The Communities: Change through Learning report called for the publication of a Scottish Office Circular. This was published in 1999. It called upon the 32 local authorities in Scotland to each produce a Community Learning Strategy by March 2000.

Stage Two: Producing Community Learning Strategies by working with communities

• All local authorities produced Community Learning strategies by going through a process of consultation with the communities in their locality.

• All Strategies had to include targets and timetables to achieve these targets.

These strategies were to be part of the wider community planning processes of local authorities that include such services such as transport, social services, housing and the local environment.
