5. MAJOR SEIZURES

a. ANF RD Khyber Pakhtunkhwa (KP)

(1) 99.00 Kgs Opium and 209.00 Kgs Hashish Seized at Peshawar. On 09 April 2015, on information of SIC, the staff of ANF PS RD KPK conducted a raid near Nala Sarband, Bara Road, Peshawar and recovered 99.00 Kgs Opium and 209.00 Kgs Hashish, which were dumped at the said place.

(2) 44.40 Kgs Opium and 96.00 Kgs Hashish Seized at Peshawar. On 15 May 2015, the staff of PS ANF RD Khyber Pakhtunkhwa intercepted a Bed Ford Truck near Pishtakhara Chowk, Ring Road, Peshawar and recovered 44.40 Kgs Opium and 96.00 Kgs Hashish.

(3) 418.00 Kgs Hashish Seized at Peshawar. On 18 May 2015, the staff of PS ANF Peshawar recovered 418.00 Kgs Hashish from a godown adjacent to Dastagir Flour Mill near Nasir Pur Bus Stop G.T Road, Peshawar.

(4) 310.00 Kgs Hashish Seized at Peshawar. On 21 May 2015, the staff of PS ANF Kohat conducted a raid in the area of Spina Wari on Ring Road, Peshawar and recovered 310.00 Kgs Hashish.

(5) 452.40 Kgs Hashish Seized at Peshawar. On 22 May 2015, the staff of PS ANF Peshawar conducted a raid in godown at Akramabad Dowra Kohat Road, Peshawar and recovered 452.40 Kgs Hashish. 3x Vehicles (1x Shalimar Daewoo Bus, 1x Suzuki Ravi & Toyota Car) were also seized.

(6) 13000.00 Kgs Hashish, 157.00 Kgs Opium, 46.00 Kgs Heroin and 28.00 Kgs Morphine Seized at Mardan. On 27 Jun 2015, the staff of PS RD ANF Khyber Pakhtunkhwa recovered 13000.00 Kgs Hashish, 157.00 Kgs Opium, 46.00 Kgs Heroin and 28.00 Kgs Morphine near Rustam Road, Shahbaz Ghari, Ghararyla, Mardan.

b. ANF RD North

(1) 50.00 Kgs Heroin Seized at Attock. On 01 Apr 2015, PS ANF Attock intercepted a Toyota Mark X Car at GT Road Iqbal Shaheed Toll Plaza, Attock and recovered 50.00 Kgs Heroin.

(2) 6943x Ecstasy Tablets Seized at Islamabad. On 15 Apr 2015, PS ANF RD North recovered 6943x Ecstasy Tablets (weighing 2.44 Kgs) from personal possession of the accused at F-7 Markaz Jinnah Super Market near Safa Gold Mall, Islamabad.

(3) 100.00 Kgs Hashish Seized at Attock. On 25 Apr 2015, PS ANF Attock intercepted 2x Cars at G.T Road near Iqbal Shaheed Toll Plaza, Attock and recovered 100.00 Kgs Hashish.

(4) 50.00 Kgs Heroin Seized at Attock. On 01 April 2015, the staff of ANF PS Attock intercepted a Toyota Mark X Car No. LED-989 at GT Road Iqbal Shaheed Toll Plaza, Attock and recovered 50.00 Kgs Heroin.

c. ANF RD Punjab

(1) 120.00 Kgs Hashish Seized at Lahore. On 21 April 2015, the staff of ANF PS Lahore intercepted a Toyota Double Cabin No. CR-9003 (Sindh) near Haroon Express Bus Stand Thokar Niaz Bag, Lahore and recovered 120.00 Kgs Hashish.

(2) 146.20 Kgs Heroin Seized at Lahore. On 01 May 2015, on the information of SIC, the staff of PS ANF Lahore conducted a raid at a House No 81-A, Larex Colony, near Cho Bacha Rly Crossing, Ghari Shahu, Lahore and recovered 146.20 Kgs Heroin from secret cavities of 2x Cars (1x Toyota Premio Car & 1x Toyota Corolla Car), 1x Motorcycle Honda-125 and store room of house.

(3) 142.80 Kgs Hashish and 43.200 Kgs Opium Seized at Sheikhupura. On 16 Jun 2015, the staff of PS ANF Lahore intercepted a Toyota Hilux near Kot Abdul Malik Motorway Interchange, Sheikhupura and recovered 43.20 Kgs Opium and 142.800 Kgs Hashish.

(4) 11.20 Kgs Heroin Seized at AIIAP Lahore. O n 29 Jun 2015, the staff of PS ANF RD Punjab arrested 2x Pakistani at AIIAP Lahore, travelling to Kolombo (Sri Lanka) by flight No EY-264 and recovered 11.20 Kgs Heroin, concealed in their luggage bags.

d. ANF RD Sindh

(1) 250.00 Kg Hashish Seized at Karachi. On 03 April 2015, on information of SIC, the staff of PS-II ANF (Muhammad Ali Society) Karachi recovered 250.00 Kg Hashish from a house No AV-460 Muhallah Aasu Goth Malir, Karachi.

(2) 17.00 Kgs Heroin Seized at JIAP Karachi. On 10 April 2015, the staff of PS ANF RD Sindh arrested 3x Pakistanis at JIAP Karachi, travelling to Italy by flight QR-605 and recovered 17.00 Kgs Heroin, concealed in luggage of accused Arshad Mehmood. 1x Suzuki Pickup was also seized.

(3) 138.00 Kgs Hashish Seized at Sukkur. On 07 May 2015, the staff of PS ANF Sukkur intercepted a Toyota Corolla Car near Govt collage of Physics Education, Shikarpur and recovered 138.00 Kgs Hashish from the secret cavities of said car.

(4) 48000x Xanax Tablets (weight 6.23 Kgs) Seized at JIAP Karachi. On 15 May 2015, the staff of PS ANF RD Sindh arrested 1x Pakistani at JIAP Karachi and recovered 48000x Xanax Tablets (weight 6.23 Kgs), concealed in his trolley bag. He was travelling to Jeddah.

(5) 2758.00 Kgs Hashish and 55.00 Khs Opium Seized at Karachi. On 18 Jun 2015, the staff of PS ANF RD Sindh intercepted a Bus No. TKU-042 near Syed Wazirstan Hotel, Hub River Road Raees Goth, Karachi and recovered 2758.00 Kgs Hashish and 55.00 Kgs Opium.

(6) 267.00 Kgs Hashish Seized at Karachi. On 21 Jun 2015, the staff of PS-I ANF (Gulshan-e-Iqbal) Karachi recovered 267.00 Kgs Hashish from a house No. FC-2678, Mohallah Faqir Colony, Orangi Town, Karachi.

(7) 400.00 Kgs Hashish Seized at Malir, Karachi. On 28 Jun 2015, the staff of PS ANF RD Sindh intercepted a Truck at Manzil Petrol Pump, near Gul Ahmed Textile Mills, National Highway Malir Karachi and Recovered 400.00 Kgs Hashish.

(8) 300.00 Kgs Hashish Seized at Sukkur. On 28 Jun 2015, the staff of PS ANF Sukkur intercepted a Toyota Pickup Double Cabin Vigo near Govt College of Physical Education, Shikarpur Road, Sukkur and recovered 300.00 Kgs Hashish.

e. ANF RD Balochistan

(1) 4025.00 Kgs Opium Seized at Pishin. On 08 April 2015, on information of SIC, the staff of ANF PS Quetta recovered 4025.00 Kgs Opium from General area Killi Sardar Kamal Khan Tehsil Bashore Distt Pishin.

(2) 4142.00 Kgs Opium and 2139.00 Kgs Hashish Seized at Pishin. On 11 Apr 2015, PS ANF Quetta recovered 4142.00 Kgs Opium and 2139.00 Kgs Hashish from general area Surkhab, Tehsil Khanozai Distt Pishin.

(3) 8174.00 Kgs Hashish Seized at Qilla Abdulla. On 17 April 2015, on information of SIC, the staff of PS ANF Quetta recovered 8174.00 Kgs Hashish from general area Killi Qandil Abad Tehsil Gulistan Distt Qilla Abdullah.

(4) 1364.00 Kgs Hashish Seized at Quetta. On 21 Apr 2015, PS ANF Quetta intercepted a Isuzu Truck at Westren Bypass near Akhtarabad, Quetta and recovered 1364.00 Kgs Hashish.

(5) 1038.00 Kgs Heroin Seized at Pishin. On 23 Apr 2015, on information of SIC, PS ANF Quetta recovered 1038.00 Kgs Heroin from general area Killi Sardar Kamal Khan, Tehsil Bashore Distt Pishin.

(6) 500.00 Kgs Hashish Seized at Chagi. On 27 April 2015, the staff of PS ANF Dalbandin recovered 500.00 Kgs Hashish from general area Kumak Killi Chattar Tehsil Dalbandin Distt Chagai.

(7) 265.00 Kgs Opium Seized at Loralai. On 29 April 2015, the staff of PS ANF Quetta recovered 265.00 Kgs Opium from general area Killi Bakhtiar Khan Distt Loralai.

(8) 192.00 Kgs Hashish Seized at Panjgor. On 19 May 2015, the staff of PS ANF Panjgor intercepted a Toyota Hilux Single Cabin in general area Turbat Road near Bab-e-Aajoi Tehsil & Distt Panjgur and recovered 192.00 Kgs Hashish.

(9) 5025.00 Kgs Opium Seized at Pishin. On 12 Jun 2015, the staff of PS ANF Quetta recovered 5025.00 Kgs Opium from general area Maham Dara, Killi Sardar Kamal Khan Tehsil Bashore Distt Pishin.

(10) 3201.00 Kgs Opium and 224.00 Kgs Heroin Seized at Qilla Abdullah. On 16 Jun 2015, the staff of PS ANF RD Balochistan intercepted a Car at General area, Jungle Pir, Alizai near Syed Hameed Bridge Tehsil & District Qilla Abdullah and recovered 3201.00 Kgs Opium and 224.00 Kgs Heroin.

(11) 4360.00 Kgs Hashish Seized at Qilla Abdullah On 17 Jun 2015, the staff of PS ANF RD Balochistan recovered 4360.00 Kgs Hashish from a seasonal nullah near Killi Surjat, Tehsil Gulistan, District Qilla Abdullah.

(12) 515.00 Kgs Morphine Seized at Chagai. On 19 Jun 2015, the staff of PS ANF Dalbandin recovered 515.00 Kgs Morphine from general area Killi Sobian Khel Tehsil & Distt Chagai.

(13) 7830.00 Kgs Hashish Seized at Qilla Abdullah On 19 Jun 2015, the staff of PS ANF RD Balochistan recovered 7830.00 Kgs Hashish from general area Killi Suleman Khel Tehsil Gulistan Distt Qilla Abdullah.

(14) 1490.00 Kgs Heroin Seized at Pishin. On 28 Jun 2015, the staff of PS ANF RD Balochistan recovered 1490.00 Kgs Heroin from general area Dagar Tehsil Bashore Distt Pishin.

1. Major Events (Workshops / Meeting / Conferences / Training / Visits)

a. Pakistan Drug Demand Reduction Stakeholders Meeting. The said meeting was

held on 2-3 April l2015 Bangkok, Thailand and attended by Brig Muhammad Abu

Zar, FC RD Sindh.

b. Asian Region Law Enforcement Management Programme. The training

programme held on 7-24 April 2015 at Vietnam attended by Lt Col Masood

Ahmed Javed, JD (Log).

c. International Conference on Precursor Chemicals and New Psychoactive

Substances (NPS)”. The conference was held on 21-24 April 2015 at Bangkok,

Thailand with a aim to bring together high level policy makers as well as technical

experts and other stakeholders with an interest in precursors control, diversion

prevention and new psychoactive substances (NPS). Following ANF Officers

participated in the workshop:-

(2) Maj Zafar Abbas, DD (Enf) HQ ANF

d. Narcotics Influence on the Global Security and Sustainable Development. The rd

conference was held on 23 April 2015 in Moscow and attended by Secretary

NCD.

e. UNODC-Container Control Programme - Advanced Interdiction Training.

Following Officers/Officials from ANF participated in the said training held 4-8

May 2015 at Baku, Azerbaijan:-

(8) Ghulam Murtaza, Constable RD SindhthF. 4 Steering Committee Meeting of the Regional Programme for “Promoting


Counter Narcotics Efforts in Afghanistan and Neighbouring Countries”. The

Steering Committee is the premier governance body of the Regional Program in

which senior representatives from the eight countries of the region and donor

partners discuss and coordinate operational priorities and agree on future

strategies. The meeting was held on 6 May 2015 at Ashgabat, Turkmenistan.

Following ANF Officers participated in the workshop:-

(2) Raja Tariq Mahmood Kiani, JD (Enf-B) HQ ANF

g. Regional Workshop on ”Supporting Successful Prosecution and other

Disruption by Building, Enhancing and Networking Financial Investigation

Capacity in National Law Enforcement Agencies”. The workshop was organized

with effect from 13-15 May 2015 at Tashkent, Uzbekistan with an aim to identify

and collate options for developing a financial investigation capability within law

enforcement agencies and networking this capability with key stakeholders

including prosecutors and FIUs. The workshop was attended by following ANF

officials:-

(1) Mr. Javed Iqbal Kosar, AD (Assets) HQ ANF

(2) Mr. Zamir Ahmed But, Insp (SIC)

h. Bilateral Training Programme on Narcotics Forces. 24 x officials from ANF

attended the said training session held from 26 May to 15 June 2015 at China.

j. Tri-fold Paris Pact Expert Working Group, Almaty, Kazakhstan. Five days (1 – 5

June 2015) meeting was attended by Lt Col Nisar Ahmed Mughal, JD (Enf) at

Vienna, Austria. The key objectives of the meeting was the identification of

issues of 'Illicit Financial Flows'.

K. 32nd International Drug Enforcement Conference (IDEC). T h e s u b j e c t

conference was held on 2-4 June 2015 at Cartagena, Colombia. The focus was

on information sharing, international cooperation, and reinforcing the

commitment to fight drug trafficking at global level. DG ANF attended the subject

conference:-

l. Border Management Workshop – Best Practices in the Maritime Domain The

subject workshop was held on 10 – 11 Jun 2015 attended by Lt Col Asim Baig, JD

RD Sindh and Syed Sijjeel Haider, JD(IC).

Major Events


m. 5th Meeting of Pak-Australia Joint on Border Management and Transnational

Crime. The subject workshop was held on 16-17 Jun 2015, Canberra Australia

and attended by Brig Zahid Abdullah, Director HQ.

n. Paris Pact Initiative Expert Working Group (EWG) on Community-based and

Outpatient Treatment. The subject meeting was held on 25 – 26 Jun 2015 at

Bishkek, Kyrgyzstan attended by Brig Syed Mahmood Ul Hassan, FC RD ANF

Lahore.

2. Controlled Delivery Operation. No International Controlled Delivery Operation

was conducted during the quarter ending Jun 2015.

3. Intelligence led Coordinated Operations with other International Partners.

1. Introduction. During 2nd Quarter of the year 2015, Anti Narcotics Force Academy

(ANFA) remained engaged in development of human resources of Anti Narcotics

Force and other Law Enforcement Agencies by conducting various training courses.

During the period under review, 9 courses were organized and 199 officials (112 of

Anti Narcotics Force, 11 of other LEAs and 76 reps from various industries).

Major Events

a. DLOs Meeting. thA meeting with DLOs was held on 30 Apr 2015 with the aim to interact with the international community to share our efforts against the menace of drugs as well as to strengthen joint efforts to make the world drug free.

b. Demo on shooting simulator by Brig (Retd) Mazhar. To assess the feasibility and see its practical utilization, a demo on Shooter Profile System by Brig (Retd) Mazhar of Soft Innovative System was

thgiven to all officers, JCOs and NCOs on 12 May 2015.

c. Visit of IG (Retd) Saud Mirza. thIG (Retd) Saud Mirza, ex-DG FIA visited ANF Academy on 6 May 2015. The ex-officer was briefed about training facilities of the academy and its role. The officer appreciated academy's functions and role in training of counter narcotics.

d. Visit of Additional Director NAB. In connection with establishment of NAB Academy, Additional thDirector NAB visited ANF Academy on 6 May 2015. A briefing on role & functions of ANF Academy

was given to the officer. The officer also visited training facilities.

e. Study Tour – Visitors from CMP School DI Khan on 19 May 2015. Oficers Criminal Investigation Course (OCIC-17) CMP School DI Khan, compirising 18 officers including an allied officer headed by Lt Col Rana Atif Nisar CI CMP visited the academy. Lectures on modern methods / techniques of detection and investigation of Narco Drug Crime were dilivered to the visitors.


f. Visit of NAB Reps & Briefing. In connection with earlier briefing for visit of DG NAB, reps from NAB again visited ANF Academy on 22 May 2015.

g. Visit of UNODC Reps. A group of three representatives headed by Mr. Naweed Riaz, Training Consultant from UNODC visited the academy on 27 May 2015 to discuss future plan of UNODC sponsored trainings at the academy.

Major Events

h. Workshop for Courier Service Providers. The workshop was held at ANF Academy on 12 June 2015 with aim to emphasize on drugs interdiction through courier services. Reps from major courier companies of the country participated in the workshop.

I. Visit of DG (T & R), NAB. Mr. Husnain Ahmed Director General (Training & Research Division), NAB Islambad visited the academy on 17 June 2015. The officer was briefed about ANFA and shown trainingfacilities of the academy.

J. ISO 9001:2008 Certificate Distribution Ceremony. On completion of 'Internal Auditor Course' conducted by NQA trainer Engineer Khalid, ISO 9001/2008 Certificates were distributed amongest various participants of ANFA on 23 June 2015.

k. ISO 9001:2008 Certification. ANF Academy has achieved internationally recognized standards through its consistence performance and best practices in counter narcotics

thtraining. On 25 June 2015, the accrediting body NQA Northern has recommended for grant of ISO 9001:2008 certificate for establishing quality management system.

ANF Youth Ambassadors Convention At Rawalpindi

ANF YOUTH AMBASSADORS CONVENTION AT RAWALPINDI

On 16th April 2015, ANF Youth Ambassadors Convention was organized at Topi Rakh, Ayub Park, Rawalpindi. DG ANF Major General Khawar Hanif was the chief guest. The occasion was addressed by Leading Cardiologist Maj Gen (R) Zafar Ul Islam, Representative ex UNODC Mr. Collie Brown, Senior Analyst Javed Chohadry, Youth expert & Anchor Basit Subhani and Force Commander ANF Brig Ramzan Gill. Event was attended by diplomats, NGOs, Media Persons, Teacher Community and students from Ghora Gali College, Riphah International University, LUMS, Lahore University, NUST, SZABIST, NUML, Hamdard University and various other schools & colleges.

The event is marked as first ever convention to take the youth on board for Anti Drug Campaign. The participants highlighted hazards of drugs, quantum of drug threat, metabolism disorder due to drugs, drug challenges to youth and national / moral responsibilities of youth. Peer pressure was recognized as the core cause of addiction amongst students and street children. DG ANF Major General Khawar Hanif emphasized that youth should be mindful of their thoughts, words and actions, because these are the base-line check points to limit impending threat of addiction.

Basic purpose of the convention was to motivate the youth to join hands with ANF in making “Drug Free Society” as well as to inculcate instinctive reaction to “SAY NO TO DRUGS” at the very outset. The event also emphasized to organize healthy opportunities to youth, hence providing constructive alternate recreational / informational social works.

ANF have launched “Youth Ambassador Program” on its website, whereby a number of volunteer youth got registered and engaged in Anti Drug campaigns. The venue was embellished with Anti Narcotics posters, placards and advertisements. The event concluded with presentation of souvenirs and gifts to prominent youth members, speakers, media persons & volunteer workers.
