college category and best 3 scripts from school category and sent

those to BCCP. At BCCP, a committee of three members reviewed the scripts sent by the PA

Units and selected 10 best scripts from college category and 10 best scripts from school

category. Those scripts were then submitted to PMU for final selection of 3 best scripts in

each of the college and school categories. Accordingly, a five-member committee headed by

DPD (Finance), UPHCSDP reviewed all the 10 scripts of each of the school and college

category and finally selected best three scripts in each category. On the basis of

recommendation of the five-member committee, the names of the three students from each

category who secured either first, or second or third position were sent by PMU to BCCP for

necessary actions. With the help of concerned PA Unit, BCCP organized five prize

distribution events in 5 PA Units from where the six winners emerged. Each of the winners

was a certificate, a crest, prize bond and a set of books.

The first prize distribution event was held at Kishoregonj on January 05, 2017. Mr. Md.

Nurul Absar, DPD (Finance), UPHCSDP was present as the chief guest, while the Mayor of

Kishoregonj Municipality, Mr. Mahmud Parvez presided over the event. The Civil Surgeon,

Kishoregonj, a number of Ward Councilors and some other officials were present as Special

guests. From this PA Unit, Tasmia Hossain (Toa), a student of class IX from Kishoregonj

Girls High School, secured first position in school category.

The second prize distribution event was held at Barisal on January 09, 2017. Mr. Ahsan

Habib Kamal, the Mayor of Barisal City Corporation was present as the chief guest. The

Chief Health Officer, Barisal City Corporation, Dr. Md. Matiur Rahman presided over the

event. Mr. Md. Abu Bakr Siddique, Project Director, UPHCSDP a number of Ward

Councilors and some other officials were present as Special guests. From this PA Unit, Md.

Tousibul Haque Khan, a student from Amrita Lal Dey College, secured second position in

college category.

The third prize distribution event was held at DNCC, PA – 5, Dhaka on January 12, 2017.

Mr. D. K. Nath, Staff Consultant (Urban

Health), ADB, Dhaka was present as the chief

guest, while the Chief Health Officer, Dhaka

North City Corporation, Dr. Brig. General S M

M Saleh Bhuiyan presided over the event. Mr.

Md. Sabirul Islam, DPD (A & T), UPHCSDP, a

number of Ward Councilors and some other

officials were present as Special guests. From

this PA Unit, Zannatul Ferdous, a student from

Civil Aviation High School, secured third

position in school category and Farzana Fatima,

a student from Shanta Mariam University of Technology secured first position in college

category.

The fourth prize distribution event was held at Gopalgonj on February 09, 2017. Kazi Liaquat

Ali, Mayor of Gopalganj Municipality was present as the chief guest. The Secretary of

Gopalgonj Municipality, Mr. K. G. M Mahmud presided over the event. Mr. Md. Nurul

Absar, DPD (Finance), UPHCSDP and some other officials were present as Special guests.

From this PA Unit, Sadia Alam Tamanna, a student from Sheikh Hasina Government Girls

High School and College, secured second position in school category.

The fifth and final prize distribution event was held at Kushtia on March 23, 2017. Mr. Md.

Abdul Hakim Majumder, Project Director,

UPHCSDP was present as the chief guest,

while the Mayor of Kushtia Municipality,

Mr. Anwar Ali presided over the event.

Sharing of TVCs and RDCs Produced under BCCM Component

As per contract of the BCCM Component of

UPHCSDP, 3 Television Commercials

(TVCs) and 3 Radio Commercials (RDCs)

were developed with the view to promote

the services of UPHCSDP. The TVCs and

the RDCs were produced focusing three

service areas– Child Health, Maternal

Health and Family Planning. Following

usual procedure, a production agency named

“Flikon” was selected. At first, they developed scripts of the TVCs and the RDCs and shared

with BCCP. With BCCP’s inputs, those were fine-tuned and shared with PMU. Then, by

incorporating the suggestions received from PMU, the TVCs and the RDCs were further fine-

tuned and was placed in the meeting of the IEC Technical Committee for approval. The

scripts were then finalized by incorporating the comments of the Technical Committee. After

that, the production agency Flikon completed shooting/recording of the TVCs and the RDCs

and shared with PMU in a meeting on March 28, 2017. In that meeting, some suggestions

were given to fine-tune the 3 TVCs and the 3 RDCs. Fine-tuning of those TVCs and RDCs is

now under process.

Production and Distribution of Advocacy Kit, BCC materials and Flipchart

As per plan, an Advocacy Kit with needed advocacy materials was developed so that it could

assist the service providers of the UPHCSDP service centers in conducting advocacy activities

with the concerned stakeholders. Those were then distributed among the concerned officials of

PA Units, CRHCCs, PHCCs and PIUs. Also, a set of BCC materials on Child Health was

produced and distributed among all the PA Units, CRHCCs, PHCCs and PIUs. In addition, a

Flipchart on Family Planning was produced and distributed among all the PA Units, CRHCCs,

PHCCs and PIUs. Copies of all these materials were also supplied to PMU for reference.

TA Visits to the PA Units

With a view to assist the service providers engaged in the PA Units of UPHCSDP in

planning, implementing and monitoring BCCM activities, third round Technical Assistance

(TA) visits were conducted in the PA Units in this quarter as part of the planned activities

designed under the BCCM Component of UPHCSDP. Four Technical Officers of BCCM

Component moved to all the 25 PA Units following a planned schedule and provided

technical assistance as needed. In each PA Unit, they met the Project Manager and other

concerned officials in his office, moved to the CRHCCs and PHCCs and met the service

providers there and talked to them on their on-going and future BCCM programs, observed

their BCCM related activities and provided on-the-job technical assistance as appropriate. In

each PA Unit, at the last leg of their visit, they also held a half-day orientation program to

share their findings and provide necessary guidance in effectively implementing the BCCM

activities. The TA visits continued throughout this quarter.

Other Activities

Some other activities were also accomplished in this quarter. These include meetings from

time to time with the concerned PMU officials on programmatic issues; production and

distribution of UPHCSDP newsletter; preparation and submission of a proposal for no-cost

extension of BCCM Component for three months; attending quarterly progress review

meeting and other specific meetings at PMU etc.
