Area Assessment
The subject area (about 2.2 ha) involves one “CDA” site (Plan E1). Part of the “CDA” site had already been redeveloped into the two commercial/office buildings, while the remaining part, covering two existing private industrial buildings and a site under works in progress (with demolition consent for an industrial building issued by the Building Authority in April 2014), is the subject of a number of planning applications of which the latest Master Layout Plan (MLP) was approved by the Board in March 2011 mainly for another two office buildings under Phase 2 redevelopment (Application No. A/H21/132). Building plan approval for these two office buildings has been obtained. For the two remaining industrial buildings in the area, one is 21-storey high, 34 years old and under single ownership, while another is 24-storey high, 30 years old and under multiple ownership. Both buildings are in fair condition. No subdivided nor vacancy unit was found in the concerned two industrial buildings. Office is the largest use identified, occupying about 91.8% of the GFA. The second largest use is Warehouse/Storage, taking up about 6.7% of the GFA. In terms of employment, about 2,417 workers are estimated to be engaged in the occupied units of the two industrial buildings, including about 179 workers (7.4%) in the manufacturing business and about 2,238 workers (92.6%) in the non-manufacturing business. The overall figure only accounts for about 1.1% of the total of 224,923 persons engaged (other than those in civil service) in various business/industries in the Eastern District identified by C&SD in June 2014. Noting that concerned “CDA” site is partially developed for the planned commercial uses, while the remaining part is covered by an approved MLP, the area should be retained as “CDA” to continue facilitating a comprehensive development/redevelopment for commercial uses.
Recommendation
To retain the area as “CDA”.
